CINCINNATI -- When police were sent to Seven Hills School on Tuesday afternoon, they were told a female caller was stuck in a van.The GPS coordinates on that call were within feet of where Kyle Plush, a 16-year-old male student, would be found dead hours later.Cincinnati Police Chief Eliot Isaac hasn't yet talked publicly about what happened that day. The police department, which touts itself as a model for transparency, has been quiet about Plush's death. They're planning to hold a news conference at 3 p.m. Thursday.Nearly two days after he suffocated, numerous questions remain about what went wrong and why a teenage boy is dead even as he pleaded with a 911 operator to send help.What we know, and don't knowPlush called 911 at about 3:16 p.m. Tuesday. He knew he was in trouble but struggled to communicate with the operator. Over the course of a three-minute call in which he gasped, cried repeatedly for help, he relayed that he was trapped inside his car in the parking lot of Seven Hills School.Through Plush's cries for help, the 911 operator indicated the caller was female.TIMELINE: What happened the day Kyle Plush died?A computer-aided dispatch report contained latitude-longitude coordinates on that call. Community Health Centers that care for hundreds of thousands of low-income San Diegans are bracing for deep cuts. Congress has to act by Sept. 30 to maintain the funds to the centers, or services will start to decrease."This conversation is, do you have a doctor when you need one, who will see you?" said Vernita Todd, Vice President of Health Center Partners of Southern California, an association of 17 health centers in San Diego, Imperial and Riverside counties. The centers are concerned about million of federal money that Congress has yet to renew. The money goes to lower the cost of services like primary care, vaccinations, cancer screenings and physicals. It can help turn a visit that would normally cost 0 into a visit. "If they can't afford it, does that mean they'll forego treatment? Will they forego going to the doctor? Will they skip vaccinations for their children?" Todd said. Earlier this month, Rep. Elise Stefanik, R-NY, introduced a bill to continue the funding for community health centers. It has 13 bipartisan supporters. Her spokesman says she's exploring different ways to move the legislation forward. Todd says she's not concerned the bill wouldn't pass. She just wants it to come up for a vote. But she's worried Congress isn't paying attention to the health center needs because it's focused on issues like Hurricane recovery, repealing the Affordable Care Act, and Immigration. She says the centers would start taking hits Oct. 1, when money for a program that essentially gets doctors to health centers dries up.Then, on Jan. 1, they would lose the biggest lump sum, which could lead to layoffs, closures, and fewer services. There are six San Diego health center locations, including City Heights, San Ysidro, and Vista. CLEVELAND — On Friday, WEWS talked to Len Honacki, a Cleveland man who was waiting on his heart medication after a United States Postal Service delay.“I was a little worried how long I can go without before I call the doctor and say ‘Hey what’s going on and what do I need to do?'” he said.Tracking records show that his medicine had been to Cincinnati, Washington D.C., and Maryland.“The post office had a series of mishaps," he said.When Alicia Rauckhorst, the Northern Ohio marketing manager for USPS, learned of Honacki’s issue, she decided to take matters into her own hands.“Somewhere in there, inadvertently, it got sent to Maryland,” she said. “As soon as it got back, no matter where it was, I was going to let him know.”She called Honacki herself.“She called me just to apologize and she said ‘I will do whatever it takes to find your meds and I would get it to you,’” he said. “When someone says ‘I'll drive to Cincinnati 4 hours and pick it up and bring it 4 hours back.’ To me, I mean, come on, that’s above and beyond.”Luckily, Rauckhorst made sure his meds arrived in Cleveland Saturday night and Sunday morning she made a special delivery.“I went up there and picked up the package called it when I had it in hand and said ‘Hey, I’m on my way to your house to bring you this medicine.’”Honacki was shocked.“She comes to the front door and delivers the mail right to me.
