(KGTV/CNS) - CHP officers are investigating a crash in Escondido that left a driver with burns to about 80 percent of his body Wednesday morning.The 22-year-old driver, who police believe is a current or former Marine, hit a tree at Bear Valley Pkwy north of Eldorado Dr. at 2:45 a.m.The vehicle caught fire but emergency crews put out the flames. Neighbors who heard the crash also helped the driver.CHP officers initially believed the driver was dead inside the vehicle but found him alive when they put out the flames.The man was taken to UCSD Medical Center with burns and other severe injuries.The investigation closed Bear Valley Pkwy from Bear Valley Rd. to SR-78 during the morning commute.  750

(KGTV) – Escondido Police have released bodycam footage of an officer-involved shooting that left one man hospitalized last month.EPD says the incident started with a 911 call about a restraining order violation at about 3:30 a.m. on Broadway near Washington Avenue on June 19. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada, was at her home and she identified his vehicle.Officers were initially called to a home in the 300 block of Park Avenue, but an officer spotted Quezada's reported vehicle near Broadway, where he pulled him over.The full incident video can be viewed here.Police say Quezada exited his vehicle holding a 3-foot-long crowbar and ran toward the officer, identified as "Officer Hamilton." The officer said Quezada was yelling something similar to "just kill me, I want to die" as he charged him.Police say the officer continued to tell Quezada to stop before he fired one round from his service weapon when he came within a few feet of him. Quezada reportedly paused and continued toward the officer, police say.The officer attempted to fire a second round, but his gun malfunctioned, according to police. After he cleared the round and continued commands to stop, the officer fire three more rounds and Quezada fell to the ground.RELATED: Escondido police: Man holding crowbar shot by officer during traffic stopPolice say the officer had backed away a total of 83 feet before firing the three rounds from his weapon. The officer didn't activate his body-worn camera until after he fired the rounds, police said, after saying the officer's camera was active during the shooting.A nearby Immigration and Customs Enforcement agent who was filling out paperwork in his vehicle witnessed the event unfold and assisted in the arrest, according to police.Quezada was taken to a nearby hospital in stable condition. He was arrested for assault with a deadly weapon on a peace officer.EPD Chief Ed Varso said an investigation into the shooting is currently underway by the department's crimes of violence unit and an independent review of the case will be conducted by the San Diego County District Attorney's Office, U.S. Attorney's Office, and FBI.An internal review will also be completed, Varso said. 2280

Facebook announced on Friday that the social network had exposed the private photos of millions of users without their permission.The company said a bug recently allowed third-party app developers to access photos people may not have shared publicly. Facebook believes as many as 6.8 million users could be affected.Photos that users started to upload to Facebook but did not post could have been accessed, along with images posted to Facebook Stories, Tomer Bar, an engineering director at Facebook, wrote in a blog post."We're sorry this happened," he added.Users' photos were exposed over a 12 day period in September, the blog post said.When asked why Facebook waited to inform the public of the issue, a Facebook spokesperson told CNN Business, "We have been investigating the issue since it was discovered to try and understand its impact so that we could ensure we are contacting the right developers and people affected by the bug. Roger Rowe School third-graders Grace Miller and Madison Stine set out to send a veteran to Washington D.C. with Honor Flight San Diego.They were so successful they ended up sending two veterans."That trip for me was the most fantastic trip of my life. I've been all over the world - and Honor Flight was the most fantastic trip I've been on," said George Sousa, a Korean War veteran who served in the U.S. Army.The girls also helped send U.S. Marine Corps Veteran Marshall Varano who also fought in the Korean War."It's great to see young people like this take care of older folks," said Varano.Fundraising is critical for Honor Flight San Diego. Facebook users in the United States who want to run certain ads on the platform will need to hand over the last four digits of their social security number and a picture of a government-issued ID.The social network now requires anyone who wants to run ads related to political campaigns, civil rights, immigration, guns, economy, and other issues, to prove they're in the United States. Part of the proof required is the last four digits of your Social Security number.The move is part of a series of initiatives by Facebook to increase transparency on the platform after a Russian government-linked troll group spent thousands of rubles?on Facebook ads targeting Americsans ahead of the 2016 presidential election.In addition to a Social Security number, users wishing to buy ads will need to provide a picture of a government-issued ID and a US mailing address. Once Facebook verifies the information submitted, the company will mail a code to the provided address to authorize the user's Facebook account to buy ads.Facebook declined to share what services it uses to verify Social Security numbers and other personal details. This is no longer the case.The change, Facebook told CNN, is because advertisers that might not traditionally be considered "political" will also be subject to the new rules.It's not only ads advocating for or against a political candidate that qualify for the archive. Any ad mentioning a candidate will be subject to the new rules.In April, Facebook released a list of 20 "issues" -- including as abortion, education, guns, health, immigration, military and terrorism -- that apply to the new approval process.The last issue on Facebook's list is "values," which the company considers "issues that discuss the values used in determining societal standards, such as patriotism."The new rules mean many marketing campaigns will be subject to the new guidelines. For instance, Super Bowl ads that have in recent years taken on a more socially conscious tone. Lang Doesn't Have to Indulge Your Constant Cravings."Facebook said ads about civil rights will be subject to its stricter rules but the company told CNN this particular ad "would not be deemed political or issue content as it focuses on the journey of an individual rather than a civil rights discussion."CNN also asked Facebook if the same ad was running in a state where there was a ballot initiative on civil rights would it then be considered an issue or political ad. The company did not provide a response.Facebook says it plans to hire up to 4,000 more people to review and verify political ads. Their role will likely include navigating the nuance of what is and isn't political.Antonio Garcia-Martinez, a former product manger on the Facebook ad team, said that he believes the company is hoping to get ahead of any potential regulation of ads on social media.He said he thought verifying ad-buyers was a good idea, but added "there's this law of Facebook outrage.""No matter which choice they make they're going to have a howling chorus of people complaining about it," Garcia-Martinez said. 5657
