City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year.   In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. Cleveland police have issued an arrest warrant for 39-year-old William Hanlan, who they believe is behind the death of 24-year-old Nicholas Russell.Russell died last month after he was shot outside Mandy's Lounge, on Cleveland's west side. Police said Russell was playing pool at the sports bar when a man walked up and asked to join. There was an argument and the men stepped outside.Moments later, Russell was shot in the chest. Police said he was shot at point-blank range. He was taken to the hospital but died eight days later.Police believe Hanlan pulled the trigger.He is wanted on aggravated murder charges in Russell's death, a felony of the first degree.According to the arrest warrant, police believe Hanlan planned Russell's death prior to coming to the bar.Hanlan has a lengthy criminal past dating back to the late 1990s, but all of his offenses are either traffic violations or misdemeanor charges.    964

Custody of the 22-month-old boy who was found dead inside the trunk of his father's car had been granted to the child's mother just days before the father walked into the police station in Parma, Ohio and said he wanted to turn himself in for a crime.Court documents show the boy's mother was named residential parent and legal custodian of Nicholas Shorter by the Cuyahoga County Court of Common Pleas on May 7. On May 12, the boy's mother made a welfare call to police around 8:30 p.m. As officers were checking on that, Jason Shorter, identified as the boy's father, entered the station with what appeared to be self-inflicted wounds on his arms, which led to the discovery by police of the boy's body in the car. One-year-old Nicholas Lawrence Shorter appeared to have been stabbed in the chest, according to police.Jason Shorter, 41, has been charged with one count of aggravated murder. (KGTV) - A group of armed suspects robbed a Sprint store on University Avenue in City Heights Monday night.San Diego Police say three suspects entered the store around 7:45 p.m. Witnesses told investigators that they were forced to the back of the store as the suspects raided a storage area.The suspects made off with an undisclosed amount of tablets, phones and cash, said police.A car matching the description of the suspect vehicle was later spotted at the Mobil gas station on Camino Del Rio North in Mission Gorge.
