SAN DIEGO (KGTV) – A Lemon Grove man was charged Wednesday with aiming a laser pointer at a San Diego Police helicopter as a demonstration moved through Hillcrest last weekend.Rudy Alvarez, 24, was charged with aiming a laser pointer at an aircraft hovering over the protest on June 6, according to the Department of Justice.A federal complaint alleges Alvarez shined a laser at the SDPD aircraft at about 8:30 p.m. in the area of the 500 block of University Ave. During that time, a large demonstration was moving through the area, investigators added.Alvarez was located multiple times over the next hour in the crowd, before police identified him on G St. just before 10 p.m. and arrested him without incident.Detectives say they found a high-powered gray metal laser pointer in his front left pant pocket."Aiming a laser pointer at or near an aircraft could cause distraction or blindness to a pilot and the consequences could be devastating," said U.S. Attorney Robert Brewer. "We support the Constitutional rights of free speech and assembly, but it is our duty to protect the public and law enforcement from danger."Alvarez's bond was set at ,000 and his next hearing was set for June 23. 1205

SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.' SAN DIEGO (KGTV) - A new program in San Diego will offer people as much as ,000 to trade in their gas-powered cars for an electric vehicle.In October, the County Board of Supervisors approved the Clean Cars 4 All program. Starting in 2020, the County will get million per year to help low-income families go electric."The problem with electric vehicles is the upfront cost of purchase," says County Supervisor Nathan Fletcher. A 14-gallon car that gets filled up four times per month would cost around ,400 per year. That money could now go back into a family's budget. The same goes for oil changes and many types of car maintenance."When you talk about not having to change oil and not having to maintain and internal combustion engine, you take a big part out of it," says Cole Lowenfield, the General Manager of Mossy Ford in Pacific Beach.In addition to the Clean Cars 4 All program, there are 26 other state and federal grants and tax incentives available to people who want to go electric. SAN DIEGO (KGTV) -- A man is in custody after a chase ended in a standoff with police at a Mission Bay Motel Sunday morning. Police say the chase started just before 9 a.m. at the A-1 Storage on Garnett Avenue after officers received a citizens' tip. The suspect driving a U-Haul truck led police on a short chase to the 4300 block of Mission Bay Drive near Roadway in San Diego.According to police, the man is wanted on felony weapons charges. After the chase ended, a woman in the passenger seat was detained while the driver ran into the nearby motel. The woman was later released. While searching for the suspect throughout the motel, officers learned that the man broke through several walls to try and escape. “This guy starts forcing himself into apartments, and now we have to deal with a possible hostage situation. That’s the reason why we brought so many resources down here. We wanted to get this guy into custody as fast as we can," Lt. Christian Sharp with the San Diego Police Department said. Eventually, police had to use chemical gas and a K-9 to apprehend the suspect, who has yet to be identified.  1166

SAN DIEGO (KGTV) — A Point Loma woman says while her family was sleeping, someone was in her home stealing from them.Tucked away on a hill along scenic La Crescentia Drivel, the serenity was interrupted when Teresa Cesear and her husband got up around 5 a.m. Wednesday."Panic, absolutely panic," said Cesear.Cesear says her purse and laptop bag — computer inside — were not where she had placed them on her kitchen stool.Reality quickly set in. Those items didn't disappear on their own. "My entire personal and work life were in those two bags. Then came the fear and sense of violation," said Cesear.The violation happened quietly as she, her husband, and her grown son slept."The police said that they must have looked in the window. There's a nightlight in the kitchen, so they see my laptop and purse and somehow got this locked kitchen door open," said Cesear.Among the missing items were credit cards, keys and one special key: The original key to her 1973 Volkswagen Karmann Ghia."Really sad ... It's an important part of it because it's a very unique key," said Cesear.The break-in is the second burglary in her cul-de-sac in the past few months.
