SOLANA BEACH, Calif. (KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. It is still awaiting financing after surviving a legal challenge, developer Ginger Hitzke said.Richard Earle, who rented a blufftop condo for more than a month, said he supports the idea of affordable housing, but said it wouldn't solve the larger problem."It's going to turn into a gong show for 5,000 applicants and we're going to say, here's the lucky 20," Earle said. SOLANA BEACH, Calif. (KGTV) -- Solana Beach’s alternative to San Diego Gas and Electric appears to be in store for financial headwinds. A new city report says that the Solana Energy Alliance could run at a deficit for the next two years, which look to be more challenging than originally forecast. The city launched the alliance in June to help the city reach its goal of 100 percent renewable energy by 2035 and provide competition to SDG&E. Currently, more than 90 percent of Solana Beach energy and businesses buy their electricity from the alliance. It saves them about 2 percent from SDG&E. “They’re definitely stepping into deep water to try to do this themselves,” said Solana Beach resident Ed Radcliffe. “I hope they do it right.”Solana Beach City Councilman Peter Zahn said overall the energy program is healthy. It has high enrollment and is paying off expenses from the launch. He said it had higher revenues than expected while also having higher expenses than expected. Zahn said the report examined the alliance’s first three months, so it’s still early. He added a big hit came from a recent Public Utilities Commission decision to hike the exit fees residents pay SDG&E to buy it elsewhere. The Solana Beach city report says the fees could rise by as much as 50 percent. “While we are not happy with some of the factors that have influenced this - like the exit fee - we are really optimistic about going out into the future,” Zahn said.The report said higher energy prices and lower SDG&E electricity generation rates are also impacting revenue.In October, the city of San Diego announced plans to create its own alternative to SDG&E, called a Community Choice Aggregator. A spokesman for Mayor Kevin Faulconer says comparing Solana Beach’s organization to what is in store in San Diego is apples to oranges. SPRING VALLEY, Calif. (KGTV) — A construction worker was killed in an accident at Monte Vista High School hours after the topping out of the school's new multi-use facility. According to the San Diego County Sheriff's Department, the accident happened just before 2 p.m.Deputies say the 30-year-old man fell from a beam attached to a 30-foot platform. Deputies and emergency responders performed first aid on the construction worker, but he later died after being taken to the hospital. A second worker was also injured and taken to the hospital, but their condition is unknown at this time, according to the school district. CA-OSHA is investigating the incident and crisis counselors will be made available at the school Thursday. According to the Association of Flight Attendants, more than 100,000 airline workers were out of a job as of October 1. Airlines were no longer obligated as of last week to keep workers employed under the Payroll Support Program, passed by Congress during the spring.With stimulus talks stalled on Capitol Hill, unions representing the airline industry have been pushing Congress to take immediate action. And given the mixed messages coming from the White House, it is unclear if any assistance is coming their way.On Tuesday, President Donald Trump tweeted that he would no longer negotiate with House Democrats on economic stimulus, but backtracked later in the night saying he would accept a standalone bill to fund the Payroll Support Program.On Wednesday, more than a dozen unions representing workers in the airline industry signed a letter to Congressional leaders, urging them to approve a standalone bill to renew the Payroll Support Program.“There continues to be strong, broad, and bipartisan willingness to protect jobs and livelihoods in the airline industry by extending the successful Payroll Support Program (PSP), which was part of the CARES Act,” the unions wrote to Congress today. “Unfortunately, efforts to do so did not come to fruition before the program expired on Sept. 30. As a result, several U.S. airlines had no choice but to move forward with tens of thousands of furloughs last week, and many more job losses are expected across the industry in the weeks ahead if the PSP is not extended.”Congress squabblesFunding another round of stimulus has been a contentious topic on Capitol Hill since the summer as getting House and Senate leaders to agree with the White House has been an issue. After his kids moved out he and his wife decided to remodel the bathroom. Gregg suggested the idea and his wife was all for it."Convinced my wife that that was a good idea and fortunately she agreed with me," Thompson said.Inside he has two Masters flags. One was signed by Bubba Watson, the 2012 winner, and the other was signed by Ben Crenshaw who won the 1984 and 1995 Masters tournament. He has old school clubs, a Masters hat, a Masters shower curtain, multiple Masters books, a Masters 'Quiet Please' sign, and of course he has a mini putting green inside there. He uses his dad's old putter and said that if he can sink it in the bathroom with that ancient club, he will have a good day on the course."I feel like I'm almost there.
