ESTERO, Fla. — A Florida man saved his dog from certain death after he wrestled an alligator that snatched the puppy and dragged the pooch into a pond."He just came out like a missile," 74-year-old Richard Wilbanks of Estero said of the gator that attacked Gunner, his cavalier King Charles spaniel.Wilbanks jumped into the water, pried open the gator's mouth and freed Gunner from the gator's jaws.The rescue was caught on camera by the Florida Wildlife Federation.Wilbanks told CNN that his hands were "just chewed up," but Gunner is doing OK."We live on a shared landscape," Florida Wildlife Federation spokeswoman Meredith Budd told WINK-TV in Fort Myers. Federal health officials Wednesday issued insurance coverage rules designed to deliver on the promise that every American will have access to free COVID-19 vaccines when they are approved.The regulations from the Centers for Medicare and Medicaid Services, or CMS, will also increase what Medicare pays hospitals for COVID-19 treatments. The changes arrive at a time when coronavirus infections are rising in much of the country, signaling a third wave that could eclipse the number of cases seen earlier this year.Congress and President Donald Trump have already enacted legislation that calls for vaccines to be free, but the new rules were needed to align that policy with the many arcane payment requirements for public and private insurance.“CMS is acting now to remove bureaucratic barriers while ensuring that states, providers and health plans have the information and direction they need to ensure broad vaccine access and coverage for all Americans,” agency head Seema Verma said in a statement.The rules aim to resolve potential legal issues over whether Medicare could cover a vaccine that receives “emergency use authorization” from the Food and Drug Administration. That’s a step short of full approval, and questions arose about whether Medicare could pay under its standard coverage policies.Under Wednesday’s announcement:— Seniors with traditional Medicare will pay nothing for COVID-19 vaccines, and any copays and deductibles are waived.— The government will pay private Medicare Advantage plans to administer the vaccine to seniors. Enrollees will not be charged.— Workplace and individual health insurance plans will cover the COVID-19 vaccine as a preventive service, with no cost sharing. ESCONDIDO, Calif. (KGTV) -- San Diego neighborhoods are getting a step ahead of crime. One Escondido HOA is the latest to install license plate reader cameras. Drivers entering the Kent Ranch HOA in Escondido are now greeted by high-tech license plate readers. According to the creators of the tech, the cameras help police solve an average of two to three cases a day nationwide. The cameras don’t have facial recognition, only the ability to identify the car. Critics of the technology worry the data could be abused and is an invasion of privacy. The HOA did hear from some residents about privacy concerns, but believed public safety outweighed the concerns. Residents can request their vehicle not be captured by the cameras. 739

(KGTV) -- The Encinitas teenager bitten by a great white shark is thanking all who saved him and those who continue to support his recovery.It was nearly two months ago when 13-year-old Keane Webre-Hayes was attacked while lobster diving at Beacon's Beach.Webre-Hayes sustained substantial damage to his left torso and face. His humorous was broken, ball joint broke in half, and rotator cuff torn apart in several places. He also lost a significant amount of his deltoid and lat muscles.The 13-year-old underwent hours of surgeries and got 1,000 stitches."I feel really thankful to have my arm, to be alive, and I'm thankful to probably in the future help other people," said Webre-Hayes.He's now considering a career in lifeguarding. Those who helped him are on a long list of people he wants to thank.“The people that towed me in from the kayak, the first responders, the pilot, the doctors, the nurses, all the companies that have given me things, it's motivation to get back out there and do what I love, like surfing and skateboarding," said Webre-Hayes.His mother, Ellie Hayes, says she is grateful for the outpouring of support and financial donations which will help with ongoing medical expenses."It’s one of the ultimate tests, and I know that there’s a reason and meaning, and there’s good that we can do with it," said Ellie.
