REDDING, Calif. (AP) — California authorities have returned a pet tortoise to its owner after the wandering animal was spotted in another resident's backyard. The Record Searchlight reported the 41-year-old tortoise named Dino ambled away after a storm blew open the latch on its outdoor enclosure in Red Bluff. An animal regulation officer says the tortoise was found about a half-mile (0.8 kilometers) from the home of owner Cindy Haase.Authorities used watermelon to lure the 150-pound (68-kilogram) tortoise before lifting it into a vehicle for transport.Tehama County sheriff's deputies and the state forestry and fire protection department helped return Dino to Haase.Tortoise Acres Rescue and Sanctuary owner Katie Hoffman says this is breeding season and roaming pet tortoises seeking companionship are "a daily occurrence this time of year." 856

Republican Sen. Susan Collins, of Maine, is calling embattled EPA Administrator Scott Pruitt "the wrong person" to head the agency "on policy grounds alone."Collins voted against Pruitt's confirmation, and said Sunday on CNN's "State of the Union" that his actions on the environment, "whether it's trying to undermine the Clean Power Plan or weaken the restrictions on lead or undermine the methane rules," validate her decision.Pruitt has come under fire for a string of ethically questionable actions over the past year, including renewed questions over the amount he is spending on his large security detail?and over his travel and housing arrangements."This daily drop of accusations of excessive spending and ethical violations serve to further distract the agency from accomplishing its very important mission," Collins said. "I think Congress needs to do some oversight."Republican Sen. John Kennedy, of Louisiana, echoed the point in remarks on CBS's "Face the Nation," in which he recounted some of Pruitt's alleged actions."Well, Mr. Pruitt and other members of the President's Cabinet, I would say ethics matter, impropriety matters, the appearance of impropriety matters to the extent that you are, stop acting like a chuckle head, stop the unforced errors, stop leading with your chin," Kennedy said. "If you don't need to fly first class, don't. Don't turn on the siren on your SUV just to watch people move over. You represent the President of the United States. All of this behavior is juvenile. It's distracting from the business that we're trying to do for the American people."When CNN anchor Jake Tapper asked Collins if Pruitt should resign or be fired, the Republican senator said that is a position "only the President can take at this point," adding that "the Congress has no role" now that Pruitt has been confirmed.Trump so far has stood by?his embattled EPA chief, tweeting late Saturday, "Scott is doing a great job!" 1969

President Donald Trump signed a 0 billion stimulus bill on Sunday, with some of those funds going toward direct payments for millions of Americans. While the bill has been signed into law, there are still a number of unknowns about the bill. Here is what is known:- Congress has authorized that most Americans making less than ,000 a year will get a direct payment of 0 (couples making less than 0,000 a year will get ,200). Heads of households making 4,500 annually also will receive the full 0.- Those making ,000 to ,000 (0,000 to 4,000 for couples) will get a prorated check. Those making over ,000 (4,000 for couples) will not receive a check.- Once again, young adults considered dependents of their parents are not eligible for the payments.- The amount given per child under the age of 17 will increase from 0 to 0.- Americans will receive the second round of stimulus checks the same way they received the first one.- While most Americans who received a stimulus check in the spring will receive one, changes to income between 2018 and 2019 could alter payments. What is unknown:- Will Congress authorize an increase of the direct payments from 0 to ,000. Trump called on an increase to direct payments, which got support from the House on Monday, mostly due to strong Democratic support. Now the bill goes to the Senate, but it is unknown if the bill will even get a vote there.- When a check will be distributed. Treasury Secretary Steven Mnuchin says that checks could be distributed within a week, but with Congress considering an increase to the amount per check, that could delay things. Why would I qualify for a check in the spring, but not now? This would mostly be due to a change in income. The IRS went by income from the most recent tax return that had been submitted by the spring. The filing deadline for 2019 taxes was July 15. For many Americans, the IRS used 2018 return information. If someone saw their income increase from 2018 to 2019, that information would now be in the IRS’ hands.Conversely, if your income dropped in 2019 compared to 2018, that might make you eligible for a check this time around.Undocumented immigrants still will not receive a check, but their spouses mayDuring the last round of stimulus checks, many families did not receive a check if an undocumented immigrant is in the family. Now, the spouses and children of undocumented immigrants can now receive a check (assuming they meet qualifications), and also retroactively earn a check from the last round of stimulus. When will we know if I will get 0 or ,000That will be decided in the coming days. The Senate is scheduled to meet on Tuesday. Theoretically, the Senate could approve the House’s bill on Tuesday, and Trump could sign later in the day.Regardless, a new Congress is sworn in on Sunday, and the Senate has until then to consider the legislation passed by the House on Monday. 2953

