SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. The three or four shifts they thought they’d get each week at La Puerta could instead be reduced to one, if that.“The hardest part is just the emotions and the mental health of the people working in the industry,” Powell said.It’s because San Diego County is in danger of falling into the state’s most restrictive purple tier of coronavirus restrictions, which would ban restaurants from serving indoors. That would be the latest setback in the region's push to return to normal amid the outbreak.“It feels like they're just playing games with us at this point, and it's getting frustrating,” Powell said.The twists and turns are taking a big toll, not just on day-to-day operations, but also when it comes to hiring in the future.“You're not going to hire people back, you're being extremely cautious,” said Ray Major, SANDAG’s chief economist.Major said restaurant owners have it especially hard. SAN DIEGO (KGTV) -- Kevin Luo of Pacific Trails Middle School is getting ready for his trip to Washington D.C. to compete in the Scripps National Spelling Bee.Luo, who is a student at Pacific Trails Middle School, was crowned the winner of the countywide spelling bee in March. Last year's winner, Yash Hande, was also a student at Pacific Trails. SAN DIEGO (KGTV) - Mayor Kevin Faulconer is proposing new regulations for dockless scooters around the city.Faulconer, Council members Lori Zapf and Chris Cate, and representatives from the scooter companies held a press conference Monday morning at NTC Park, in Liberty Station to address growing concerns over the safety of dockless scooters. “We want to make sure that its safe, that there are clear rules of the road and regulations that make sense.”Faulconer is proposing to “geo-fence” certain areas around the city. SAN DIEGO (KGTV) — In the midst of a housing supply crunch, San Diego is seeing apartments taken off market and reserved for short-term vacationers. The units would add to the estimated 16,000 vacation rentals now available in the City of San Diego, according to a recent audit.Now, a company called Sonder has signed master leases at apartment complexes and towers in locations including downtown, North Park, Little Italy, and Point Loma. Instead of renting them full time, the company leases them to visitors, charging more than 0 per unit on an average night. "Every San Diego resident needs to be afraid of that," said Brian Curry, whose group Save San Diego Neighborhoods is tracking Sonder. "It's a huge crisis, drives up rents, drives up housing prices."Curry's group estimates Sonder has leased more than 70 units and counting, including entire buildings in some locations. A spokesman for Sonder declined comment Thursday. In the past, the company has stated it pays all local taxes and that it has the right to sublease to short-term renters. Additionally, it has noted that developers have used increased revenue from Sonder to build even more market rate units. Still, City Councilwoman Barbara Bry said she was appalled at the practice and says the city should be ensuring developers deliver on the units the city approves. "Private developers tell us, 'let us build more units, let the market take care of our housing problem,' and then they artificially remove units and turn them into short-term vacation rentals," she said. "That's not fair."Meanwhile, the city code enforcement division is continuing to investigate The Louisiana complex on University Avenue. The city approved the complex as a 13-unit mixed-use apartment complex, but Sonder has the master lease for each of the market-rate units.
