SAN DIEGO (CNS) - Flames tore through a large commercial building in the Morena area Friday, causing extensive damage and sending a thick plume of smoke into the air near Mission Bay.The blaze in the 1200 block of Morena Boulevard erupted about 5:40 p.m., the San Diego Fire-Rescue Department reported.Police closed down the north-south street to through traffic while firefighters worked to subdue the intense flames.Crews were still working to get the blaze under control as of 6:30 p.m. and trying to get inside the two-story structure to check on a report there might be someone inside, according to SDFRD public affairs.There were no immediate reports of injuries. 677

SAN DIEGO (CNS) - An East Village couple was behind bars Wednesday for allegedly subjecting a 3-year old child to torture and sexual abuse over a several-month period while caring for the toddler at their home, San Diego police reported.Officers arrested Marcos Javier Ramirez, 27, and 25-year-old Vennesia Ruiz in the Midway area on Tuesday evening, SDPD public-affairs Lt. Shawn Takeuchi said.Ramirez and Ruiz had been entrusted by an acquaintance to care for the child when the abuse allegedly began last October, Takeuchi said. Three months later, the toddler's mother began to suspect that there was abuse occurring and notified the police, the spokesman said.Ramirez was booked on suspicion of lewd acts with a minor, forcible sex with a foreign object, torture and child cruelty, according to jail records. Ruiz was being held on suspicion of two counts of the latter charge. Both were scheduled for arraignment April 6.Takeuchi, who declined to specify the child's gender, described the suspects as "a couple" but said he did not know if they are husband and wife. SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. All CSU police officers are sworn and certified by CA POST, and receive further training in de-escalating situations that might be caused by mental health or controlled substance issues.The announcement comes as student activists across the country call on administrators to disband campus police departments and cut ties with local police. 2143

  

SAN DIEGO (CNS) - A man was stabbed six times in the back Friday in a carport in an alley in Pacific Beach, leading to the arrest of an 18-year-old.The 30-year-old victim met two male suspects on the trolley in Old Town and about 3:30 p.m. the trio went, for unknown reasons, to the south alley in the 1100 block of Thomas Avenue, according to San Diego police Officer Robert Heims.Related: Ex-Marine pleads guilty to killing Navy veteranThe victim and one of the suspects were in a carport while the other suspect stood in the alley, Heims said."A short time later the suspect runs out of the carport and meets the other suspect and they run away southbound in the alley," Heims said.Related: Teen inspired by jihadist videos kills boy"The victim was stabbed six times in the back."The wounded man was taken to a hospital for treatment of non-life-threatening injuries, Heims said.Police soon after responded to a fight at the intersection of Thomas Avenue and Mission Boulevard and determined that one of those suspected of involvement in the fight was the suspect in the stabbing.The suspect, identified as Anthony Valenzuela, was arrested for allegedly stabbing the 30-year-old man in the carport, Heims said. 1226
