SAN DIGEO (KGTV) - The number of calls to San Diego County’s Child Abuse Hotline has dropped by more than half since schools across the region closed to prevent the spread of the coronavirus disease.County data provided to 10News shows a more than 50 percent decrease in calls regarding allegations of child abuse or neglect.According to the county, for the week of March 9 to 15, there were 1,859 calls. SAN DIGEO (KGTV) - A former San Diegan who lives 3 miles from the site of a deadly, massive explosion in Beirut, Lebanon, is describing the terrifying moments of the blast. Elie Shammas and his family were inside their 6-story Beirut apartment. It all began just after 6pm, and it felt like an earthquake."In San Diego, feels like a rumble, but this was a jittery," said Shammas.Shammas, who taught at SDSU a decade ago, says all his locked windows swung open."The whole house was moving, and then the shock wave hit us. It was very loud. Outside, it was all dusty. I have three kids, who were jittery and scared," said Shammas.Shammas raced downstairs and snapped a photo of a huge smoke plume. Shammas says he can't help but recall Lebanon's bloody civil war."I lived through Lebanon through the war. I'm used to bombings and shellings, and this was like nothing I've seen before," said Shammas.Across the world, in San Diego, news of the blast hitting the Lebanese community hard."Just a shock. When you see it, you can't believe it's happening," said Shammas.Nabi Geha, who owns La Miche Kabobgee in Kearny Mesa, immediately called his niece and a cousin, who both live about four miles from the blast site. Both are okay but shaken."They woke up to huge impact. Their buildings were shaken. Cars lifted from one side street and thrown to other side," said Geha.Geha's anxiety over his family still lingers. SAN FRANCISCO (AP) — A firefighter who died while helping people evacuate a Northern California blaze was killed by a fire tornado that at one point reached a temperature of 2,700 degrees Fahrenheit (1,480 degrees Celsius), officials said.Redding firefighter Jeremy Stoke died after he was enveloped in seconds by a fire tornado with a diameter of 1,000 feet (300 meters) and winds up to 165 mph (265 kph), the California Department of Forestry and Fire Protection said in a report released Wednesday detailing his death and the death of a bulldozer operator.Videos released with the report show the massive blaze burning in a populated area and sending a cloud of thick smoke up into the air with flames swirling up into the sky.RELATED: Firefighter killed battling Mendocino Complex fire  The tornado ripped roofs off houses and flung power line towers, cars and a shipping container into the air near the spot where Stoke was overtaken by the flames, according to the report.Cal Fire officials said that on July 26, the 37-year-old fire inspector was driving his pickup truck down a Redding road, working on evacuating people. One minute later he radioed out a "mayday" call saying he was getting burned and needed help.Stoke "identified himself by his radio call sign, and stated that he needed a water drop and was getting burned over," the report said.When an engine captain tried to contact him shortly after, there was no response, it said."Observations from witnesses and other evidence suggest that either several fire tornadoes occurred at different locations and times, or one fire tornado formed and then periodically weakened and strengthened causing several separate damage areas," the report said.Stoke, whose remains were found the following day, was one of eight people killed since the blaze started on July 23 with a spark from a vehicle driving on a flat tire.RELATED: A flat tire started the deadly Carr Fire and days of devastation in California  The wildfire has destroyed nearly 1,100 homes. It was 71 percent contained as of Thursday.The report also detailed the death of private bulldozer operator Don Smith, 81, of Pollock Pines, who was killed when his bulldozer was caught in the flames while trying to improve a fire line, defending a home during what the officials say were "extraordinary fire weather conditions."Both deaths and the injuries occurred within an hour and 50 minutes in one 3-mile (5-kilometer) stretch.Smith was trying to improve a previously constructed a fire line near the Buckeye Water Treatment Plant outside Redding after 5 p.m. on July 26 when other firefighters noticed "a rapid increase in fire activity."It jumped the fire line and a Cal Fire crew chief said he made several radio attempts to tell Smith to "get out of there." Two firefighters in the area also "recognized the urgency of the situation" and tried to reach Smith on foot but had to turn back because of the encroaching flames.Smith reported that he was cut off by the fire and was pushing