SAN DIEGO (KGTV)— The San Diego Police Department's Eastern Division opened up their “Trunk or Treat Haunted Station” to more than 500 kids the Skyline neighborhood. Officers and community members helped to transform the station, and students from Morse High School played monsters in the haunted house. The tradition began four years ago, with the goal of connecting the community with law enforcement.  “It’s so safe. It’s so fun. The kids are having a blast,” one woman said, as her cousin played with the police equipment on display.Outside the station, sponsors gave out candy and snow cones. Officers allowed Trick-Or-Treaters to tour the inside of a SWAT vehicle and ride a police motorcycle. “When I was a child, we didn’t have a place like this to come to,” one woman said, as her grandchildren played inside the SWAT vehicle. “As I was growing up, they would say 'Don’t eat the candy. Things are unsafe.' But we’re so glad to be here because we know our kids are safe here.”Residents said this was exactly what the community needed-- An experience that not only keeps the streets safe, but builds good relationships between residents and law enforcement. “A lot of the kids said, 'I want to be a police officer when I grow up.' And that’s what we want. We want kids from this neighborhood to get interested in becoming a police officer,” Lt. Ernesto Servin of SDPD said.  1414

SAN DiEGO (KGTV) - Police deployed tasers to arrest a man following a road rage outburst that got out of control Wednesday evening.Police identified the man as 33-year-old Jason Berard. He was driving a silver SUV that backed into a white pickup truck near Park Boulevard and Howard Avenue in the University Heights neighborhood.  According to the driver of the pickup, they pulled over into a Chevron. The driver of the pickup truck thought they were going to exchange insurance information, but instead, Berard was confrontational.  According to witnesses, Berard punched the other driver before ripping away the man’s cell phone and throwing it on the ground, smashing it.A gas station employee called the police.  After police responded and made contact, police say Berard assaulted an officer. That’s when another officer came to help and fell to the ground during the struggle.Police say Berard took off on foot and got about a block down Howard Avenue but was taken down after an officer using their taser.Berard could be facing battery charges on an officer as well as resisting arrest. 1122

SAN FRANCISCO (AP) — California voters are right to think they already weighed in on how big cages should be for egg-laying hens.In 2008, voters ushered in Proposition 2, which sought to free egg-laying hens from tiny cages. It didn't outlaw cages but barred California farmers from keeping hens — as well as calves raised for veal and breeding pigs — in pens so small they virtually couldn't move.Since then, supermarket shelves have filled with cage-free egg varieties. Corporations like McDonald's, Costco and Taco Bell have committed to using cage-free products.RELATED: Proposed California initiative seeks to end high-speed railBut a decade later, voters are being asked to revisit the issue with Proposition 12, the Farm Animal Confinement Initiative.The Humane Society of the United States, the issue's primary proponent, says the measure is needed to update California standards and to apply those standards to out-of-state farmers selling their products in California. The earlier initiative simply stated the three types of animals must be able to turn around freely, stand up and fully extend their limbs — but set no specifics.A "yes" vote for Proposition 12 would create new minimum size requirements for confinement pens for all three animals and require that all egg-laying hens be cage-free by 2022.It would also ban the sales from other states not meeting California's standards.RELATED: No vote coming in 2018, but measure to expand convention center qualifies for ballotThe Humane Society calls the measure a "commonsense reform" that strengthens a decade-old animal cruelty law and gives farmers a phase-in time to shift to more humane practices."Most of the eggs sold in California come from birds confined in cages where it's hard for them to even move. They have to eat, sleep, defecate and lay eggs in the same small space every day for their entire life," said Josh Balk, vice president at the Humane Society of the United States. SAN DIEGO (KGTV)- Santa Ana winds are once again sweeping through the county. Fire crews and the city are on high alert after recent brush fires around San Diego. They are urging the community to take action. This comes after flames sparked in a canyon in the Talmadge area last Tuesday. Neighbors had to evacuate as the fire came within 200 feet of homes. “We do know that where that fire started, there was a homeless encampment,” says Fire Chief Colin Stowell. “It’s important for those who see an active encampment to report it.” Check 10News Pinpoint Weather ConditionsThe next day crews responded to another brush fire in City Heights. The blaze scorched an acre of land. It’s not uncommon for homes to sit within feet of canyon-like areas. The city says they work to clear the brush in these spaces, but they also face some challenges. “Unfortunately, because of the number of open spaces and what we call the wildland-urban interface properties that but up against open space or canyons, they can only really get out there every three years,” says Stowell. The city says it's continually investing in new fire equipment. In June, the city added eight new fire engines and two brush engines. 10News learned a new helicopter will be deployed soon. 1262
