(KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. Both insurance plans are run by the federal government."Makes me feel like a second-rate citizen after I served in the military for so many years," he said.The denial by TRICARE left him with a bill of ,756.Maddern had the Vertiflex procedure in 2017 to treat spinal stenosis, which had largely confined him to a wheelchair for 17 years. Maddern is now able to walk with help from a cane for balance."It was a drastic success," said the 71-year-old. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. It's been cleared for use," Verdolin said. "There is no question to be asked about its efficacy."TRICARE did not immediately respond to requests for comment by 10News.Ronald Maddern's insurance case is now before an administrative law judge. Now, there are questions about how accurate COVID-19 tests are in kids.One recent study done by several laboratories and hospitals in Massachusetts looked at the BinaxNOW rapid test.The test had a high accuracy rate in adults, but when it came to symptomatic patients 18 and under, the accuracy rate was just under 78%. The rate decreased in asymptomatic children.Another paper, published in Clinical Microbiology and Infection, found the Panbio rapid test had a lower accuracy rate in children. It was only able to identify 62% of COVID-19 cases in patients under 16 years old.Doctors have differing opinions on why accuracy rates may be different in children.One doctor tells Yahoo News that children's immune systems are just better at zeroing in on diseases and making them harder to detect.A pediatric doctor we spoke with says she hasn't seen a difference in accuracy rates. If anything, symptoms may be different.“Sometimes the way that the disease processes or goes about in these children can change. It can change with obesity rates and things like that, but we have had it be successful with infants age as well as on up,” said Laura-Anne Cleveland with the Rocky Mountain Hospital for Children.There may also be some variation in the way the test is performed. The cotton swab is the same size for both adults and children, which means it could be more uncomfortable for kids.“Kids move around. If you have a little kid that you're trying to hold down, they're going to move around, and sometimes, we don't want to cause pain or cause tears, but you do have to get in that nose, do a couple turns, and be able to get a good sample,” said Cleveland.When children are tested, doctors say it may actually be a bad sign if they are comfortable during the test, because it may not produce an accurate result. (KGTV) — El Cajon Police and the NAACP say they are trying to reach out to the family of a man hit and killed by a car last week after family and friends accused police of shooting the man.Police say the protest stemmed from a Nov. 25 traffic fatality involving Stephen Harris, 29, of El Cajon. Harris was hit by a vehicle just before 9 p.m. in the 300 block of West Chase Ave. and died at the scene, according to police.EPD says the driver who hit Harris remained at the scene and tried to provide first aid to him, along with the help of a passenger in the vehicle. Police do not suspect the driver of driving under the influence or speeding at the time of the crash. Witnesses told police Harris suddenly walked into the roadway at the time of the crash, EPD added.Surveillance footage reportedly showed Harris leaving a nearby convenience store and stumbling before the collision, police said. Officials said a toxicology report is being conducted, but police said preliminary testing showed drugs and alcohol in Harris' system at the time of his death.Family and friends of Harris arrived at the scene after the crash and accused police of being involved in Harris' death, saying officers were stalking him, shot him, and were trying to cover it up. During a protest on Nov. 30, family and friends continued their accusations against the department, with some protesters obstructing traffic.