on in his 2002 John Deere open cab bulldozer in an attempt to reach a safe area. He also requested water drops and four helicopters began dropping water through the smoke and flames around Smith's last known location.Once the smoke cleared, a pilot saw that Smith's dozer had been engulfed in flames and there was no sign of the protective metallic tent that firefighters deploy as a desperate measure when they are about to be overrun by fire. SAN FRANCISCO (AP) — California regulators on Friday said marijuana deliveries can be made anywhere in the state, even in locales that ban cannabis.Law enforcement groups and the California League of Cities opposed the move, arguing that pot deliveries to places that ban cannabis erodes local government control and will increase crime in those areas.The matter has been one of the most debated issues as state regulators hammer out permanent rules for how marijuana is grown, tested, packaged and delivered.The delivery issue was included in regulations drafted by the Bureau of Cannabis Control, which issues most retail permits. The rules will become law in 30 days unless California's Office of Administrative Law objects. The dispute could end up in court.Recreational marijuana became legal in the state after voters passed Proposition 64 two years ago.The bureau has maintained that Proposition 64 allows for statewide deliveries. It added explicit language authorizing the practice after several law enforcement officials in anti-pot locales insisted they could arrest licensed deliver drivers in cities and counties that ban marijuana.The California Police Chiefs Association, League of California Cities and United Food and Commercial Workers Western States Council opposed statewide deliveries and launched an online petition campaign against the rule."Regulated marijuana dispensaries have tough security, checks for identity and legal age and strictly licensed workers," council executive director James Araby said in a statement. "If marijuana can be delivered anywhere with virtually no regulation, California will lose these safeguards."League of Cities spokeswoman Adrienne Sprenger said the agency was waiting to see if the Office of Administrative Law approves the proposal before deciding its next step.Supporters of statewide deliveries argued that sick and frail people in those areas who depend on marijuana to relieve pain or anxiety cannot make a lengthy drive for a purchase, so they are being shut out of the legal market.The proposal also included a ban on permit holders partnering with unlicensed operators, which industry supporters said will stifle growth.The bureau in its comments explaining the added rule said it's concerned about such partnerships doing business in the black market.California Cannabis Industry Association spokesman Josh Drayton said most California cities and counties have exerted local control and don't allow marijuana, making it impossible for a business such as a beverage maker or nutritional supplement manufacturer to partner with a legal marijuana operator.He said the bureau's stand against unlicensed operators went too far and will hurt the nascent industry by unintentionally preventing such things as non-licensed celebrities endorsing products and other deals not directly involving marijuana."The industry has slowed down enough already without this added hurdle," Drayton said.The California Department of Food and Agriculture, which regulates farmers, also released its draft regulations which would continue to allow farmers to receive an unlimited number of permits to grow pot. 3163

San Diego County handles approximately 9,000 cases of elder and dependent adult abuse every year. Elder abuse is defined by the Centers for Disease Control as "an intentional act, or failure to act, by a caregiver or another person in a relationship involving an expectation of trust that causes or creates a risk of harm to an older adult." Types of elder abuse include: physical abuse, sexual abuse, emotional/psychological abuse, neglect, or financial abuse. The county sees about 450 cases a year of criminal elder abuse cases, according to Paul Greenwood with the Elder Abuse Prosecution Unit of the District Attorney’s Office.  The District Attorney’s Elder Abuse Unit prosecutes crimes against seniors, as well as addresses the special needs of elderly victims. They meet with seniors to teach them how to protect themselves, train bank and credit union employees on protecting financial assets of elderly customers, and train first responders to be aware of issues involving elders.  The National Council on Aging? said approximately 1 in 10 Americans over the age of 60 have experienced some type of elder abuse. However, knowledge about elder abuse lags behind the fields of child abuse and domestic violence.
