SAN DIEGO (KGTV) — For the fourth consecutive year, the USS Champion has won a contest held between ships at Naval Base San Diego over which crew could put together the best decorations."It's just a great opportunity for the crew to really come together, enjoy some time not focusing on the day to day, but to really express themselves," said the ship's commanding officer, Lt. Commander Matthew Yokeley.The Champion, an Avenger-Class Minesweeper, was covered in decorations. Lights, bows, and bells lined the railings and were struck all the way to the top of the mast. Giant inflatables were mounted on the deck, along with a Christmas tree. The lights were synchronized to flash with a holiday music show.This is a big deal for us. Christmas lights are pretty competitive," said Petty Officer Pierce Cloninger. "We like to win. They don't call us Champion for nothing." 880

SAN DIEGO (KGTV) -- Derek Swenningsen isn't the typical for trainer for puppies who go to become service animals but right now, volunteers like him are all Tender Loving Canines had. "We're making arrangements and trying to recruit new volunteers to take those puppies until volunteer programs inside prisons can pick back up again," said Victoria Cavaliere with TLC. TLC's 8-week-old puppies started out in prisons where inmates train them before they went to helping those in need. "We teach incarcerated individuals who are in the program how to train dogs to become service dogs using only positive reinforcement."But since COVID-19, they had to switch gears. "We’re looking for someone who is just passionate about the mission and has the time to open up their homes to having a puppy in their home," allowing those like Swenningsen to take their place as trainers."I feel obligated to do my best and make sure Fiji gets the best he can to make it through the program and help a fellow veteran out."Veterans and those who have disabilities or other medical conditions relied on service animals, putting TLC's dogs in demand, even amid a pandemic."To take a dog from a little puppy and mold it into what you want it to be which is this amazing superhero for someone with a disability and help give them independence and get them out of their homes and be part of the world."TLC partnered with Guide Dogs of America and has been in service for 20 years. Cavaliere said their program helped those with disabilities and medical conditions, and inmates as well."Individuals training these dogs are learning about the science of behavior and its helping them with their rehabilitation. Animals, package thieves.But one Poway camera caught something else that has some parents and teachers scratching their heads.Joanne Woodward, a 2nd-grade Poway Unified School District teacher, says a doorbell camera caught a school board member hanging election flyers on door handles.The problem? The flyers featured scathing "report cards" of members up for re-election containing false information. "My students would be shocked, all of the students at our school would be shocked to think that an adult, a role model at our school, would do something like this," Woodward said.The video was taken in the days leading up to the election. It shows Poway Unified school board member Kimberley Beatty and her husband, Edward, placing the door hangers on handles in Poway.The "report cards" claimed that the two members up for re-election had colluded with criminals, used taxpayer dollars for themselves, and wouldn't let students speak at meetings."Just appalling," Woodward added. There's the issue of who the flyer claims paid for the materials: "Citizens for Sound Governance." A group that — if it really existed — would more than likely have to formally file to be a committee because of how much money they spent."The intention there was to undermine our re-election," said T.J. According to a budget released by SANDAG, most of the funds will go towards transportation, not roads. The move has some throughout the county concerned that not enough will go toward roads in need of repair. “I'm pragmatic about it and I do worry about the fact that these tend to suck up all of the money and leave nothing left for highways,” said El Cajon Mayor Bill Wells.The concern comes after SANDAG announced “5 Big Moves.” The project focuses on the future of public transportation. Read all five points of the plan below: Complete CorridorsThe backbone of a complete transportation system that leverages technology, pricing, and connectivity to repurpose how both highways and local roads are used and managed. Complete Corridors would increase safety, capacity, and efficiency; provide dedicated space for high-speed transit and other pooled services; manage demand in real-time; and maximize use of existing roadways. Local roads are designed and operated to equally accommodate all users, including transit, cars, bikes, pedestrians, and commercial vehicles. Features may include dynamically managed curb space, transit amenities, bike facilities, pedestrian refuges, or smart intersection systems. Smart intersection systems would improve safety for all modes through use of sensors and alerts to vehicles and individuals, and could give transit priority treatments that make transit faster and more reliable. Wireless charging at parking facilities, intersections, and/or roadways will support future induction charging for zero-emission vehicles. Complete Corridors will provide connections to the Mobility Hubs network and infrastructure to support use of shared, on-demand Flexible Fleets. Transit LeapA complete network of high-capacity, high-speed, and high-frequency transit services that incorporates new transit modes and improves existing services. New high-speed services could include grade separated or tunneled services that span long segments with limited stops connecting major destinations.
