Given the massive backlog at the nearby port of entry, it could be weeks before they have a chance to cross the border and begin to make their case.Meanwhile, the Mexican Red Cross has been providing medical assistance for migrants in the shelter. The Mexican navy has set up two small kitchens nearby the shelter, Olimpo said, and the federal government has installed two water plants.But Amnesty International said on Monday the shelter doesn't have enough resources for migrants housed there, describing conditions as "unsanitary.""Mexican federal, state and municipal officials separately confirmed to Amnesty International that the temporary shelter did not have sufficient food, water and health services, and that respiratory illnesses were spreading among those staying there," Amnesty said.Tijuana's mayor has described the situation as a crisis and called for humanitarian help.The growing number of migrants in Tijuana, a city of about 2 million people just south of California, is "a big problem" that "we are not capable of solving," Mayor Juan Manuel Gastélum told CNN.The Mexican federal government -- with a new president due to be installed Saturday -- or the United Nations must step in, the mayor said, to "give us shelter, give them food, water, medicines, everything that a person needs to be dignified and have a place where they can stay dignified." 2488

The Trump administration will impose more sanctions on Russia under a chemical and biological warfare law following the poisoning of a former Russian agent and his daughter in the UK earlier this year, the State Department announced Wednesday.In a statement Wednesday, State Department spokeswoman Heather Nauert said the US had made this decision on Monday, and accused Russia of violating international law. Unless Russia takes certain steps, a second set of penalties -- more stringent than this first round -- must follow, according to the law.The first set of sanctions targets certain items the US exports to Russia that could have military uses -- so-called dual use technologies. These are sensitive goods that normally would go through a case-by-case review before they are exported. With these sanctions, the exports will be presumptively denied.A senior State Department official said there would be carve-outs however.The US would then require Russia to assure over the next 90 days that it is no longer using chemical or biological weapons and will not do so in the future. Additionally, the criteria in the law call for Russia to allow on-site inspectors to ensure compliance.The official said that if Russia did not meet the demands, the US "will have to consider whether to impose a second tranche of sanctions as specified by the statute."The United Kingdom welcomed the move from the US on Wednesday. The Senate has passed a defense spending bill that President Donald Trump has said he plans to veto, according to the Associated Press.The National Defense Authorization Act passed the Senate with a 84 to 13 Friday. The annual bill affirms a 3% pay raise to U.S. troops and unlocks billions in military spending.The bill passed despite an attempt from Sen. Rand Paul, R-Kentucky, to filibuster the bill and delay its passage. Paul said Thursday he opposed the bill because it limited Trump's ability to withdraw troops from the Middle East before he leaves office.Trump has threatened to veto the bill unless lawmakers include a provision that would remove Section 230 from the 1996 Communications Decency Act. That section protects tech companies from being sued for content that other people post on their website.Conservative lawmakers have attacked the provision in recent years, saying that the protections have led social media conglomerates to develop a liberal bias on the social media sites. Proponents of the provision say it upholds free-market values in the marketplace of information.Congress is expected to override a potential veto from Trump. The House of Representatives easily passed the bill earlier this month with a vote of 335-78. 1260
