A man who said he was "super hungover" caused a crash that killed a woman and severely injured a man in Arizona, according to officials. Scottsdale police report that on February 15 at 9:45 a.m., they responded to a two-vehicle crash near Hayden and McKellips roads.Police say 33-year-old Frederick Kipper MacArthur was driving his 2005 Infiniti?when he crossed the center line and struck another car with two people inside, head-on.?The passenger, Jessica Bailey, was killed in the collision and the driver continues to suffer from multiple injuries, including two broken legs, a femoral artery tear and partially amputated arm. MacArthur also went to the hospital with neck and rib fractures. Police say MacArthur admitted to drinking the night before and into the morning, saying he "got really drunk." He also said he had a "super hangover" the next morning and had a glass of wine to make him feel better. Police say his blood alcohol content was .254. He's been charged with manslaughter and aggravated assault. 1070

A New Jersey state trooper admitted to the state's attorney general that he pulled over women while on duty in an attempt to ask women out on a date, WNBC-TV reported. The trooper, 37-year-old Marquice Prather, pleaded guilty on Monday to charges of invasion of privacy, tampering with physical evidence and falsifying or tampering with records. He had been suspended without pay since December after accusations mounted against the trooper. WNBC reported that Prather will be banned from public office, and likely will face probation for the charges. Authorities told WNBC that Prather tampered evidence by turning off his microphone, as the trooper claimed the microphone malfunctioned. Prather was accused by authorities of going through personal information and photos on the cellphones of female motorists. Prather was also accused of copying intimate photos and videos of the women, and he would solicit the women to go on a date with him. 1028

A video taken at a gas station shows an Alabama woman fleeing after escaping captivity inside a vehicle's trunk.Police said the woman had been kidnapped and was able to get out when her captor stopped to fill up the tank. The suspect, Timothy Wyatt, had broken into her home Oct. 31 and abducted her.After the woman was able to get out of the vehicle, she ran inside for help. Wyatt can be seen running out of the station once he sees her enter.He has been arrested and charged with robbery, kidnapping and domestic violence. 538

A train carrying dozens of Republican members of Congress, including House Speaker Paul Ryan, to their legislative retreat in West Virginia hit a truck on January 31, 2017 leaving one person dead.Wednesday the National Transportation Safety Board released a preliminary investigation into the crash.They said around 11:15 a.m., a 2018 Freightliner truck equipped with a McNeilus Truck & Manufacturing refuse body was traveling southbound on Lanetown Road in Albemarle County near Crozet, Virginia.The refuse truck, operated by Time Disposal LLC, had a 30-year-old driver and two passengers as it drove towards a highway–railroad grade crossing, later identified. The crossing is active and includes advance warning signs and pavement markings on its approach, the National Transportation Safety Board said. The crossing is also equipped with crossbuck signs, warning lights, bells and gates.As the truck neared the highway a westbound Congressional Special Amtrak train was approaching the highway–railroad grade crossing.The NTSB said the train’s lead locomotive was equipped with a forward-facing track image camera. Data that was taken from the camera showed that as the crossing came into view, the gates were down and the truck was on the grade crossing. Witnesses to the crash reported that the refuse truck entered the crossing after the gates were down.The train’s recorder showed the Amtrak train was traveling about 61 mph when the engineer applied emergency braking. The train struck the left rear of the refuse truck, causing the truck to rotate counterclockwise and then collide with a railroad signal next to the tracks. The refuse body separated from the truck, and the truck’s two passengers were ejected, according to the NTSB.As a result of the crash, one passenger in the truck died. The other truck passenger had serious injuries and the driver of the truck had minor injuries. Three Amtrak crewmembers and three train passengers sustained minor injuries, the NTSB said.NTSB investigators and Albemarle County Police Department officials and the Federal Bureau of Investigation documented the crash scene and the characteristics of the crossing, the train and the refuse truck. A starting point for investigators trying to trace the bombs sent to Democratic figures and CNN this week: the postmark.But in some cases, it appears to be a missing clue.The postmark typically indicates when and where the mail was sent from and is marked over the stamps -- "canceling" them, and preventing the stamps from being reused. Unlike stamps, most of which cannot be traced, the impression left by a postmark or mail meter is distinctive and can help investigators focus their search.A postmark is visible in a photo of at least one of the packages seen by CNN. A postmark is not visible in photos of several other packages shared with CNN -- only adding to the questions about their origins.The lack of a postmark is very rare, according to Nancy Pope of the National Postal Museum.A postal inspector who spoke to CNN on the condition of anonymity indicated it would be very unusual for a piece of mail to leave the facility where it was dropped off for delivery without such a mark.That could indicate that a sender or senders were working in multiple diverse geographical areas, including New York, Washington, Florida and California.Another source told CNN it is possible some of the stamps may not have been canceled because of the package's soft sides and odd shape, which would make it difficult to stamp.The US Postal Service's website also says mail may not be postmarked if it was processed through a meter or if the postage was paid by permit or precanceled stamp. None of those appear to apply to this situation.Adding to the mystery are post office markings on one of two packages sent to former Vice President Joe Biden indicating the stamps on the package did not cover the cost of the delivery, and additional postage is due.That suggests the package was weighed at some point during the shipping process, a former postal inspector told CNN.It was unclear from the photo whether that package had been postmarked.Postmarks can be applied by machine and by hand, depending on how a piece of mail is sent, according to the Postal Service. When mail is run through an automated system at a processing distribution center, the postmark is applied, and the mailed item is screened by a biohazard detection system.It was not clear why postmarks were not visible on several of the packages, and the US Postal Inspection Service provided a statement to CNN that did not address the question."The U.S. Postal Service has developed a comprehensive approach to protecting the mailsystem by utilizing a targeted strategy of specialized technology, screening protocols and employee training," read the statement.The statement noted its Dangerous Mail Investigations Program includes law enforcement officers who "are trained to recognize the common characteristics of suspicious mail and are highly proficient in the use of state-of-the-art equipment to include portable X-ray machines." 2907
