SAN DIEGO (KGTV) - The Supreme Court ruling striking down the federal ban on sports betting opens the door to making it legal in California.Jeremy Lind stopped by this sports bar in Normal Heights for a little lunch and sports."I'm a Steelers fan myself, Go Steelers!" said Lind.Lind isn't shy about making bets with friends.  His appetite for bets could soon expand."That would definitely open up my betting curiosities I think," said Lind.'That' is the possibility sports betting becomes legal in California, now that the federal ban has been struck down.  The road to legal sports wagering requires a state constitutional amendment.  Both houses must pass a bill by two-third votes. A majority of voters must then approve it at the ballot box.  Proponents say sports gambling is already happening, including off-shore websites.  George Belch is the co-founder of SDSU's Sports MBA program."The main argument for this is: it's a reality and we need to recognize this and how to control it," said Belch.  The regulation would include consumer protections.  Supporters say taxpayers will win out.  Some estimates place revenues from sports betting between 0 and 0 million in annual tax revenues.  Belch says critics will point to sports gambling's impact on the integrity of amateur sports and gambling addictions.    "They will point out we don't want to make it easier people to bet.  It we facilitate it, it's simply not a good thing," said Belch.Belch says if sports betting becomes legal, you could see it at casinos, racetracks, online sites, even individual parlors. The California Nations Indian Gaming Association issued the following statement: "...we would advise the state to move slowly and cautiously and examine all angles as it relates to sports betting.  As the state of California weighs the decision of whether to allow for the practice of sports wagering, we firmly ask that tribes have a place at the table in any and all discussions surrounding this issue.  We also want to make very clear that California voters have, on numerous occasions, confirmed the exclusive right of California tribal governments to operate casino-style games.  Legalization of sports betting should not become a back-door way to infringe upon that exclusivity.  A strong, well-regulated gaming industry is of utmost importance to California’s tribal governments and the public. SAN DIEGO (KGTV) -- The San Diego County Office of Education says schools may hold on-campus classes beginning Tuesday under new guidance. The updated county health orders that take effect June 16 allows all schools -- with the exception of colleges and universities -- to hold on-campus classes as long as the schools comply with measures outlined by the California Department of Public Health.Those measures include face coverings required at all times, daily temperature checks recommended, increased emphasis on hand washing and sanitizing, enhanced cleaning and disinfecting in the classrooms and setting classrooms up to allow for increased physical distance between students.Each school must complete and post a document detailing the actions the school is taking to comply with the industry guidance issued by the state.The order from the San Diego County Health and Human Services Agency says: "All public, charter and private schools may hold classes or school business operations on the school campus, provided the school complies with the measures contained in the State COVID-19 Industry Guidance: Schools and School-Based Programs issued by the CDPH (including the face covering requirements contained therein), also incorporating where feasible the guidelines provided in Stronger Together: A Guidebook for the Safe Reopening of California’s Public Schools issued by the California Department of Education. Each school shall complete and post a document detailing the actions the school is taking to comply with the CDPH Industry Guidance measures after considering the CDE Guidelines noted above. Sheriff Bill Gore said in a statement that " I am stopping the use of the carotid restraint by my deputies effective immediately.""I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation," he added. San Diego Police Chief Nisleit said during a news conference that he would direct officers in a memo Tuesday to end the use of the carotid restraint procedure following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."The announcement comes as thousands of people throughout San Diego County took to the street to protest the death of George Floyd. Following the announcement, the Oceanside Police Department said they would also end the use of the carotid restraint. SAN DIEGO (KGTV) - The Supreme Court ruled Wednesday in favor of providing employers the option to opt out of providing free birth control to their staff, based on religious beliefs.The 7-2 vote was polarizing."It's a huge win for religion," Pastor Andy Ballon said."We are extremely disappointed," Planned Parenthood Affiliates of California’s President/CEO, Jodi Hicks said.Pastor Ballon said the vote is a victory because it allows people of faith the freedom to not do something they don't believe in. "We believe that life starts at conception, so we believe we should have the right to chose to not provide or not pay for these contraceptives."Ballon said women have options to access birth control outside their healthcare plan provided through work.One of those options is Planned Parenthood."We know what [the vote] means. It will have a devastating effect on women trying to plan how they want to live their lives quite frankly," Hicks said.She explained those plans could involve pursuing higher education or a career.Hicks said 5.5 million women in California could have to pay if their employers opt out. Hicks said that leaves minorities much more vulnerable, saying many can't afford birth control."We are planning on campaigning to encourage those companies still cover access to birth control for women," she said.Pastor Ballon said it's not a fight against women. Tiny houses come in a variety of shapes and sizes and are equipped with the basics for living, sleeping, and cooking. They range in size from 150 square feet to 400 square feet and cost between ,000 and 0,000.Tiny homes can help create an affordable option for low-income residents that doesn’t require a taxpayer subsidy.City officials said, “A significant portion of households in San Diego can afford a movable tiny house as an Accessory Dwelling Unit (ADU). The average cost of rent for a tiny home is 0 a month. A property owner would recover their initial investment in eight years. After that, the rent from the tiny house could help cover their mortgage and other expenses.”Currently, the city allows homeowners to build accessory dwelling units on their properties. With Tuesday’s approval, homeowners can add tiny homes to their properties.“Moveable tiny homes are a great option that naturally increases affordable housing at no cost to taxpayers. It’s a win for the homeowner, it’s a win for the renter, and it’s a win for the taxpayer,” said San Diego City Councilman Scott Sherman. “I appreciate my colleagues support for this important housing reform.
