SAN DIEGO (KGTV) — Authorities are looking for an inmate who walked away from a San Diego rehabilitation facility.Steven Vargas, 53, was last seen at 10 a.m. Tuesday after leaving the San Diego's Male Community Reentry Program, according to the California Department of Corrections and Rehabilitation. Vargas had been given permission to leave the facility but didn't return when required.The facility allows eligible offenders with one year left to serve to do so in re-entry centers, providing them with rehabilitation services that assist them with substance use disorders, mental health care, employment, education, housing, and more. Officials said they were alerted that Vargas' electronic monitoring device had been tampered with just before noon Tuesday.Vargas was sentenced to four years in prison on May 6, 2019 for vehicle theft with prior vehicle related theft convictions and grand theft of a firearm. He was scheduled to be released on parole in June.Vargas is described as a Hispanic male, 6-feet tall, and weighs about 192 pounds. He was last seen wearing faded black jeans, black shoes, a blue shirt, and a charcoal grey sweater. SAN DIEGO (KGTV) — Crews are clearing out a large homeless encampment hidden out of sight. It’s so big, it’s taking crews three days to clear the area in Webster. Trash, soiled clothes and old food containers is only a small list of what the eight man crew had to clean up. Stephen Driver, with the Alpha Project Abatement team says the area is, “really filthy. There’s urine bottles all over the place, buckets with human feces, dead animals. You name it.”The Alpha Project Abatement team cleared a stretch of Federal Boulevard. The homeless camp was tucked away near a flood channel. Driver says most of these camps are not easily seen. The Alpha Project crew is contracted with the City of San Diego. They work with the city’s Environmental Services Department to clear the mess. “Sometimes the people are here but usually they’re packing up and leaving once we get here,” says Driver. Police were on hand to make sure crews were safe. The city gave the people living there about a week’s notice about the cleanup.The Alpha Project offers a number of resources for the homeless, including a bridge shelter in downtown. SAN DIEGO (KGTV) — California's regional stay-at-home orders will go into effect in San Diego County on Sunday after the Southern California region fell below the 15% ICU threshold that triggers the restrictions.The state Department of Public Health announced the Southern California region, which includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties, fell to 13.1% ICU capacity on Friday. That number dropped to 12.5% on Saturday.The restrictions will begin for a region at 11:59 p.m. on Sunday, according to the state.
