Jerry Brown today appointed a former Del Mar councilman to the 22nd District Agricultural Association Board of Directors and reappointed two other San Diego County residents to the panel.Brown named Del Mar resident Donald Mosier, 74, to a four-year term on the board that governs the Del Mar Fairgrounds on behalf of the state via a nine-member board of directors. The governor appoints each member of the board to serve a four-year term.The District Agricultural Association is a subdivision of the California Department of Food and Agriculture, charged with holding fairs and exhibitions that highlight "various industries, enterprises, resources, and products of the state," according to the CDFA.The governor reappointed attorney Frederick Schenk, 65, and Lisa Barkett, 59, who have served since 2011.Mosier is the Climate Action Plan facilitator for the city of Del Mar and is a member of multiple governing boards, including the Del Mar Community Connections Board, the American Association for the Advancement of Science and the Climate Action Campaign Board of Directors. He served on the Del Mar City Council from 2008 to 2016 and was a professor at the Scripps Research Institute from 1992 to 2016.Barkett, who was vice president of Merjan Financial Corp. from 1989 to 2013, is a member of the Board of Trustees for both the University of Southern California and Rady Children's Hospital.The appointments do not require confirmation by the state Senate. SAN DIEGO (CNS) - An outbreak of leptospirosis, a contagious bacterial disease, has been reported in dogs in the region, the San Diego County Health and Human Services Agency announced Thursday.Since October, 34 confirmed and probable cases of leptospirosis have been documented among local dogs, primarily in the Hillcrest and Mission Hills areas. Several dogs required hospitalization and at least one was euthanized.Boarding at kennels that allow dog-to-dog interaction is a major risk factor, though some ill dogs only had contact with other dogs at dog parks. The kennels that were linked to cases notified the owners of all potential contacts of diagnosed cases and closed for at least two weeks for cleaning and disinfection.Signs of leptospirosis in dogs are varied and can include fever, muscle weakness, vomiting, diarrhea, loss of appetite, low energy and frequent urination, which may be bloody.No human cases have been linked to this outbreak in dogs, but anyone who develops fever, headache, muscle aches -- especially in the back and calves -- or other illness after contact with a sick dog should see their health care provider.This week, the county sent a health advisory to local physicians and veterinarians about the outbreak.Leptospirosis is a disease caused by various species of spirochete bacteria called leptospira. These bacteria can infect multiple species of mammals, including humans, dogs, rats, mice, raccoons, skunks and opossums. The bacteria are shed in the urine of infected animals and may contaminate food, water, soil or bedding. Dogs and people can get infected through direct contact with skin abrasions, mucous membranes or by drinking contaminated water."When dogs visit kennels and parks and play, lick and sniff each other, they are at risk of getting these bacteria," said Dr. Wilma Wooten, the county public health officer. "If your dog shows any signs, you should take it to your vet immediately."A vaccine is available to prevent leptospirosis in dogs, especially for those boarding in kennels and frequenting dog parks. 2076

SAN DIEGO (CNS) - A rare thunderstorm Friday night is expected to quickly give way to conditions ripe for wildfire by late Sunday, forecasters said.A storm system arrived Friday evening and unleashed heavy rain and lighting on the San Diego area, with precipitation amounting to a few tenths of an inch in most places.The National Weather Service predicted scattered showers to persist through Saturday night. By Sunday night, Santa Ana winds of 25-35 mph -- with isolated gusts up to 70 mph possible in some areas -- were expected to move in.Humidity was expected to drop rapidly to 5-10 percent on Monday as well, prompting the NWS to issue a fire weather watch for San Diego County, as well as Orange, Riverside and San Bernardino counties, from 3 a.m. Monday to 8 p.m. Tuesday.The watch was set to be in effect for mountains, foothills and valleys, but the conditions could cause fire to spark anywhere.Moisture from the thunderstorm will help to alleviate the fire threat, but fuels will dry quickly on Monday, NWS forecasters said.Winds were predicted to gradually decrease Tuesday night and Wednesday, and conditions will be warm and sunny the remainder of the week, forecasters said. 1199

SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. The path to a seventh term appears more fraught for Hunter, whose trial is slated to begin Sept. 10 in federal court. With rumors of a possible resignation swirling, a cluster of Republican politicians have announced plans to run for the seat in the event Hunter foregoes a run or cannot legally run in 2020. El Cajon Mayor Bill Wells, Temecula Mayor Matt Rahn, former Escondido Mayor Sam Abed and former U.S. Navy SEAL Larry Wilske have all joined the race as Republicans. Former Rep. Darrell Issa, who declined a re-election run in the 49th District in 2018, could also join the race. Campa-Najjar, meanwhile, essentially never stopped campaigning after losing last year and is likely to have a war chest prepared for another attempt to flip the seat. ``More than half a dozen Republicans are now eyeing a challenge against me for CA-50,'' the Campa-Najjar campaign said in a statement last Friday. ``This is an internal battle that party elites will have to figure out amongst themselves.'' In previous challenges for major office, DeMaio lost to Rep. Scott Peters, D-San Diego, in 2014 and to Bob Filner in the 2012 race for San Diego mayor.
