SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103

SAN DIEGO (KGTV) - The Florida school shooting is conjuring painful memories for an uncle who calls his nephew the "14th Columbine victim.""You get choked up and then you're mad," said Tim Barnes.It was a flood of different emotions, as Barnes watched coverage of the tragedy in Florida.April 19th, 1999, as news broke about the massacre at Columbine High through frantic 911 calls, the San Diegan had his nephew Greg on his mind: A Columbine High student and one of the top basketball players in Colorado.Greg did survive the shootings, but one of his best friends did not. Greg was among several students who tried to keep the girl's basketball coach alive."From my understanding, he was holding Coach Sanders when he bled to death," said Barnes.Two months later, Barnes sat down with his nephew.    "Everything's cool. I'm good. I'm fine. Don't really want to talk about it. And that scared me. You could tell not everything was okay," said Barnes.Less than a year later, Greg took his own life. Next to him was a CD, looped to play a song with the words, "I'm too depressed to go on.""Just complete shock. Unbelievable, still unbelievable," said Barnes.So many years later, the grief is now accompanied by a determination to prevent a repeat of his family's tragedy.  For survivors, victims and others deeply impacted by school violence, he has this message: don't be afraid to get help and feel your pain."Feel it. SAN DIEGO (KGTV) — Sure, it may not be Torrey Pines, but Liberty Station's Loma Club is considered a great golf course in its own unique way.For beginners, the club is the perfect, reasonably priced way to get on the green. For veterans, a no frills way to work on your game."It's short, it's inexpensive, and it's well kept," Fred Leipold, an avid Loma Club golfer, told 10News.Lauren Gomez first played at the club when she was just a toddler. Now, she tees off with a scholarship to Pepperdine University in her back pocket. "I know a lot of kids come out here to practice. There's not a lot of golf courses around here, so it's really important to Point Loma," Gomez said.More than a century of history sits in the club's soil. At one time, a young Phil Mickelson played tournament at what was then called Sail Ho.Which is why players and locals were shocked to learn the Loma Club put out a notice that it will close in late December.Point Loma residents flooded social media following the news, worried that the same thing could happen in other nearby communities: Golf courses shutting down with plans to fill the land with housing. Residents from Escondido to Chula Vista have all seen long battles with developers."I think somebody's going to recognize the importance. You really can't tear this out," golfer Rick Gomez said. "It's too perfect."For the time being, those fears were put to rest, after a spokesperson with Pendulum Property Partners, who owns the Loma Club property, said the site would remain a golf course.
