SAN DIEGO (KGTV) - The County of San Diego released a 200-page report on Thursday that examines its handling of the recent Hepatitis A outbreak that infected almost 600 people and caused 20 deaths.The report details the county’s successes and what recommendations it has for the future. County officials have been criticized by some people who believe there was not enough action taken at the time.“The county seems to be more interested in its [own image] rather than solving problems,” prominent homeless advocate Michael McConnell told 10News by phone Thursday. He said that from what he knows, there’s little new information in the audit.RELATED: Health officials reminding San Diegans about hepatitis A shotMcConnell added it appears there’s little insight into what could’ve been done before the health concern became a full-blown epidemic.“It certainly appears there were many flaws in the reaction,” McConnell said.McConnell wrote a letter Thursday to state Assemblymember Todd Gloria, outlining a “disturbing timeline,” claiming county officials knew about the outbreak last March but didn't meet until May 4, "despite three deaths and 80 documented cases.”RELATED: Hepatitis A emergency officially ends in San Diego County A state of emergency was declared in September and it was lifted in January.Gloria recently asked for a state audit on the outbreak.In the county’s defense, the report says it acted at the start of the outbreak by providing vaccinations, promoting sanitation and educating community medical providers.RELATED: Audit questioning San Diego's response to hepatitis A outbreak requestedThe report does, however, acknowledge the needs for better coordination among leadership, more training and improving the county’s immunization registry system, among other recommendations.McConnell says, “I think for the most part [the county’s saying], ‘We did a great job. SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle. SAN DIEGO (KGTV) - The Imperial Beach Charter School PTA president was arrested on suspicion of embezzling funds from the group, the San Diego County Sheriff’s Financial Crimes Unit said Wednesday. A warrant was issued in November for 30-year-old Kaitlyn Birchman, a mother of two. Riverside County deputies arrested Birchman late Tuesday night at her home in Temecula.Birchman was the head of the Imperial Beach Charter School's parent-teacher association until March, when she was voted off the board. Other members said her departure followed months of missing funds. RELATED: South Bay mom accused of stealing thousands of dollars from her children’s school“There were thousands of dollars that hadn’t been paid,” current PTA treasurer and former Coronado Police sergeant Elizabeth McKay said. According to McKay, vendors from previous years sent the PTA bills for unpaid services. McKay contacted the bank and discovered the PTA’s account no longer existed. “The checks...she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial Beach or had anything to do with a PTA event." The PTA confronted Birchman in March with the help of a Sheriff’s deputy, who spoke about embezzlement. "She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay." SAN DIEGO (KGTV) -- The family of the man killed in a wrong-way crash on Interstate 5 Monday morning says the California Highway Patrol got it wrong. According to them, their brother - Justin Callahan - was a driver, but not the driver who caused the crash. RELATED: Driver killed, 2 hurt in wrong-way crash on I-5On Monday CHP told 10News the following: Just before 2 a.m. Monday, a Volkswagon Jetta was traveling eastbound in the westbound lanes of Inerstate 8 from Sunset Cliffs Boulevard. As CHP officers responded, the Jetta entered the northbound Interstate 5 transition ramp to the westbound I-8 in the wrong direction and collided head-on with a Toyota Camry.An SUV then crashed into the back of the Camry, the CHP said.The driver of the Jetta was 35-year-old Justin Callahan, who was declared dead at the scene. Justin's family says he usually drives home from work at the time and would have been traveling in the opposite direction - from Chula Vista to his home in Ocean Beach. Based on that information, they tell 10News the CHP's report just doesn't add up. "It doesn't make any sense," his brother, Tommy Villafranca, said.  "Why would he get back on the freeway and get back the opposite direction?"And if Callahan did turn around and got back on the freeway, the timing doesn't add up,  his brother said.  He says his work caught on security video leaving at 1:38 a.m. and the crash happened less than 20 minutes later."It takes 21 minutes just to get from his work to Sunset Cliffs Boulevard," Villafranca said.   "He’s still got to turn around go back, and that would take even more time, so the timeline is not working at all."The family has created a GoFundMe to help them pay for arrangements necessary to get Callahan back to Wheatland, California and arrange a funeral. "Justin was an artist and an inspiration to the people around him," James O'Callahan wrote on the GoFundMe page. "At this point I am too broken up inside to write anything worth reading. Please share a story you have about him in the comments."In the comments, Stevie Workman wrote: "Justin, was my neighboor down stairs while I was in college. We had great times!! Dressing up in suits to go to fancy dinners, Super Bowl parties and talking to him about aviation. He was an amazing guy!
