CHULA VISTA, Calif. (KGTV) -- The forward rate of spread has been stopped after a fire sparked near a canyon in Chula Vista Thursday evening. The fire started around 5 p.m. in a canyon on the 400 block of Agua Vista Drive. It is in a residential area near the San Miguel Mountain Trailhead.Video from the scene showed white smoke billowing from the canyon. By 6 p.m., crews announced the forward rate of spread had stopped.Check 10News Pinpoint Weather ConditionsEvacuations were briefly ordered for Via Maggiore and Corte Premana.At this time, it’s unclear what sparked the fire. CHULA VISTA (KGTV) -- A frightening scene for any family to witness was captured on video just before Valentine’s Day outside an East Chula Vista gas station. A clip posted to Facebook shows a man screaming racial obscenities at a female customer while the woman he’s with calmly pumps gas into their car.The incident reportedly happened at the Shell gas station at the Village Marketplace in the Eastlake neighborhood of Chula Vista at around 4 p.m., according to the victim.In a Facebook video post, the victim wrote that the man had approached her car and began shouting vulgarities then returned to his car. “No there is nothing done prior to this on my part. No there was nothing wrong that I knew of. No, there was no history," the victim wrote in the Facebook video post."No, I've never seen this couple before. No, there were no words exchanged between us, no eye contact, he just began to spew hateful commentary when he saw me get out to pump," the victim said.Sensing that something may happen, the victim used her cellphone to record the encounter, and that's when the man approached her again.The video shows a man with face and arm tattoos jumping out of the passenger seat of a light colored Nissan Versa hatchback. He approaches the victim’s car while flashing both middle fingers and screaming, “F*** n*****s!”The man then walked up to the victim’s vehicle and spit on the windshield.10News is not identifying the victim for her own protection.According to the victim, the couple drove away after the woman finished pumping gas.“I am beyond grateful that he, for some reason, changed his mind and did not spit on me or put his hands on me,” the victim said.The woman called Chula Vista Police about five hours after the confrontation at the gas station, according to Chula Vista Police Department Captain Phil Collum. Officers took information from the woman and followed up with her Friday to gather more information and documentation, Collum said. They will evaluate the evidence to see if it amounts to a criminal offense. Collum said police do not know the identity of the man seen in the video. “This is highly unusual,” said Collum. He had recommendations for anyone in a similar situation. “Do not engage, do not get involved, always take the high road,” Collum said.Anyone with any information is asked to call CVPD. 2350

CHULA VISTA, Calif., (KGTV) -- Following in the footsteps of neighboring San Diego, the City of Chula Vista launched a one-year e-scooter pilot program Sunday. Lime representatives held a "first ride" event at Discovery Park, introducing Chula Vista residents to the scooters. The event included safety training and an obstacle course where participants could practice using the scooters to get a free helmet.The city says the pilot program will allow Lime to stage 500 e-scooters at popular locations across Chula Vista for the first month. If all goes well, Lime can add 200 e-scooters every month after that.Some love the convenience. Others say they have seen too many problems in San Diego to support them. "They need to have parking areas for these things and designated legislation for helmets if they're going to have these things out there," said Daryll Coleman, a 12-year resident of Chula Vista. "That's my opinion. Should they be out here? I don't think so." This comes just two months after the City of San Diego notified Lime that it was revoking the scooter company's operating permit. The city claims Lime violated its geo-fencing rules.Residents say they are curious to see how the mayor's office will adjust rules to fit their city. 1259

  

CHULA VISTA, Calif. (KGTV) -- Immigration and Customs Enforcement is investigating after a man died while in the agency’s custody. According to ICE, the 37-year-old Cameroon man, identified as Nebane Abienwi, died at Sharp’s Chula Vista Medical Center Tuesday. Abienwi was taken to the hospital in the middle of the night on September 26 to undergo treatment for a brain hemorrhage. According to the agency, medical staff at the center provided treatment after Abienwi remained unresponsive to questions and appeared to be paralyzed on his left side. He remained in the hospital until his death. According to records, Abienwi applied for entry into the U.S. without proper entry documents on September 5. On September 19, he was transferred into ICE custody. ICE released the following statement Wednesday night: 821

  

CHULA VISTA, Calif. (KGTV) - Parents in Chula Vista are horrified after finding out that dozens of children are taking part in what is being called an after-school fight club. Alain Tripp has lived across the street from Bonita Vista Middle School for more than a decade. Once the bell rings, he sees students walk along the canyon trail to go home. But lately, he has been noticing something else. “Every so often I see a group of 15-20 kids. They’ll be standing there and fighting,” Tripp said.Tripp is not the only one who has seen fighting just off campus.Other neighbors said they had witnessed dozens of kids running down the trail on minimum-day Fridays, to participate in organized fights at Discovery Park. One Bonita Vista Middle School student’s mother sent 10News a photo of what appears to be many students scattering after one of the so-called fights. Parents said the students then upload fight videos onto a secret Instagram account, seeking internet fame.“They just see a lot of people who are Youtube famous… A famous Youtuber popping up in their heads and stuff,” Tripp said. “I feel like every year, kids are trying to grow up faster.”Some neighbors told 10News that they have tried to stop the alleged fights, but they say these keep happening. Now, the school is stepping in. 10 News got a copy of the letter sent to parents from Bonita Vista Middle School Principal, Teresa Kramer. 1457
