SAN DIEGO (KGTV) – A motorcyclist allegedly involved in street racing and other dangerous acts on San Diego roadways was arrested, the California Highway Patrol announced Wednesday.CHP officials said a search warrant was executed for 32-year-old San Diego resident Scott Anthony Meiner, who is linked to “numerous street racing and reckless driving incidents.”Meiner is also “believed to have fled from several police officers from various law enforcement agencies in San Diego County on numerous occasions,” the CHP said.Following the execution of the search warrants, Meiner was taken into custody and booked into San Diego County Jail on charges of felony evading, reckless driving, speed contest, and being an unlicensed driver.According to the CHP, Meiner was identified as the motorcyclist who was recorded on March 29 speeding 181 MPH on the southbound HOV lane of Interstate 15 in Mira Mesa. 907

SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. The measure also includes criminal penalties if politicians misuse the funds, according to the campaign. A new poll shows how San Diegans are feeling about the measure. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. SAN DIEGO (KGTV) - A Paradise Hills family is in search of a good Samaritan after a young autistic man was mugged and beaten for his brand new iPhone, just blocks from his home.The incident played out along Briarwood Road on an afternoon two weeks ago. Garrett De Leon had just gotten off work and off the bus.His pride and joy was in his right hand - a new iPhone 10 that his parents gave to him for his birthday. Deleon was texting his mom that he was blocks from home, when it happened."This guy came from behind me and snatched my phone and pushed me to the ground," said De Leon.De Leon says he fought back, the two struggling on the ground. "He pushed me again and runs to the car," said De Leon.Deleon says he chased the man - a tall, lean black man wearing a beanie - to an older black car, where the man jumped in the back seat, the window rolled down."He tells his buddy to take off immediately," said De Leon. In the meantime, the thief was hitting De Leon, who says he was delivering his own blows through the window."I had too much adrenaline and didn't feel pain. Hopped up on anger and determined to get at them and at the phone," said De Leon.After the car started up, it dragged De Leon some 100 feet before he was thrown off, bloodied with cuts and and scrapes, and a sprained hand.Soon after, a Hispanic woman in her 20s, with a baby in her back seat, raced to his side. She tended to him before calling 9-1-1."Shows there are good people. She was more worried about me than her baby," said De Leon.When help arrived and she left, De Leon never got her name. SAN DIEGO (KGTV) -- A missing 16-year-old girl from Mira Mesa has been found after disappearing November 8. Cirena was found late Monday afternoon walking on a street in Salton City. A good Samaritan who saw news reports approached the 16-year-old and asked if she wanted to go to the police station, the family says. As of Tuesday morning, the family told 10News she was back home and healthy. After she went missing, the family says a missing persons report was filed. Days later, family members found Cirena’s phone tossed a few blocks away between two homes. "Online posts from some people who have known him say he has a gun," said Camacho.10news tracked down the sister of the 19-year-old. SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. A spokesperson responded that the Bureau could not confirm nor deny an investigation. 10News also left a message for Pratchard's attorney in Tucson. She did not call back as of air time. 2603
