SANTEE, Calif. (KGTV) -- A broken water main damaged a Santee street and flooded at least one nearby business early Friday morning.At around 3:45 a.m., authorities were called to Prospect Avenue and Cuyamaca Street in response to a water coming out of the roadway.The water blasted out of the street and flooded an auto repair business. At least six vehicles were partially submerged due to the rising water.By 4:15 a.m., authorities were able to shut off the water and begin road repairs.A city official said they believe the overnight temperature change may have caused the water main break.ABC 10News learned repairs are expected to last throughout the day.The public is asked to avoid the area of Prospect Avenue and Cuyamaca Street, as lanes have been closed. 772

School nurses already have a lot of responsibilities, but the possibility of students being back in classrooms this fall may add a new duty: screening for COVID-19."There seem to be no certainties. The guidance changes frequently and there is some concern that the guidance doesn’t take into account the realities in a school building," says Laurie Combe, the President of the National Association of School Nurses.Combe says the pressure will be on school nurses to help screen and isolate any students or staff who could be showing symptoms of COVID-19. But not all schools across the country have the ability to do this."We're supposed to isolate those students or staff members and does a school have the space or capacity to do that?" says Combe.According to the Department of Education, there are 98,000 public schools in the United States. The National Association of School Nurses’ research has shown 25% of those schools have no access to a school nurse."Not part-time, not one nurse covering multiple schools, just no school nurse," says Combe.“COVID has revealed to us is that schools are relying heavily on school nurse expertise to guide their procedures and policies moving forward into reopening,” Combe added. “So what do those schools that don’t have a school nurse do?"Visalia Unified School District in California has about 32,000 students. The district's 12 credentialed school nurses help lead an additional 36 nurses in meeting students' health needs."Our health department reached out and identified the 12 school nurses as emergency disaster workers so instead of enjoying a summer vacation, the nurses are working at the health department and helping to monitor COVID," says the district's Director of Health Services Suzie Skadan. Skadan says that extra experience will be helpful when school is back in session."They will have this additional experience and hands-on happening so they will know what to do when we come back," says Skadan.Visalia unified is working closely with their local health department to put every CDC-recommended protocol in place come the fall."It is an added burden for the school nurse but it's very necessary to keep our students safe. So we think planning ahead and having systems in place will make the best of this situation," says Skadan. Both the National Association of School Nurses and Visalia Unified say ideally there'd be more nurses on hand this fall."Unfortunately, we're having big budget cuts. It's been a bad budget year and then we have COVID on top of that so we are not hiring additional nursing staff. We schedule people around to make things work so hopefully we can manage it this way," says Skadan.While not every school will have the ability to test students for COVID this next school year, the National Association for School Nurses expects more students will be tested. Combe refers to a recent conversation she had with a teacher."I said, ‘So what are you going to do if a child in your classroom starts coughing?’ Normally you would send that child to get some water or you know help them manage that. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198

Security experts are clarifying what you should know about the hack against the U.S.Last week, federal authorities warned of the breach in government and private computer systems. It's suspected that Russian attackers were behind it.Some members of Congress have voiced concerns that taxpayers' information could be exposed through the treasury department. But one expert tells us that isn't really valuable to these attackers.“The breach over the last week is much more geared towards nation state secrets, manufacturing secrets, supply chain secrets, you know different intellectual property, than it is personal information,” said Randy Watkins, Chief Technology Officer at CriticalStart.Watkins says the average person likely won't see any immediate impact, but with policy information and military strategies at risk, there could be downstream ramifications.Federal authorities say the hackers primarily got in through software called solar winds that some agencies use.Watkins says that means we need to look more at how we measure security for third party vendors.“A lot of times, the attackers don't need to go directly after the treasury department or the department of defense. Those are very locked down networks, but they can go after the third parties that do business and have connections into those environments, and that's what they did in this scenario.”Officials say this hack could have started as early as last March.Watkins says the type of tech they used is hard to catch, allowing attackers time to patiently collect data under the radar.That means working on detection methods will also be key moving forward. 1641
