Seventeen days after voters went to the polls in Ohio's 12th congressional district, Republican Troy Balderson hung on by a 1,680-vote margin to win the seat over insurgent Democrat Danny O'Connor.The seat, previously held by Pat Tiberi, and before that current Ohio Gov. John Kasich, has been held by Republicans since 1983. The district has not seen a competitive race since then, as both Kasich and Tiberi typically won every two years by comfortable margins. But the district, which includes parts of Columbus' affluent northern suburbs, rapidly urbanizing Delaware County to Columbus' north, as well as several surrounding rural counties, became competitive after Tiberi announced his retirement. Polls leading up to the Aug. 7 battle showed a dead heat. On election night, Balderson held a nearly 1,500-vote advantage. O'Connor announced that he would wait on all absentee and provisional ballots to be counted before conceding. All of those votes have now been counted as of Friday. “I just called Troy Balderson to congratulate him on his victory in the 12th Congressional district special election," O'Connor said in a statement. "I want to express my deepest thanks to my campaign staff, our volunteers, and to everyone who cast a vote in the special election, whether it was for me or not."Balderson also issued a response on Friday. "Danny O'Connor ran a hard-fought race," he said, "but I look forward to earning the support of voters for a fourth time in November as I share my track record of getting things done for Ohioans."While both were gracious to each other on Friday, the affinity for each other will almost certainly be short lived. Both O'Connor and Balderson also are on the ballot in November. And with control of the House of Representatives hanging in the balance in November, there is no reason to believe that either candidate will let up on the attacks on each other from the special election. Democrats will need to gain 25 seats in order to flip the House for the first time since 2010. According to Cook Political Report, there are 30 toss-up seats up for grabs, with 28 of them currently being held by Republicans. If the Democrats win a majority of those seats, they will likely regain control of the House.  2323

Several community activists gathered Friday to speak about a Kansas City, Missouri, officer’s arrest of a woman who was nine months pregnant.KCPD said the woman was interfering with another arrest, and that’s why they took her into custody.The woman’s attorney, Stacy Shaw, said the officers arrested her client because they were unhappy she was videotaping them at a gathering for a balloon release.Video circulated on social media of the arrest. It shows the woman face down on the ground with an officer appearing to kneel on her back.The woman was taken to the hospital and has since been discharged.Shaw on Friday said her client is still in pain and can’t walk. Her unborn child is OK, though it remains unclear if she will experience complications related to the arrest, Shaw said.Shaw and other activists present called for the arresting officer and KCPD Chief of Police Rick Smith to be terminated.The group repeated calls for action from KCMO Mayor Quinton Lucas.Among the speakers Friday was Troy Robertson, who said he was present Wednesday when KCPD arrived at East 35th Street and Prospect Avenue and “harassed” the group gathered there, asking them to disperse.Robertson, who police said the owner previously had banned from the property, is the person police were attempting to arrest when the pregnant woman and others allegedly interfered, according to a KCPD spokesman.KCPD said Thursday that the business owner called them to the scene after a fight in the parking lot and asked them to make non-customers leave the premises.Robertson said he “doesn’t see color, only beautiful lives,” and that everyone should be held accountable for their actions. It marked the 18th consecutive week of protests outside of police headquarters.Protestors told KSHB the arrest video reinvigorated their resolve, and they plan on “occupying” the south side lawn of City Hall near East 12th and Locust streets until their demands are met.KCPD released a video on YouTube between the press conference and protest Friday from a city camera that shows the parking lot where the gathering happened as well as the aftermath of the arrest. 41 Action News requested a copy of the video without the added graphics, but KCPD denied the request.According to police, officers were called to the gas station two hours before the incident caught on camera around 11 p.m. on Wednesday night. Several Hilltown, Pennsylvania, police officers helped save a distressed horse from a burning barn last week, which was captured by an officer’s body-worn camera.Officer Matthew Reiss told KYW-TV that he did not have much time to get Phoebe the horse out of the barn."Quickly improvise, and come up with a solution to get that animal out,” Reiss said.Other horses were in the barn at the time of the fire and were rescued by friends and family, but Phoebe was reportedly too spooked to follow.That’s when the officers and horse trainer Lena Obernesser teamed to get Phoebe out. Obernesser used a shirt to cover her eyes and push the horse to safety as Reiss used a rope to pull Phoebe to safety. Phoebe then ran to safety."She was definitely terrified, the cops were fantastic though, they jumped right in,” Obernesser told KYW. “I saw the footage and I was just in awe. Like oh my God, thank God they were here."Obernesser credited the officers for rescuing Phoebe.“They really stepped up, we had so many people reaching out,” she said. “it was, I was so proud to be a part of this community."After a week, Phoebe is reportedly in good health. The condition of the barn is still being calculated, but members of the community have started a fundraiser to help the Red Wing Farm care for their horses. 1309