President Trump nominated Federal Reserve Governor Jerome Powell on Thursday to lead the world's most influential central bank.A Fed governor since 2012 and former Treasury official under the George H.W. Bush administration, Powell will replace current Fed Chair Janet Yellen. Yellen was nominated in 2013 by President Obama. Her term as the central bank's first female leader expires in February. It will be the first time in four decades that a new president hasn't asked the current Fed chair to stay on for a second term.Powell was among five candidates considered for the job. Also on the president's short list: former Fed governor Kevin Warsh, Stanford University economist John Taylor, the president's top economic adviser, Gary Cohn and Yellen.Ahead of Trump's formal announcement Thursday, Cohn praised the president's choice. "I'm really supportive of the president's decision -- and it's a great decision," he said speaking before The Economic Club of Washington.Related: Fed leaves interest rates alone and waits for TrumpThe position of Fed chair requires Senate confirmation. Republicans currently hold the majority and would be able to confirm Powell without any Democratic support, if necessary. At 64, Powell has been Yellen's ally on monetary policy, while also calling for easing some of the regulations on banks put in place after the 2008 financial crisis.Unlike almost all of his predecessors in the position, Powell is not an economist by training. Instead, he was a lawyer and former partner at private-equity firm, Carlyle Group. Two immediate challenges face Powell once he is confirmed in the role: How quickly to raise interest rates and how to continue to safely unwind the Fed's hefty balance sheet. It's the job of central bankers to shift policy levers, nudging interest rates higher or lower, to boost jobs and keep prices, or inflation, at the optimal level. What's made their job trickier is that inflation is signaling the Fed should not increase rates. But economic growth and a low unemployment rate of 4.2% are saying it should.Related: Powell would be the first investment banker to chair the Fed Powell has been supportive of Yellen's plan to gradually raise interest rates, if there are continued signs of improvement in the economy."The economy is as close to our assigned goals as it has been for many years," said Powell in a June speech at the Economic Club of New York. "Risks to the forecast now seem more balanced than they have been for a some time."Powell will also have to oversee how the central bank continues to shed some of the .5 trillion in investments it made in order to prop up the economy after the financial crisis. The Fed began the process of unwinding almost a decade's worth of stimulus investments in September. For years, the central bank piled up purchases of Treasury and mortgage-backed securities, a strategy intended to stimulate the economy by reducing borrowing costs for everyone. At the time, it also reduced its benchmark interest rate to zero, and only began raising it in December 2015, seven years after the crisis.Related: Fed taps Jerome Powell to head oversight of 'too big to fail' banksPowell voted in favor of winding down the Fed's balance sheet. And like Yellen, he's left the door open for a new round of asset purchases in the event of another crisis. In April, the Fed tapped Powell to serve as the new point man overseeing how Wall Street banks are regulated after Daniel Tarullo, the central bank's regulatory czar stepped down. Tarullo held the position for the past eight years. In this role, the Fed governor has sided with the Trump administration on easing some of the regulatory burdens on banks. He's specifically suggested relaxing the so-called Volcker Rule, which bars banks from taking risky bets with taxpayer money.The-CNN-Wire 3838

The two deceased people and the four injured ones were treated at St. Elizabeth Community Hospital in Red Bluff. Authorities shot the man. Emergency dispatchers told the Record-Searchlight newspaper that the shooting by a man with “AR-type weapon” started about 3:30 p.m. at the Walmart distribution center.
