SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. The wall measures 18 to 30 feet in height and in some areas, includes two barriers.RELATED: Touring San Diego's border with agentsBorder officials told 10News this week the wall is ultimately working, saying that drug smuggling has shifted to the ocean because of the improved barrier. CBP Commissioner Mark Morgan also said this week that border apprehensions were up 88% from Oct. 1, 2018, to Sept. 30, 2019.An administration official told the Post that the number of these breaches have totaled "a few instances," and echoed border agents' sentiments that the wall "significantly increased security and deterrence" in the San Diego and El Centro areas.The Washington Post reports that smugglers have cut through areas, then replaced the bollard in its original position or used putty to make it appear fixed in order to continue using the opening.RELATED: US border agents dealing with rise of 'fake families'Though agents can repair the damage by welding the bollard wall, they say smugglers can return to the same spot because the metal and concrete are now weakened, the Post said.The Post says that some of the damage has occurred in areas where electronic sensors to detect sawing vibrations have yet to be installed.Makeshift ladders have also been used to climb the barrier into the San Diego area, using hooks and rope ladders to climb down on the U.S. side of the border, the Post adds. 2675

SAN DIEGO (KGTV) -- SeaWorld San Diego is being allowed to reopen, but certain parts of the park will have to remain closed, a San Diego County spokesman said.A county spokesman told ABC 10News that the park is being allowed to reopen under California’s guidance for zoos.SeaWorld San Diego will be able to open its outdoor areas of the park, but indoor areas -- such as its aquariums -- and rides will not be open to guests under the specific zoo guidance.Under the zoo guidance, the park will have to post a Safe Reopening Plan like other businesses.It remains unknown when the park will officially reopen; SeaWorld San Diego officials did not immediately respond to ABC 10News’ request for comment.The park has been closed since March due to the coronavirus pandemic. The park's website states that for season passholders, tickets will be extended as long as the closure lasted.The company’s most recent earnings report revealed troubling numbers from the second quarter and first six months of 2020, including revenue down 96 percent compared to the same time last year.Parents around San Diego said the news is a welcome sign after a summer of closures. Raquel Cusi said her four kids ask when they can go back to SeaWorld on a daily basis."For me I feel like I’ve been born and raised in San Diego, SeaWorld is a staple, and the fact that we can’t be there is sad, so I think it’ll be really awesome for San Diego families," said Cusi.Claudia Harris is a mom of three and said her kids love going to see the killer whales. In a zoom call, the kids all shared their excitement."I’m so excited to watch the killer whale show because the whales are so cool," said her son, while holding a whale toy.SeaWorld is joining the San Diego Zoo and the USS Midway in partial reopenings, but a LEGOLAND spokesperson said they have not been told when that park will reopen. LEGOLAND General Manager Kurt Stocks said, in a statement, “LEGOLAND California Resort is ready and eager to open once the state and county guidelines are given. SAN DIEGO (KGTV) — San Diego's cost of living runs more than ,500 a month, making it one of the worst monthly hits in the country's biggest cities, according to a new study.San Diego's cost of living ranked 64th out of the study's 75 most populous U.S. cities, according to Move.org. Average monthly costs in America's Finest City came in at about ,665, the study revealed.In San Diego, prices were broken down by rent for a one-bedroom apartment, utilities, internet, gasoline, and groceries for one month:Rent: ,970.93Utilities: 1.66Internet: .05Gasoline: 6.15Groceries: 2.07Prices were pulled from Numbeo's updated estimates in June 2019.Charting as the absolute worst cities for cost of living where San Francisco (,210.60 a month), New York City (,956.11 a month), and San Jose, Calif. (,289.07 a month.) Half of the study's 10 worst cities were located in California.On the other end of the spectrum, El Paso, Texas, ranked best with a monthly cost of living of ,182.96, followed by Lincoln, Neb. SAN DIEGO (KGTV) — Some University City residents are upset over the city's lethal methods to curb the squirrel population at Nobel Athletic Area park. Many see the park as an escape from the neighborhood's concrete jungle. "One of the joys of being here is to watch the wildlife in the morning-- the rabbits and the squirrels especially," resident, Tracy Benson said. But that began to change once Benson started seeing more green boxes on the ground, similar to water irrigation units.RELATED: Chula Vista seeks public input on future bayfront parks in online survey"There is a hole back here, and in this hole is where the bait is placed. So the idea is the animal eats the bait, comes out, and essentially dies," Benson said. The more of these boxes the animal lover saw, the fewer squirrels she ran into on her walks.10News contacted the City of San Diego to get answers. A spokesman explained that the green apparatus is a "bait box." It helps manage what they call an "overabundant squirrel population."The City's Parks and Recreation Department began using them a few years ago to stop the squirrels from damaging their athletic facilities, landscaping, and eroding the hillside. While Benson understands the need, she believes the method is too cruel.RELATED: San Diego crews work to repair road after massive water main break in North Park"Poison has no place in a public community like this," Benson said. The facility caters to young children and includes an off-leash dog park, both could potentially be affected by the poison nearby. Instead of bait boxes, Benson suggests educating the public by putting up more signs around the park."[The public] are going to have an understanding that if they feed the animals, they actually do more harm than good. The city adds, if they do not control the squirrel population in this way, the effects go up the food chain. There will be more coyotes and snakes, animals that would be dangerous to park users. Still, Benson says there must be another way."I think that is upsetting, and I don't think that is the measure that should have been taken to properly control the population of squirrels," Benson added.The city says they periodically place the bait boxes in their parks when needed.  2491
