SAN DIEGO (KGTV) — A San Diego judge said Thursday that his recent ruling protecting two strip clubs from California's stay-at-home order extends to all county restaurants.San Diego Superior Court Judge Joel R. Wohlfeil said Wednesday that strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. Thursday, he reiterated his ruling, saying that it applies to all restaurants in the county, not just the strip clubs in question. "The court’s intention is that all businesses which provide restaurant service — meaning all restaurants in the County of San Diego — are encompassed in the scope of the court’s order. Though it wasn't immediately clear if that meant restaurants could reopen for full service or limited service, such as outdoor dining only.County officials said Wednesday that until more clarity surrounding the ruling was provided, they have suspended enforcement against restaurants and live entertainment establishments. California's regional stay-at-home order went into effect after the Southern California region, which includes San Diego County, saw its ICU capacity dipped under 15%. Thursday, the region's capacity hit 0% as the state added more than 52,200 new coronavirus cases.Wednesday’s ruling was in response to a case brought against the county and state by Midway Ventures and F-12, the owners of Pacers Showgirls and Cheetahs Gentleman's Club, in October, after COVID-19 restrictions that forced them to close. SAN DIEGO (KGTV) — A hiker who thought he discovered a puppy along a San Diego trail in March actually ended up taking in a coyote pup.San Diego Humane Society said the man was walking his dog on March 22 in Tierrasanta when he thought he had discovered an abandoned puppy. He ended up bringing the animal home and calling the Humane Society to report his discovery.Humane Law Enforcement found that the puppy wasn't a pooch at all, but actuallyin fact a coyote pup.RELATED: Rattlesnake season officially begins in SoCalOfficers brought the little coyote to the society's Project Wildlife, which works to rehabilitate wildlife for release back into the wild. The pup was then transferred for care at Fund for Animals in Ramona.SDHS said the pup's mother may have been moving the den when the hiker discovered the animal. SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) - A popular summer reading program in City Heights had to adapt to overcome challenges from the Coronavirus.In previous years, the United Way of San Diego County's Readers in the Heights program offered kids a chance to explore books through active reading and play at community centers throughout the area. It aims to help kids avoid the summer "brain drain" of falling behind while not in class.In 2020, the Coronavirus Pandemic threatened to cancel the program, since gatherings were prohibited."We heard across the board that the transition from in-person to online schools was leading to a bit of online fatigue," says Ian Gordon, the United Way of San Diego County Senior VP and Chief Impact Officer.Rather than more Zoom-based readings or online classes, the United Way of San Diego County decided to base the program out of each family's home.They gave out 1500 books and more than 400 activity kits to keep the kids engaged over the summer. They also encouraged parents and siblings to read with the kids."It was different in many ways," says Gordon. "But it absolutely was successful."According to the United Way of San Diego County, 93% of the families in the program continued reading throughout the summer. At the end, 85% of the kids said they enjoyed reading, compared with 55% at the beginning of the summer.Parents also said they felt more confident and comfortable reading with their children."It was really nice," says Emily Lira. Her son Brian and daughter Emily took part in the program."It gave me more time to set apart from my schedule to read a book with the kids," she says.The United Way of San Diego County also gave the families face masks and hand sanitizer to help with safety during the summer. They also gave out backpacks filled with school supplies to help the kids adjust to school in the fall.The United Way of San Diego County partnered with City Heights Community Development Corporation, Karen Organization of San Diego, Words Alive, San Diego Council on Literacy, City Heights Weingart Library, Fleet Science Center, Traveling Stories, International Rescue Committee Small Business Development Center, RevCult, Target, UWSD’s Women United, and Count Me 2020 to provide all of the books and materials to the families, free of charge. 2298
