SAN DIEGO (KGTV) – Record-breaking Santa Ana winds are impacting communities throughout the county. Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley. In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off. They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. So far, their weather stations have seen wind gusts up to 94 miles per hour.If you would like to assist Villa Chardonnay, you can contact them and donate here. 1507

SAN DIEGO (KGTV) -- San Diego Gas and Electric customers won’t have to pay millions in wildfire costs tied to the company, according to a new U.S. Supreme Court ruling. The court Monday rejected the utility’s appeal to pass 9 million on to rate-payers. The costs are related to the deadly 2007 wildfires that tore through San Diego County. Investigators say SDG&E equipment sparked the Witch Guejito and Race Fires. The company has denied the claims and says the fires were caused by other factors. The ruling comes roughly a week after SDG&E asked the Public Utilities Commission to raise the bare minimum bill from to per month. The utility claims the change is needed to accurately reflect the costs of keeping low-use customers to the grid. The move would affect anyone whose bill is less than per month. SDG&E released the following statement in response to the decision: 908

SAN DIEGO (KGTV) — San Diego health officials are worried about a recent uptick in out-of-towners testing positive for coronavirus locally ahead of the holiday weekend. In San Diego, health officials have seen increases in positive COVID-19 cases diagnosed locally in people who live in nearby counties or states. Throughout the pandemic, there have been 16 Arizona residents have tested positive while in the region, seven of those were in the last week. So far, 330 Imperial County residents have tested positive while in San Diego and 61 of those were in the last week, as cases grow in that county.RELATED: San Diego County to close bars that don't serve food to slow COVID-19 spread"We have looked specifically at nearby county residents. Certainly, the number of individuals who live in Imperial County who are diagnosed in San Diego have increased in the last number of weeks," said Dr. Eric McDonald, director of the county’s epidemiology and immunization department. "The number of cases who have Arizona as their primary residence have also increased in the last number of days."With Monday's decision to close bars that don't serve food ahead of the July 4 weekend, the hope is the move will deter out-of-county residents from coming to San Diego."If you go back to some of the restrictions that were announced today, so that we are more consistent with our neighboring counties in terms of bar closures, it somewhat addresses that," McDonald said. "Certainly, if all the surrounding areas had more restrictions and we were perceived as a place where individuals could have more freedom to do certain types of social interactions, that could be a draw."RELATED: Gov. Newsom shuts down bars in Los Angeles, six other counties amid surge in COVID-19 casesSan Diego's beaches are scheduled to remain open as of Monday. Nearby Los Angeles County officials announced they will close their beaches for the weekend."We're going to reach out to the cities and assess their level of comfort in being able to enforce the physical distancing requirements at the beaches," Supervisor Nathan Fletcher said. "We have, to date, not seen significant numbers of outbreaks or case trends from outdoor settings. So there is more concern about indoor than outdoor. But it is something we're certainly going to reach out to the cities to ascertain." 2347

SAN DIEGO (KGTV) - San Diego County health officials reported Friday 11 hospitalizations due to vaping. Those who have been hospitalized range from 17 to 70 years old, according to County of San Diego Communications Specialist Tom Christensen. The illnesses come as U.S. health officials urge people to stop vaping until they can determine the cause of serious breathing illnesses. Symptoms include shortness of breath, fatigue, chest pain and vomiting. Some 450 cases and as many as five deaths have been identified in 33 states, including California. RELATED: Los Angeles County reports 1st vaping-related death as CDC issues e-cigarette warningCenters for Disease Control officials have not pinpointed a specific vaping device, liquid, or ingredient in connection with the illnesses. However, many of those who were sickened said they had been vaping THC. There's been a split among public health experts about the value of vaping nicotine. Some argue e-cigarettes are not as lethal as conventional cigarettes and can be a valuable aide to smokers trying to kick the habit But others say studies have not established that adult smokers who try vaping end up quitting smoking long term. And they fear that kids who might never have picked up cigarettes are taking up vaping. The Associated Press and AP Medical Reporter Mike Stobbe contributed to this report. 1369
