SAN DIEGO (KGTV) - Quiet neighborhood walks have turned disturbing for a growing number of women in Rancho Bernardo.Along Paseo Lucido, feet from a park, Lauren was walking her dog one early evening two weeks ago. She walked past the passenger side of an older, white, 2-door Toyota."The front windows were down and the seat was back ... looked over inside the car and saw he was exposing himself and touching himself," said Lauren.'He' was a large man in his 30s with short dark hair."He smiled when he saw me looking. I immediately looked away. Just very anxious and scared," said Lauren.Lauren took off for a neighbor's house. When she returned minutes later, the car was gone. About a week later - around 6:30 a.m. last Thursday - Robbie was blocks away on Avenida Venusto when a similar car, driven by a man with a similar description, pulled ahead of her and parked in a red zone."Kind of slouched back. He has his pants down, and he's actively touching himself," said Robbie.And again, the stranger met a woman's glance before driving off."And he looked up at me with a big smile on his face," said Robbie. These women aren't alone, as Lauren found out when she posted her incident on the Nextdoor app for her area."There are at least seven other women who have encountered this person in the last few months," said Lauren.In many cases, the women report the car pulling ahead and stopping. "I think he's targeting women who are walking by themselves or slowly walking their dogs by themselves," said Lauren.In one of the other reports, a woman says the man was driving a gray Honda. SAN DIEGO (KGTV) -- Portions of San Diego County are gearing up for more dry, windy weather as a red flag warning and potential power outages loom.According to the National Weather Service, the warning goes into effect from 4 a.m. Monday through 10 p.m. Tuesday for the mountains and valleys.The agency says east winds of 20 to 30 miles per hour are expected, with gusts up to 50 miles per hour and isolated gusts up to 60 miles per hour.RELATED: Check your local forecastHumidity will also be low, with values around 10%, the agency said Sunday.“Any fires that develop will spread rapidly. Outdoor burning should be avoided,” the National Weather Service said.SDG&E warned customers to prepare for the red flag warning, adding that it has alerted about 50,483 customers that they could be without power starting Monday night and lasting until Wednesday, depending on the severity of winds."Our crews remain on high alert and stand prepared to respond as needed to the next round of Santa Ana winds expected to impact our region. SAN DIEGO (KGTV) - Nearly a year after the city opened a facility for the homeless to store their belonging in, residents say they are still being impacted.“There’s human feces all over the alleys,” said one community member during the public comment.At the meeting, a Lieutenant with the San Diego Police Department’s homeless outreach team announced they would be adding a foot patrol in the area starting next week.For the first time, representatives from the County of San Diego said they will also be diverting resources to the area to help with mental health issues.Meantime, the city is searching for another location to open a storage facility in District 9.While the exact location has not yet been announced, officials said two sites are currently being considered, at least one of them is in City Heights. 824

SAN DIEGO (KGTV) — One person is dead after being hit and killed by an unknown vehicle in Clairemont on Sunday night.San Diego Police say the pedestrian was in the 4100 block of Ashford St. near Marlesta Dr. when they were hit by a vehicle just after 8 p.m.The vehicle fled the scene. Police are looking for a dark gray or black Dodge pick-up truck.
