SAN DIEGO (KGTV) --The FDA has placed new restrictions on a controversial birth control device called Essure.  The maker of the implant, Bayer, will only be allowed to sell to providers who agree to fully inform women about the risks and side effects.  A San Diego woman who had the Essure implant is now suing the physician who performed the procedure.  She says she wasn't given enough information and wants to warn others about her experience.  Three months after Essure was implanted she began experiencing severe pain. She eventually had a full hysterectomy.   603

SAN FRANCISCO (AP) — A judge ordered California's attorney general to release police misconduct records predating Jan. 1, when new transparency legislation took effect.San Francisco Superior Court Judge Richard B. Ulmer, Jr. on Friday also rejected arguments by Attorney General Xavier Becerra that his office should not have to release records of local law enforcement.The legislation was designed to guarantee public access to disciplinary records involving investigations into officer shootings, use-of-force incidents and incidents involving officer misconduct.The tentative ruling was a win for the First Amendment Coalition and National Public Radio member KQED-FM, which sued Becerra's office for records under the legislation."Judge Ulmer's order sends the clear message that the Attorney General is not above California law," said David Snyder, the coalition's executive director.In response, Becerra's office said Friday it would release records from before 2019 but only those regarding Department of Justice officers. The office said in a statement that requiring the office to release records involving other departments "would result in duplication of efforts."The judge ordered the attorney general's office to meet with the coalition and KQED to work out the logistics of releasing records.Ulmer said the 1st District Court of Appeal had already decided that the law is retroactive. He also dismissed the argument that making the attorney general provide records of local law enforcement would be burdensome.Ulmer said lawmakers could not have been oblivious to the potential cost of carrying out the legislation, and "the people will likely be agnostic as to which tax-funded agency foots the bill." 1724

SAN DIEGO (KGTV): In the wake of Starbucks and Disney doing away with plastic straws, environmental groups in San Diego want the city to do the same.The Surfrider Foundation is sponsoring a proposal that the San Diego City Council will vote on in September to require restaurants to only offer straws to customers who request them, instead of giving them out with every drink.They're also pushing for a ban on Styrofoam take-out containers.Natalie Roberts-Decarli, the Interim Executive Director of I Love a Clean San Diego, says her group wants people to be more conscious of the waste they create in their daily lives."Straws kind of fly around easily, they blow away easily, and they're not able to be recycled," she says. "So they end up in our landfills or just litter."At one ocean clean up event last year, I Love a Clean San Diego found 6,000 straws on the coast in just a few hours. Roberts-Decarli says plastic straws are always in the top ten items of trash they find."There's no perfect answer right now. Everyone is still trying to work together to come up with the best solution," she says.Many local restaurants have already taken that step. According to Surfrider, more than 100 restaurants in San Diego County are certified as "Ocean Friendly," meaning they follow a list of criteria for recycling and avoiding plastic. The full list is on their website.Marketing analysts say changes from big companies like Starbucks and Disney mean this will likely spread and expand."It raises the consciousness of consumers and it sets rising expectations in consumers," says Heather Honea, the Chair of San Diego State University's Marketing Department in the Fowler School of Business."By people banning it and having discussions about whether it's bad or good or what does it mean, how does it affect them, it creates top of mind salience that changes people's perspectives on things because they become aware of the topic. And for a moment, they think about it, ponder it and reconcile how they think about it," she says.Environmental groups say making the change would be easy for consumers, who could carry reusable straws in their purses or car glove compartments. They compare it to the reusable grocery bag change that happened in San Diego over the last few years.However, not everyone supports the idea. Some warn that the ban could be discriminatory against people with disabilities, many of whom require straws. Reynolds' attorney?Niall McCarthy says his client was attacked outside his home by Pintarelli, who was attending a party next door at a neighbor's house.McCarthy said both Pintarelli and the neighbor, Connor Pope, had taken LSD. Pope did not attack Reynolds but Pintarelli did, he alleges.Reynolds punched Pintarelli, breaking his pitching hand and costing his ability to "move and control" a baseball, McCarthy argues. Evidently, a jury agreed, awarding the former MLB pitcher .3 million in damages. The award includes 0,000 for Greg Reynolds's wife, Megan.Reynolds started pitching for the Colorado Rockies' minor league team in 2006 before moving up to the big leagues in 2008. He also pitched for the Texas Rangers in 2012 and the Cincinnati Reds in 2013.Reynolds went on to pitch in Japan in 2014 before the incident.
