SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. "I don’t even think they're supposed to go there. Is the city gonna hire security guards to go down into the canyon? I don’t think so." 1668

SAN DIEGO (KGTV) - Ranked seventh in the state, an Oceanside High School wrestler makes daily sacrifices to be an elite athlete. But in a recent tournament, Shane Hansen put sportsmanship above being number one. After four matches, Hansen made it to the finals in the La Costa Canyon tournament. However, the final match was getting away from him. "It was the third period, the last period, I was down 12-3, I believe, we went out of bounds, and he ended up dislocating his shoulder," said Hansen. RELATED: Community helps man devoted to keeping park cleanHansen's opponent was not able to recover in the injury time allotted and was therefore forced to default match, meaning Hansen took first place. "I felt pretty bad because obviously, he was winning that match, and it wasn't my match to win."Hansen tried to forfeit himself from the match but was not allowed. "When he came up to me and was like, I want to trade my medal, I want to trade my medal, I was just kind of taken aback that in the moment, so quickly, he was wanting to do that," said Hansen's coach, Dustin Long. During the award ceremony, Hansen gave his gold medal to his opponent in exchange for the silver medal. Hansen held up two fingers representing second place in the podium photo, a symbolic gesture to his injured opponent. SAN DIEGO (KGTV) -- San Diego Harbor Police have cited a charter company for violating the county's health order. A sergeant for Harbor PD confirmed with 10News that Flagship Cruises and Events was cited for being in violation. The county health order states that recreational boating is allowed provided all occupants of a boat are from the same household.10News cameras were rolling as people walked onto the Flagship Cruises and Events dock and onto the company's Spirit of San Diego, capturing the boat's departure and arrival back into the bay. It is unclear if those boarding were all members of one family. 10News reached out to the company and a spokesperson sent us a picture of the county health order saying "We are stating we are part of section 14E, not C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."Flagship's website states, "We are Open" and has several sections outlining how they are operating during the pandemic. One section states that masks are required for passengers and everyone must respect six-feet social distancing guidelines. The website also states that all employees will be in masks, gloves and screen upon arrival. Also adding that the company is limiting the number of passengers per cruise to allow for maximum distancing and that they've invested in new machinery to sanitize all chairs between cruises. Harbor Police says the citation for violating the county health order has a maximum fine of a thousand dollars and up to a year in jail. 1702

SAN DIEGO (KGTV) - San Diego County will expand enforcement efforts to track down businesses knowingly operating in violation of the current public health order.After a bit of a lengthy back and forth, the board of supervisors voted unanimously to expand the current enforcement team.Currently, the county’s newly developed Safe Reopening Compliance Team focuses on egregious cases, outbreaks, and complaints.There are only ten staff members presently on the team, 13 more will be added on during phase one to continue looking into egregious cases and outbreak investigations.A Healthy Compliance Call Center also went live, where members of the public can report violations of the public health order by calling (858) 694- 2900.Tuesday’s vote to include a phase two will add 22 staff members at .8 million to follow up with businesses or entities that are still operating in violation of the public health order.The funding will come from the CARES Act.Two other enforcement options were on the table for supervisors consider, but they were voted down by the majority.Dr. Wilma Wooten, the county’s public health officer, has already sent several letters ordering businesses to close down until they comply with the order.A handful of gyms and churches in the county have stayed open inside despite being ordered to close or move their operations outdoors.This week the San Diego County District Attorney’s Office filed five misdemeanor charges against a Ramona gym owner for failing to comply. 1505
