Florida Gov. Rick Scott declared a state of emergency Saturday for all 67 counties in the state as Subtropical Storm Alberto heads toward the Gulf of Mexico.The first named storm of this season, Alberto is expected to strengthen as it moves up the Gulf this weekend, the National Hurricane Center said, bringing heavy rains and possible floods to Florida and much of the Southeast in the coming days."Do not think that only areas in the cone will be impacted -- everyone in our state must be prepared," Scott said in a statement.Click here to track the stormCuba is expected to get as much as 15 inches of rain, the hurricane center said in an advisory Saturday morning, and the Florida Keys and South Florida could get as much as 10 inches."Swells from Alberto will create dangerous surf and rip currents along the Gulf Coast," the National Weather Service said.The center of the storm is expected to be move close to the western tip of Cuba on Saturday afternoon, then track up the eastern Gulf of Mexico in the night through Monday.Hurricane season doesn't officially begin until June 1, but Alberto apparently missed the memo. The tropical system became a subtropical storm Friday, the hurricane center said. As it travels up the warm waters of the Gulf, it could well become a full tropical storm.As of 11 a.m. ET Saturday, parts of Cuba and the Florida Keys were under a tropical storm warning, and a tropical storm watch is in effect for parts of Florida, Georgia and Louisiana, meaning the conditions for a full storm are possible in the next 48 hours.The early storm doesn't necessarily mean it will be a busier-than-usual hurricane season though. For the third time in three weeks, a major commercial airline flight was diverted mid-air because of a damaged window.The latest incident happened Sunday, when a JetBlue flight from San Juan, Puerto Rico, to Tampa, Florida, was diverted because of damage to the plane's windscreen.The airline said the flight was diverted to Fort Lauderdale out of "an abundance of caution following a report of damage to one of the outer layers of the cockpit windscreen." The plane landed safely and the passengers were accommodated on another aircraft, JetBlue said.That incident comes about three weeks after a?fatal Southwest Airlines flight in which a jet engine failed midair and debris knocked out a cabin window.Jennifer Riordan, a philanthropist and Wells Fargo executive in New Mexico, was partially sucked out of the plane as other passengers struggled to pull her back into her seat. She was later pronounced dead from blunt impact trauma, a spokesman for the Philadelphia Department of Public Health said.Investigators with the National Transportation Safety Board who looked into the failure said that one of the engine's 24 fan blades was missing.Despite the mid-air engine failure, Captain Tammie Jo Shults was able to safely pilot the flight in an emergency landing in Philadelphia.On May 2, a Southwest Airlines flight from Chicago to Newark, New Jersey, made an unplanned landing after a window cracked.Flight 957 landed safely at Cleveland Hopkins International Airport, FAA spokeswoman Elizabeth Cory said. Southwest said the diversion was in response to a reported crack in the outer pane of a multi-pane window.Passenger Linda Holley texted her son Ryan with a picture of a damaged window."Window on plane cracked during flight. Landing in Cleveland to be safe. Everything ok but scary," one of her texts read.In another, she said: "Yes Southwest. Just heard loud noise. Very large crack with piece of window missing at bottom. Just landed. Everything ok. Don't know plan yet."There was no depressurization in the cabin and oxygen masks were not deployed. 2085

Former Sheriff Joe Arpaio, who served as sheriff of Arizona's Maricopa County’s from 1993 to 2017, filed a libel lawsuit against The New York Times and a member of its editorial board Tuesday evening. Court documents obtained by show Arpaio is suing The Times and Michelle Cottle for the publication of Cottle’s August 2018 op-ed titled, “Well, at Least Sheriff Joe Isn’t Going to Congress - Arpaio’s loss in Arizona’s Senate Republican primary is a fitting end to the public life of a truly sadistic man.” In the opinion piece, Cottle calls Arpaio’s “24-year reign of terror” “medieval in its brutality,” and makes reference to the former Sheriff’s controversial practices, which include the creation of Tent City, the implementation of chain gangs, and forcing prisoners to wear pink underwear. The Times published Cottle’s op-ed after Arpaio was defeated by Martha McSally in the primary race for Jeff Flake's Senate seat.In the complaint, filed with the U.S. District Court for the District of Columbia, Arpaio’s team noted,  “While the Defamatory Article is strategically titled as an opinion piece, it contains several false, defamatory factual assertions concerning Plaintiff Arpaio.”A complaint within the lawsuit states Arpaio plans to run for Senate in 2020. The publication of Cottle's op-ed may prevent a successful run for Arpaio, according to court documents. "Plaintiff Arpaio’s chances and prospects of election to the U.S. Senate in 2020 have been severely harmed by the publication of false and fraudulent facts in the Defamatory Article," the lawsuit notes. "This also harms Plaintiff financially, as his chances of obtaining funding from the Republican establishment and donors for the 2020 election have been damaged by the publication of false and fraudulent representations in the Defamatory Article."Arpaio is seeking 7,500,000 in damages, as well as attorneys’ fees and costs. He is being represented by Larry Klayman, the chairman and general counsel for Freedom Watch, a conservative watchdog group.  2088
