BEIJING, Oct. 9 (Xinhua) -- China's Vice Premier Li Keqiang has stressed the importance of quality management, proper resettlement of people, environmental protection and preventing corruption in building the country's South-to-North Water Diversion Project.North China had long suffered from water shortages and the project is a strategic infrastructure goal that would benefit the Chinese people, Li told high-ranking government officials at a forum held Saturday in Nanyang, a city in central China's Henan Province.According to a design, a canal serving the middle route of the South-to-North Water Diversion Project will be in Nanyang City.Building the project concerns China's national economic and social development and the long-term development of the Chinese nation, said Li, also director of the South-to-North Water Diversion Project Commission (SNWDPC) of the State Council.Further, the enormous complexity of the South-to North Water Diversion Project called for excellent coordination and organization in pushing forward the construction, he said.Li also stressed the importance of quality management in the project, saying quality control was the core task for building the project into a world-class one.Also, resettlement of people is a key issue in carrying forward the project, and efforts needed to be made to make sure that people are properly resettled and they have the capabilities to increase their wealth, he said.Additionally, Li said, during the process of building the project, more attention should be given to protecting water resources and preventing water pollution.He also called for strengthened supervision of the funding used for the project to prevent corruption and to punish those violating the law.The South-to-North Water Diversion Project is designed to divert water from the water-rich south of China, mainly the Yangtze, the country's longest river, to the country's arid northern part. It will consist of three routes: eastern, middle and western ones. The project started with construction of the eastern route in 2002.Up to now, both of the eastern and middle routes are already under construction. The western route, meant to replenish the Yellow River with water from the upper reaches of the Yangtze through tunnels in the high mountains of western China, is still at the planning stage.About 330,000 people in Hubei and Henan provinces will be relocated before the middle route is completed in 2014.

BEIJING, Sept. 7 (Xinhuanet) -- China will "vigorously" expand its imports of key products as the nation strives to cut its trade surplus amid growing protectionism against the world's largest exporter, a senior Chinese trade official said on Monday."We will especially encourage imports of products the nation is short of, especially advanced technology and key equipment," said Chong Quan, China's deputy international trade representative.Special attention will be paid to expanding imports from countries that China has a trade surplus with, he said at the China Import Forum organized by the Ministry of Commerce.Due to their domestic economic woes and political pressure, some developed countries, in particular the US, have accused China of piling up trade surpluses through policies such as an undervalued currency. This argument conveniently ignores other factors at play, such as their own export restrictions.Nonetheless, in the first six months of this year, US exports to China increased 35.7 percent year-on-year, 13 percentage points higher than its overall export growth, according to US figures.Despite the surge of its trade surplus in July, which stood at .7 billion, China will see the surplus drop dramatically for the year to about 0 billion, compared to 0 billion in 2009 and 0 billion in 2008, trade officials said. BEIJING, Sept. 17 (Xinhua) -- Typhoon Fanapi is likely to land on the east coast of Taiwan on Sunday, said China's National Marine Environmental Forecasting Center (NMEFC) in Beijing Friday.The center of the year' s 11th typhoon was about 700 km southeast from Hualien, in Taiwan, said a statement from the center.It was moving northwest towards Hualien and increasing in strength, the statement noted.The administration has issued a warning regarding huge waves which might strike off the Hualien coast, it said.On Sunday, the southern East China Sea might also produce waves of 4 to 6 meters high and waves in the Taiwan Strait might rise to 3 to 4 meters.Guangdong, Fujian and Zhejiang provinces along the mainland's southeast coast would also be affected by the typhoon, the statement said.The statement warned all fishing boats in the region to take necessary precautions.The fishing season began in the East China Sea in mid-September and a large number of vessels are in the area.Additionally, Typhoon Fanapi could continue moving west after landing on Taiwan and strike Fujian and Guangdong, the statement said.Also on Friday, the Ministry of Civil Affairs launched an early-warning for disaster relief responses aimed at the typhoon's possible damages to the southeastern coastal areas.The ministry and the National Committee for Disaster Reduction instructed local governments to carefully keep track of the typhoon's movement and the changes in weather, and strengthen prevention measures for geological disasters and flooding in urban areas.Local governments were also urged to evacuate residents in high-risk areas while providing for their basic living necessities.
