FALLBROOK (CNS) - A fire broke out Wednesday morning in the garage of a Fallbrook home, authorities said.The non-injury blaze was reported around 5:45 a.m. at a single-story home on Wintergreen Lane off Via Del Robles, west of Interstate 15, NorthCounty Fire Protection District Capt. John Choi said.It took crews roughly an hour and 15 minutes to fully extinguish the fire, which started in the garage and eventually spread to the attic, Choi said.A damage estimate was not immediately available.Investigators from the sheriff's Bomb/Arson unit were sent to the scene, and an investigation into the cause of the blaze was underway. 640

(KGTV) - California representatives are calling on the government to fund the Storm Damage Reduction Project, hoping to stabilize cliffs along North San Diego County beaches.At Grandview Beach in Encinitas flowers surrounded the beach entrance sign Thursday. Down on the beach caution tape hung around the cliffs, serving as a somber reminder of the three women who died three weeks ago after a bluff collapse.Two days before the tragedy, Representative Mike Levin said he asked for federal funds to stabilize the cliffs from Encinitas to Solana Beach. "It's long past time for the federal government to uphold its responsibility here," he said.He championed the Storm Damage Reduction Project that was approved by Congress in 2016.The project would dredge tons of sand from the ocean and dump it on the beach to protect the cliffs from powerful, eroding waves.Environmentalists are concerned that would destroy tidal ecosystems. A study conducted by researchers at Scripps Institution of Oceanography at the University of California San Diego states invertebrate populations were negatively affected by tons of sand dumped on Imperial Beach.Surfrider Foundation sent 10News this statement:“We understand Solana Beach and Encinitas have been working with the federal government on the San Diego County Shore Protection Project for years and it was approved in 2016 by Congress. When the project was being considered in 2015, the Federal EPA encouraged the Army Corps. to think more deeply about future sea level rise and the efficacy of this project. We encourage the cities and the Army Corps to proactively and progressively analyze future sea level rise. Thorough monitoring is going to be of the utmost importance to see how this project impacts coastal ecosystems (including Marine Protected Areas) and impacts to recreation (such as surfing, snorkeling, etc.). Surfrider highly advocates against future seawalls and other coastal armoring. Drivers entering the Kent Ranch HOA in Escondido are now greeted by high-tech license plate readers. According to the creators of the tech, the cameras help police solve an average of two to three cases a day nationwide. The cameras don’t have facial recognition, only the ability to identify the car. Critics of the technology worry the data could be abused and is an invasion of privacy. The HOA did hear from some residents about privacy concerns, but believed public safety outweighed the concerns. Residents can request their vehicle not be captured by the cameras. 739

ESCONDIDO, Calif (KGTV) -- A Palomar Water delivery man is being credited for saving the life of an elderly woman who fell and couldn't get up to call for help. On Monday, Marco Perea showed up to deliver water for his 88-year-old customer in Escondido. When he knocked on her door, he could hear her, but she wouldn't come to the door. After several attempts to get her to open the door, she was able to tell him that she'd fall on Sunday afternoon and hadn't been able to get up since then. Perea called 911 and paramedics and firefighters were able to make entry into the apartment. The woman was rushed to the hospital. Perea says the woman does have a caregiver, but only from Monday through Fridays. The woman's condition is still unknown. 755
