RICHMOND, Va. — Richmond Police are investigating after someone spray-painted "White Lives Matter" across a statue of black tennis legend Arthur Ashe statue along Monument Avenue in Richmond.Ashe, a Richmond-born tennis star and humanitarian, was the first black man to win U.S Open and Wimbledon titles.Wednesday's incident at the Ashe statue comes after weeks protests against police brutality both in Richmond and around the country.Statues along Monument Avenue honoring Confederate leaders like Robert E. Lee, Stonewall Jackson, and Jefferson Davis have either been spray-painted or toppled during the protest.Concrete barriers were installed around the Lee statue on Wednesday morning. The Virginia Department of General Services said it was erecting the barriers to protect the safety of demonstrators and the structure. The action came shortly after protesters toppled the Howitzers Monument located near Virginia Commonwealth University's Monroe Park campus on Tuesday. It was the third Confederate statue, and the fourth monument, to be torn down by demonstrators in Virginia following the death of George Floyd, a black man who died after a white Minneapolis police officer pressed a knee into his neck.Earlier this month, Virginia Gov. Ralph Northam said the state would take down the Lee statue. This story was originally published by WTVR in Richmond, Virginia. 1379

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom says the state must do more to protect essential workers, many of whom are Latino, from the economic and health harms of the coronavirus. Newsom on Friday said he'll work with the Legislature to expand protections against evictions and expand workers compensation and paid sick leave. He enacted similar policies through executive order earlier this year but many expired or will soon. Latinos make up 39% of California’s population but 55% of confirmed positive coronavirus cases, according to state data. Newsom said the majority of farm workers, construction workers, cooks, food prep workers, truck drivers, cashiers and janitors are Latino. 708

SACRAMENTO, Calif. (AP/KGTV) — California Gov. Gavin Newsom on Friday signed a law that will make the state the first to allow employers, co-workers and teachers to seek gun violence restraining orders against other people. The bill was vetoed twice by former governor Jerry Brown, a Democrat, and goes beyond a measure that he signed allowing only law enforcement officers and immediate family members to ask judges to temporarily take away peoples' guns when they are deemed a danger to themselves or others. They were among 15 gun-related laws Newsom approved as the state strengthens what the Brady Campaign to Prevent Gun Violence calls the nation's toughest restrictions."California has outperformed the rest of the nation, because of our gun safety laws, in reducing the gun murder rate substantially compared to the national reduction," Newsom said as he signed the measures surrounded by state lawmakers. "No state does it as well or comprehensively as the state of California, and we still have a long way to go."Newsom also signed into law AB 893, which prohibits gun and ammunition sales at the Del Mar Fairgrounds. The bill was introduced by Assemblyman Todd Gloria in February. The ban is set to go into effect in 2021.Anyone who violates the law could face a misdemeanor charge, according to the bill. Before the law was signed, Gloria called the bill a "victory for gun sense and making our communities safer in San Diego."State Senate President pro Tempore Toni Atkins (D-San Diego) said the bill "offers tangible, real steps to keep all California residents safe."“I congratulate Assemblymember Todd Gloria for getting AB 893 signed into law by Governor Newsom today. AB 893 responds to our community’s desire to stop selling guns and ammunition on state property, specifically at the Del Mar Fairgrounds," Atkins said in a release. "This bill offers tangible, real steps to keep all California residents safe by closing off another pathway for criminals to move guns from the legal market to the unregulated one.”Gun shows have been hotly debated at the Del Mar Fairgrounds over the last year. In September 2018, the 22nd DAA's Board of Directors temporarily suspended the shows until safety policies were developed. The decision ended the Crossroads of the West gun show after nearly three decades.Friday, Michael Schwartz, executive director of the San Diego County Gun Owners political action committee, said the bill was discriminatory.“Banning a gun show on just one state owned property, but not on all is proof positive that this is discrimination based on political bias and has nothing to do with safety. We are opposed to discrimination against a group of law-abiding citizens who are simply practicing their civil rights," Schwartz wrote. 2774

RIVERSIDE, Calif. — Pastor Greg Laurie of the prominent California-based church Harvest Christian Fellowship confirmed he has tested positive for COVID-19.Laurie said in an Instagram posting Monday that he tested positive on Friday and has been in quarantine since then with his wife, but so far all members of his family have tested negative.“My symptoms have been mild so far, and I expect to make a full recovery,” he wrote. “I have always taken the Coronavirus seriously, and it has tragically taken many lives. At a time like this, we need to pray for those that have it and avoid politicizing it. If our President and First Lady can get COVID-19, clearly anyone can.”The Associated Press reports that Laurie was at an event at the White House on Sept. 26 in which President Donald Trump nominated Judge Amy Coney Barrett to replace Justice Ruth Bader Ginsburg on the Supreme Court. At least nine other people who attended that event — including President Donald Trump — have since tested positive for COVID-19.Many in attendance at the White House event were photographed without masks as well as shaking hands and hugging. 1137

ROCHESTER, N.Y. (AP) — The mayor of Rochester says reforms are coming to the police department as community elders seek to bring calmer minds to a fifth night of demonstrations over the March death of Daniel Prude, who lost consciousness after police held a hood over his head. Mayor Lovely Warren announced that the crisis intervention team would move from the police department to the city’s department of youth and recreation services at a news conference Sunday. Police Chief La’Ron Singletary said he supports the need for reform and is working with experts and clinicians in getting services for people with mental health issues that bring them into repeated police contact. More than 1,000 protesters gathered for a march led by community elders in Rochester Sunday night. 787
