Police in Washington, D.C. released body camera video Thursday from the shooting death of 18-year-old Deon Kay.Police said the incident began Wednesday when Kay and his friends brandished firearms on a social media livestream. Officers located where the livestream was taking place, drove to the scene and found the group.Less than 10 seconds after arriving on the scene, Officer Alexander Alvarez fired the fatal shots that killed Kay.According to D.C. Metropolitan Police Chief Peter Newsham, Alvarez was chasing another suspect at the time of the shooting."When he turned around, that's when Deon Kay approached him and displayed a handgun, and in response to that, the officer fired one round," Newsham said. "Unfortunately, Deon Kay lost his life."Alavarez had been with the department for two years prior to the shooting. All officers involved in the shooting were placed on administrative leave, which is department policy.Police also said that Kay threw his gun away prior to being shot. Officers found it 90 feet away from his body."I know that he's validated gang member from the area and I know that he's had multiple touches with the criminal justice system," Newsham saod. "I'm pretty sure Deon Kay fell through multiple safety nets before yesterday afternoon."Washington, D.C. Police in North Haven, Connecticut have arrested a man they said implied he was going to hand out candy filled with poison to trick-or-treaters.Detectives received an anonymous tip about alarming statements made by 57-year-old Ronald Przybylo.Upon their investigation, police said they found disturbing posts and videos that led them to believe the man was possibly dangerous.Police said Przybylo allegedly posted comments implying that he planned to provide candy filled with rat poison to trick-or-treaters.Przybylo also reportedly referenced several mass killings from around the country and “dubbed himself the Halloween Lunatic,” police said.When officers responded to his home, they found floors and furniture to be completely covered with animal urine and feces.The North Haven Animal Control and the Quinnipiac Valley Health Department responded and removed three dogs, three cats, and an Amazon African Bird.Ronald Przybylo was arrested and charged with second-degree breach of peace, seven counts of animal cruelty, and was held on a ,000 bond.Maryellen Przybylo was also arrested and charged with seven counts of animal cruelty and was released on a ,500 bond.She’s expected to appear in court on Nov. 9. 1233

(AP) — A convicted felon has been charged with abducting two Christian college students and forcing them to perform sex acts on each other at gunpoint after they violated curfew and were locked out of their southwest Missouri campus.Robert Hyslop, 49, of Branson, Missouri, is jailed without bond on charges of kidnapping, sexual abuse and sodomy, the Springfield News-Leader reported. No attorney is listed for Hyslop in online court records. He could face life in prison if convicted.College of the Ozarks, in the small town of Point Lookout, has a 1 a.m. curfew. Gates to the front entrance, known as the Gates of Opportunity, remain locked until 5 a.m.Charging documents say the two students, a male and a female, arrived back at campus 10 minutes too late in the early hours of Oct. 29, so they went to a nearby commuter lot to sleep.Hyslop, who was on probation for a 2017 drug conviction, told Taney County investigator Dan Luttrell that he had been high on methamphetamine for three days when he spotted the sleeping students around 3 a.m., court records say. Hyslop allegedly used a hammer to smash the passenger window, showed a gun, and got inside the car.Luttrell said Hyslop admitted forcing the male student to drive to a highway lookout. Once there, he allegedly forced the students to perform sex acts on each other, and forced the woman to touch him sexually.Hyslop then told the students to drive him back to his car, Luttrell wrote. The students contacted police and gave a detailed description of their attacker and his vehicle. He was arrested several days later. Charges were filed Thursday.College of the Ozarks spokeswoman Valorie Coleman said the college received a report about the incident on Oct. 29 and issued a campus safety alert on Oct. 30.
