SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) — UC San Diego says it plans to begin repopulating its campus this summer, with about 30% of courses being held in person this fall.The campus says in-person classes will be limited to less than 50 students per class or 50% classroom capacity, whichever is lower. Any classes with more than 50 students enrolled will be offered remotely.Some classes will also be held in a hybrid format. The fall quarter is set to begin on Sept. 28, with student arrivals to campus being staggered to protect the capacity for testing."We aim to mitigate risk in a way that will allow UC San Diego to provide an environment for learning and offer a university experience that our students expect," said Chancellor Pradeep Khosla. "As one of the nation’s leading research universities, we have risen to meet difficult circumstances and responded with innovation every step of the way."For students attending in-person classes, facial coverings will be required, according to the school. Students will also be tested for COVID-19 monthly and when moving in on campus.UCSD plans to offer regular coronavirus testing to students, faculty, and staff, with higher frequency in testing for those who are at higher risk for infection. The campus says there will be no cost for asymptomatic or symptomatic testing for students, faculty, and staff when done at a UC San Diego Health location or through Student Health Services.“Our adaptive model considers the most current science on transmission and infection risk and will drive our determinations on the testing frequency of our various campus populations,” said project lead Natasha Martin, associate professor of medicine at UC San Diego School of Medicine. “We wanted a simple, easy testing process which can be delivered at scale in the fall to ensure widespread testing for early outbreak detection.“Our simulations indicate that if more than 75 percent of the population were tested per month, we would be able to detect an outbreak before there are 10 detectable infections on campus,” she said.Students aren't thrilled at the impact the coronavirus is having on their college experience."You can't really make new friends and meet new people and do many projects strictly online," Dylan Nelson said. He will be an incoming Junior at UC San Diego. The signed dollar was handed to Allen at the Ceremonial First Pitch, a day after the 22-year-old made his Major League debut at Petco Park. Allen's debut performance on the Major League mound Tuesday was nothing short of stellar. Off the mound, he also hit a single to right field, helping his own cause in a 4-1 victory for the Padres. This his was the game that changed Logan Allen's life forever, and earned him a dollar from John Cena. It all started in January 2018, when the then-Minor Leaguer had a chance encounter with Cena at a Tampa Steak House. The two clicked and made a bet. "How can I create a situation, not to have Logan fail? But to face him with the concept of failure? I bet him a dollar that he would not make it into the Major Leagues," Cena said to the Padres. SAN DIEGO (KGTV) — With San Diego County schools doing distance learning this fall, many parents worry their kids will miss out on important social interactions with peers.In fact, it was the number one concern cited by parents in a series of national surveys conducted earlier in the pandemic.Research on past pandemics shows quarantines can have a lasting impact on both children and adults.The American Psychological Association says “having limited access to peers and classmates can affect children’s emotional well-being, which can in turn affect their educational performance, learning and development.”“As humans, we all need that social interaction,” said UC San Diego associate professor Alison Wishard Guera. “What is does for your development I think is really different across the age ranges.”Wishard Guera said kids roughly 8 years and younger need to learn how to interact with others.“The opportunity to have conflicts. To learn how to resolve conflicts. To learn how to share materials. To learn how to coordinate their body in a classroom space with other people. They're going to be missing out on that,” she said.When children reach adolescence, around 10 or 11 years old, they start to lean on their friends for their identity, she said. With kids feeling more isolated from friends, “we’ve seen a big spike in depression and mental health challenges,” she said.In its push to reopen schools, the Centers for Disease Control and Prevention cited research on past pandemics that found kids who were quarantined had post-traumatic stress scores that were four times higher than those who were not quarantined.And there’s some research suggesting the effects can linger. After the SARS outbreak of 2003, quarantines were associated with higher rates of PTSD and alcohol abuse in adults, even three years after the individuals were quarantined.Experts say you should be on the lookout for signs your child is struggling with emotions they can’t express: increased anger, irritability, withdrawal, clinginess or changes in sleep and appetite.Dr. James Rivet, an educational consultant with San Diego Kids First, said one of the best ways to help your child cope is to establish a predictable routine.“We're going to start waking up at a certain time, and we're going to start getting ready at a certain time and we've got to start eating right,” he said. “Students thrive on routine and structure.”Part of that routine should include a schedule with fun things for kids to look forward to, like a game night.Experts say you should set aside time regularly for kids to connect with family members and friends by video, phone or handwritten letters.And make sure to spend time outside, to ensure children get regular exercise. 2748
