SAN DIEGO (KGTV) - It is Tax Day, and if you’re like most Californians, you’re probably wondering what happened to the nice refund you’re used to getting. Or worse, you owe the government this year. So how do you Make it in San Diego on Tax Day? We found an expert who can help.It's the worst sticker shock imaginable. You're used to a little something back from the government every year in the form of a refund, but suddenly you find yourself with a hefty bill. And the feds don't look kindly on late payments."I always tell people: if you owe money, the first step is don't panic," says Ariel Jurow-Kleiman an Assistant Professor of Law at the University of San Diego. Jurow-Kleiman should know. She's helped people in this situation many times before as a tax attorney and now teaches tax law at USD. Here's the problem."The Federal tax laws were changed in a way that will dramatically affect California residents," explains Professor Kleiman.And that's probably what hit you, too. Many itemized deductions you used to get were either tossed out or capped. "It used to be you could deduct all of your state income taxes," adds Jurow-Kleiman.Now those California income taxes are capped at ,000. And your house, the interest on the mortgage was capped too - double whammy. So, if you owe, here's the first step: do not put off filing. "Absolutely, it is so important to file your taxes on time even if you think you're going to owe," says Professor Kleiman, emphasizing the point. There are penalties for filing late: 5% of your tax liability and up to a maximum of 25%. So, let's say you owe 00 and didn't file for a month, that alone will cost you at least an extra . So, file right away, and pay what you can now."There is interest, it fluctuates, right now it's 6%. It compounds daily so every day, every week that you owe there is a little bit more interest that's added on," warns Jurow-Kleiman.That compound interest can accrue quickly but Professor Kleiman says there are options. You could file for an extension and pay the full amount later. Or you could work out an installment agreement but know some fees could be tacked on. In some cases, paying off your taxes with a credit card could be cheaper than the interest from the government."If you're considering owing money to the government versus owing money to a private lender,” adds Professor Kleiman, “It's very often better to borrow money from a private lender and pay your taxes."However, Professor Kleiman adds that’s not always the case. She advises avoiding payday lenders or someone who charges very high-interest rates. SAN DIEGO (KGTV) - It’s not the new uniform that sells to thousands of adoring fans.  However, San Diego Gas & Electric’s new employee uniforms could save customers hundreds, if not thousands of dollars.All of SDG&E’s 1,800 employees that work in the field will have new uniforms by the end of the year.“The new uniforms have an embroidered logo on them. The other ones had a patch, which potentially could be removed,” said SDG&E Gas Training Supervisor Scott Hazlett.Hazlett said that embroidered logo replaces a patch worn on uniforms.  He said scammers could take the patch and put it onto any clothing. Hazlett said the embroidered logo is harder for scammers to duplicate.An SDG&E spokeswoman said someone tries to scam a customer almost every day.  The new uniforms give customers another layer of proof that they’re dealing with a legitimate SDG&E employee.Hazlett added any customer with doubts should always ask for identification and they should call SDG&E directly at 1-800-411-7343 to confirm they are dealing with an employee.The new uniforms are also lighter weight and can protect employees better from sparks and fire.“It feels great to know that the company really values its safety,” said Hazlett. 1263

SAN DIEGO (KGTV) - Members of Congress are responding to a Team 10 investigation that uncovered allegations the government is not providing adequate medical care to some U.S. citizens in its custody.Two recently filed lawsuits allege that dozens of individuals’ medical needs were deliberately ignored by Department of Homeland Security (DHS) agents, and Americans were forced to undergo life-threatening and torturous detox in temporary holding cells at the border.In a statement to 10News U.S. Congressman Bennie Thompson, Chairman of the Committee on Homeland Security wrote, “The allegations made in these lawsuits are extremely troubling. Anyone in CBP custody who is in medical distress should receive urgent medical care if they require it. Across the board, it’s clear that CBP has work to do to ensure safe and humane conditions for all detainees.”San Diego area Congressman Scott Peters also responded saying, “Everyone in federal custody deserves access to basic care. Ignoring a detainee’s pleas for help runs counter to CBP’s own national policies, which say detainees are entitled to medical care if they report an illness or appear to need help. Officers at the border may be overwhelmed, but if CBP is going to detain people, they have a duty to provide proper medical care to the people in their custody.”10News also heard from ACLU of San Diego & Imperial Counties. SAN DIEGO (KGTV) -- Los Angeles County health officials are scrambling to prevent the spread of hepatitis A after three people became infected with the potentially deadly virus while in San Diego two months ago.In a motion filed by Los Angeles County's Fifth District Supervisor Kathryn Barger, she is asking the Dept. of Public Health to provide a report within 14 days on current efforts to stop an outbreak and a plan for response should one occur."At this time Public Health does not consider there to be a hepatitis A outbreak in Los Angeles County, however it is important that the County proactively educate the community on ways to prevent hepatitis A infection, and have a response plan in the event that the County does see an increase in hepatitis A cases," Barger said in her prevention plan.Citing public health officials, Barger says that the three people who acquired the infection had been in San Diego in mid-July.READ: Most hand sanitizers will not kill Hepatitis A?San Diego County health officials are in the midst of an hepatitis A epidemic with the first cases reported early this year. SAN DIEGO (KGTV) -- Like so many businesses throughout San Diego County, businesses along the border in San Ysidro are also preparing to scale back operations because of the state's COVID-19 purple tier.Businesses in the border region have already seen a significant decline in business because of international travel restrictions currently in place. Since March, the border has been closed to all tourist travel, only open for essential needs, like going to work or getting medical care. Tuetano Taqueria is one of the businesses affected. Just blocks from the border, its owners are doing everything it can to stay open. The trendy taco shop is run by Fernando Covarrubias and his wife, Chef Priscilla Curiel. During the initial stay-at-home order, the couple had to lay off their employees and run the business themselves. The taqueria was recently honored, making the Michelin Guide, famous for it's tacos served with the option of bone marrow on the side. Now, the owners are getting ready to scale back to takeout orders because of the purple tier restrictions. According to the San Ysidro Chamber of Commerce, from March to July, roughly 100 businesses closed permanently. Jason Wells, the chamber's executive director, said the border travel restrictions are devastating the region. Wells said all businesses in the area are hurting, but retail has taken the biggest hit. According to Wells, about 95% of customers in the area are from Mexico.Wells explained that most of the businesses along the border make their biggest profits during the holidays, and the state's purple tier isn't helping. If the border travel restrictions continue, Wells thinks more businesses will not survive. Covarrubias and his wife are hoping people will follow the health guidelines so COVID-19 case rates go down and business can get back to full operation.
