SAN DIEGO (CNS) -- San Diego Gas & Electric residential customers will see their electricity bills reduced by .28 in both August and September thanks to a climate credit program.Designed to fight climate change, the California Climate Credit will come from a state program that requires power plants, natural gas providers and other large industries that emit greenhouse gases to buy carbon pollution permits. The credit on customers' bills is their share of the payments from the state's program."This bill credit provides some financial relief at a critical time when many people need it due to the COVID-19 economic crisis and summer weather driving up energy use," said Scott Crider, SDG&E's vice president of customer services.Originally, the credit was scheduled to appear on customer bills in April and October. To help reduce bill spikes in the summer, when energy usage typically goes up along with the temperature, SDG&E successfully petitioned the California Public Utilities Commission to change the timing of the credit to August and September -- the months when air conditioning use typically peaks.There is no action required to receive the credit. All residential customers, including community choice aggregation customers, will automatically receive this credit from SDG&E on their August and September billing cycles.Residential customers with natural gas service received the natural gas portion of the California Climate Credit -- .11 -- in April. SAN DIEGO (CNS) - San Diego County public health officials have reported 381 new COVID-19 cases and three new fatalities, raising the region's total to 56,750 cases and 891 deaths.Of the 12,879 tests reported Saturday, 3% returned positive with 239 people hospitalized. No new community outbreaks were reported.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county avoided the state's purple tier, the most restrictive, for yet another week on Tuesday, remaining in the less restrictive "red" tier of the state's four- tiered coronavirus monitoring system.The county's adjusted case rate dropped to 6.5 new daily COVID-19 cases per 100,000 population.According to the California Department of Public Health, the county's unadjusted case rate is 7.4 per 100,000 -- enough to be in the purple tier, which has a floor of 7 per 100,000. However, the high volume of tests the county is able to perform daily allows for an adjustment from the state. This adjustment has kept the county in the red tier for several weeks, saving it from having to shut down nearly all nonessential indoor businesses.The state data, updated every Tuesday, reflects the previous week's case data to determine where counties stand in the state's four-tiered reopening system.San Diego County did show modest improvement, dropping 0.4 from last week's unadjusted case rate of 7.8. The testing positivity rate continued an upward trend, rising 0.2% from last week to reach 3.5%, but remains low enough for this metric to remain in the orange tier. If a county reports statistics meeting metrics in a higher tier for two consecutive weeks, it will move into that more restrictive tier for a minimum of three weeks.The state's health equity metric, which looks at the testing positivity for areas with the lowest healthy conditions, dropped from 5.5% to 5.1% and entered the orange tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.All students at San Diego State University remain under a stay-at-home advisory. The advisory began at 6 p.m. Friday and will run through Monday at 6 a.m. University officials said the move was made to discourage students from participating in Halloween events in which physical distancing cannot be done. Students are advised to stay home unless they have an essential need.The Escondido Union School District reported two positive cases Thursday at Mission Middle School.District officials were notified of the positive tests on Tuesday, and said the cases were separate.The new cases prompted district officials to advise 25 students, five teachers and three classroom aides to begin a 14-day quarantine.The Vista Unified School District reported four COVID-19 cases Monday, including two Mission Vista High School students, one Roosevelt Middle School student and one Alamosa Park Elementary School student.On Tuesday, the district confirmed two additional cases -- one at Mission Meadows Elementary School and one at Alamosa Park Elementary School.According to the district's COVID-19 safety dashboard, it has recorded 13 cases since Sept. 8, with nine of those coming after Oct. 20.The VUSD Board voted Tuesday to shut down at least one campus for two weeks starting Thursday as a result of the rising cases. SAN DIEGO (CNS) - The San Diego County Board of Supervisors today unanimously approved spending million in federal pandemic-related funding to help child care providers, testing in schools and meals for senior citizens.The board directed million to child care providers, who have been struggling to stay afloat since March, in the form of grants.The county will also spend .8 million on senior food programs -- including an expanded Great Plates program that involves prepared meals delivered to the elderly -- while also supporting participating restaurants.The board voted to spend million to support the county Department of Public Health's testing, tracing and treatment strategy dedicated for kindergarten through 12th-grade schools.Last month, the board directed the county's chief administrative officer to make recommendations on how to spend the money.To implement the child care grants, CAO Helen Robbins-Meyer will negotiate agreements with The San Diego Foundation, the YMCA of San Diego County and Child Development Associates, Inc.Supervisor Jim Desmond said while he has been critical of Great Plates program, based on the costs per meal, he understands it helps restaurants while also helping shut-in seniors who may not have any social interaction otherwise.Desmond added that if there's money left over from the program or school testing, it should go towards area food banks.In related actions following an update on county COVID-19 prevention efforts, the board approved Desmond's motion for a waiver to the school- closures mandate.The board also approved a separate motion allowing county enforcement of businesses -- in terms of complying with reopening requirements -- based on Phase 2 mandates. 1741

SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to expand city-imposed curfews on five local parks in North Park, City Heights and near Balboa Park. The vote will establish a midnight-to-6 a.m. curfew at Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park and a 9 p.m. to 5 a.m. curfew at City Heights Square Mini Park. The council added curfews to the five parks after residents expressed concerns about people breaking the law after-hours on park grounds. The city does not currently have a blanket park curfew, which would make it illegal to be in a park after a certain time, but many of the city's parks generally close at or some time after sunset. Multiple City Council members expressed concern that the curfews could unfairly target homeless residents. North Park, City Heights and areas adjacent to Balboa Park currently have a significant portion of the city's homeless population. "This is about trying to address legitimate public safety concerns," said City Councilman Chris Ward, who represents the district encompassing all five parks. "A huge focus of mine is to make sure that this is not inappropriately used to criminalize homelessness." With the vote, the five parks will join Children's Park, Gaslamp Square Park, Pantoja Park, the Children's Museum Park, Fault Line Park, Cortez Hill Park and the Spruce Street Pedestrian Bridge as public spaces with overnight curfews. 1473

SAN DIEGO (CNS) - Police arrested a domestic violence suspect Friday morning after a standoff in La Mesa that temporarily blocked access to parts of Grossmont Center. The La Mesa and San Diego police departments responded to the situation at Grossmont Center Drive and Center Drive just before 8 a.m. Both streets were closed as officers worked to detain the suspect, La Mesa Police reported in a tweet.The situation started Thursday night when police received a call from the victim, saying she was choked by her ex-boyfriend at a residence on the 6800 block of Hyde Park Drive, San Diego police said.Police responded about 7:20 p.m. but the suspect already had fled in the girlfriend's car. Officers took a crime report and the victim was taken to Sharp Memorial Hospital in Kearny Mesa as a precautionary measure.The suspect returned to the residence this morning and the victim called the police again, according to SDPD. The suspect then drove to Grossmont Center, where police found him around 7:30 a.m. The suspect was arrested at 8:19 a.m. and taken into custody.The streets in the area were reopened around 8:30 a.m., SDPD said. 1145
