SAN DIEGO (KGTV) - 10News got an exclusive interview with the young San Diego man who says a local ICE agent pointed a gun at his head before being arrested, in part, for driving under the influence.“I’m 20 years-old and for him to pull a gun on me just for test-riding my motorcycle on the street is definitely not okay,” says Jonathan Levenson.A spokesperson for Immigration and Customs Enforcement (ICE) confirms ICE Agent Ed Zuchelli is on administrative leave while officers investigate a criminal matter.San Diego police confirm the incident happened on February 16th on Blue Lake Drive in the community around Lake Murray.Levenson says he was test-riding his dirt bike on his street when he saw the agent walk into the middle of the street to block him.“He had it pointed at me at a ‘shooter’s position’. That’s when I knew it was definitely a gun,” he tells us of the agent, who is his neighbor. “When he first came up to me I could smell some beer on his breath but nothing too strong,” he adds.Levenson says he rode around the agent, but the agent got into his vehicle and followed. “He turned on his lights and sirens and started yelling at me through his microphone. [He was] telling me he was a federal agent and not to mess with him,” says Levenson.Levenson adds that the agent showed him his federal ID badge.SDPD confirms Zuchelli was in a government-issued vehicle at the time of arrest.Police say he was arrested for alleged DUI, showing a weapon and making threats. San Diego (KGTV) - Thousands of kids across California approved for in-home nursing care are struggling to get the help they desperately need.On Thursday two children filed a class-action lawsuit against the California Department of Health Care Services and its director claiming the state has failed to fulfill its commitment to provide them with sufficient Medi-Cal in-home nursing services.It says, “this class action lawsuit asks the Court to order Defendants to take all steps necessary to arrange for previously-approved, medically necessary in-home shift nursing services for Plaintiffs and Class members.”According to the lawsuit plaintiff, Ivory N. is a seven-year-old and a Medi-Cal beneficiary. It says the child needs 63 hours per week of skilled nursing at home but only receives about 56 hours per week.The non-profit group, Disability Rights California, says more than 4,000 Medi-Cal eligible children have been approved by the state to receive Medi-Cal in-home nursing care, but the state lacks an effective system for arranging for needed nursing."It’s too bad that a lawsuit had to be filed, but they are right to file it because right now that need is not being met,” said California State Assemblyman Brian Maienschein.In 2017 Maienschein tried to get the problem fixed through legislation. He believes the state is not following through on its promises to the kids.“It was a significant victory last year that we were able to get money in the budget, but they are still not following through on the promises they made,” he said.According to a news release from Disability Rights California, “29 percent of authorized Medi-Cal nursing hours go unstaffed.” 1693

SAN DIEGO (KGTV) -- While many of California's communities are starting to resemble ghost towns, some businesses are keeping busy, including here in San Diego.Ever since Governor Newsom issued a stay-at-home order this week, San Diego residents are restricting contact with the outside world. Some locals say they're concerned not having access to life's essentials, but others are discovering delivery apps and services to get them through self-isolation. Since the Stay-at-home Order, phones at the Eldahmy Wellness Pharmacy in La Jolla and Barrio Logan have not stopped ringing. It's because they have a pharmacist available 24/7, and they not offer free deliveries-- not just on prescriptions, but over-the-counter items as well. "We want to help people," Ahmed Eldahmy, Founder of Eldahmy Wellness Pharmacy, said. "It doesn't have to be a patient of ours. Anyone can call us, and we will deliver to you as long as you're in San Diego County. "Many San Diegans have started using delivery services like these for anything and everything. "We're really trying to stay in the house as much as possible," a Carmel Valley man told 10News.He has a wife and three young children. One of his daughters has Celiac Disease. She requires a special, gluten-free diet. He said he could not find anything on the shelves, so he searched online and found Instacart."I downloaded the app, and I placed the order, not knowing if it will be for filled or not, and that was Monday," he said. "They scheduled a delivery for Friday, and it worked out relatively well. We probably got 90% of the stuff we had ordered."For a small fee, a personal shopper went to Costco on his behalf. He said his experience couldn't have been better. "As he gets to something that is not available, he was messaging me saying 'Hey, would you like this as an alternative?'" he said. "Yea, I would've hugged the guy if I could!"He also online-ordered other goods from retailers shops ad wineries. Many he said are now offering discounts. "We had set up Daily Harvest for a weekly delivery so we have some things for my daughter, and I'm trying to support local businesses too, knowing that they are going to get hit hard," he said. "We had ordered some wine from Orfila Vineyards in Escondido. We also made an order from Seaside Market. We love their stuff and ordered some of the cracked tri-tips that arrived two days later."He said he plans to use these online and delivery apps until he gets the all-clear. For now, he said he has a couple of weeks' worth of essentials at his home. These delivery businesses are showing that sometimes heroes don't wear capes. They wear white coats and navigate empty roads. "As pharmacists, we are not only delivering your medications, but we're delivering care," Aya Bedair, pharmacy intern at Eldahmy Wellness Pharmacy, said. "The folks that are out there doing the shopping on our behalf, I'm just really thankful for the folks for doing that, and hope that they stay safe," the Carmel Valley resident said. 3022

"They did. They did it in blue; it's my favorite color. So awesome." A small town girl from Indiana, where it's snowing now, Haley was grateful on many levels. SAN DIEGO (KGTV) — U.S. Secretary of Education Betsy DeVos made an unpublicized visit to a Poway Unified School District campus on Thursday. DeVos spent about two hours at the Design 39 campus in 4S Ranch, speaking to administrators, teachers, and students. "The questions she was asking kids was, 'Really, tell me about your learning, and what do you really enjoy about learning here? How has this helped you as a learner?'" said Megan Power, a teacher at the school and former Education Department fellow who helped arrange for the visit. DeVos is a polarizing figure in the Trump administration, partially for her stance on school choice. Opponents accuse her of wanting to pull money out of public schools to pay for private education.Poway Unified Superintendent Marian Kim-Phelps posted pictures on Facebook after the visit. Some parents blasted the district for even hosting her. One woman said if she had known she would have protested outside. Another called DeVos dangerous to public education.Other parents disagreed, saying politics aside, her visit was an honor."Just the fact that she came here to visit, someone of that high a profile speaks volumes to the school," said Matt Kolker, who was picking up his son from Design 39 campus Friday.
