UNITED NATIONS, June 29 (Xinhua) -- A veteran Chinese diplomat and an expert of international law, Xue Hanqin, was elected judge of the International Court of Justice here Tuesday.Xue, a member of the International Law Commission, was elected by the UN General Assembly and the Security Council in separate voting.Xue won all 15 votes in the Security Council on Tuesday morning, Claude Heller, the Mexican UN ambassador who holds the rotating Security Council presidency for June, announced after the 15- nation Council cast the secret ballots.Heller, at the open Council meeting, also read a letter from the president of the General Assembly, Ali Treki, who said that Xue won a majority of votes in the 192-nation UN body.Xue "was elected member of the International Court of Justice," Heller said.The election was conducted under the relevant Security Council resolution to fill the vacancy after Judge Shi Jiuyong, a Chinese, resigned on May 28.She is the only female among the 15 judges of the International Court of Justice, and the third Chinese to serve on the Court.Xue told reporters here that she thanked all those who voted for her and said that she will carry out her duty under the UN Charter and the Statute of the Court.

BEIJING, June 16 (Xinhua) -- The fifth chartered flight sent by the Chinese government brought 185 more nationals back home from Kyrgyzstan on Wednesday morning, sources with the Foreign Ministry said.The flight arrived at an airport in Urumqi, capital of northwestern Xinjiang Uygur Autonomous Region, at 7:17 a.m. (Beijing time) from Osh of Kyrgyzstan, where ethnic clashes have left some 170 people dead. Chinese nationals prepare to board the chartered flight at an airport in Osh, southern Kyrgyzstan, June 15, 2010.The Chinese government has sent five chartered planes to bring home nationals including business people and students in Kyrgyzstan. XI'AN, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local authorities to keep flood casualties and losses to minimum and to launch reconstruction work in a timely and orderly way.Hui was speaking during an inspection of flood-affected areas in Weinan and Shangluo cities in north China's Shaanxi Province from Aug. 2 to 3.He visited affected residents, as well as soldiers who were fighting the floods, saying the flood work had entered a crucial stage.Since mid July, many areas in Shaanxi Province have seen continuous rain, leading to frequent natural disasters, such as floods, mountain torrents and mud-rock flows.Continuous rainstorms caused mud-rock flows in Zhulinguan Village of Danfeng County, Shangluo city, on July 23 and 24. Hui visited the village and urged officials to address food, drinking water, clothing and housing issues.He also called for the repair of roads and resumption of water and electricity supplies as soon as possible.Homes, schools and hospitals should be reconstruction priorities, he said.Meteorologists forecast higher than average rainfall this month along the province's Hanjiang and Weihe rivers. Hui ordered local governments to intensify flood warnings, improve response plans, reinforce reservoirs and river embankments and replenish emergency materials, so as to be well prepared for more rain and floods. 

BEIJING, June 23 (Xinhua) -- Chinese banks should set up an independent risk management system in line with its strategic expansion plan as part of efforts to ward off financial risks, China's banking regulator said Wednesday.The breakout of the global financial crisis highlighted the necessity of increasing management of differentiated sovereign risks, the China Banking Regulatory Commission said in a guideline published on its website.Just as Chinese banks were expanding throughout the world, the overseas risks they were facing were on the rise, the guideline noted.Sovereign risks refer to ones that banks are exposed to when overseas borrowers or debtors are unable to repay debt because of their countries' economic, political and social changes.Chinese lenders were required to differentiate risks according to the countries involved and make policies on the minimum potential loan loss provisions ranging from 0.5 percent to 50 percent, according to the guideline.The banks must meet the requirements under the guideline by June 1, 2011.

BEIJING, July 25 (Xinhua) -- A swollen subtributary of the Yangtze River has sent a deluge to Danjiangkou Reservoir, a major reservoir in central China's Henan and Hubei provinces, the state flood control agency said Sunday.The water level of the Danjiang River, a tributary of the Hanjiang River, rose to 217.59 meters Saturday afternoon, with a water flow of 10,000 cubic meters per second, the highest since 1953, said a statement of the State Flood Control and Drought Relief Headquarters.Hanjiang River is the second largest tributary of the Yangtze River, China's biggest river.Flood gushed into the Danjiangkou Reservoir, at the confluence of the Danjiang and Hanjiang rivers, 34,100 cubic meters a second early Sunday, the second biggest deluge since the reservoir was built in 1968.Liu Ning, vice minister of water resources and secretary general of the State Flood Control and Drought Relief Headquarters, said Sunday that local authority should closely monitor the weather, and step up monitoring efforts against potential flood risks.Premier Wen Jiabao has ordered local governments to adopt scientific measures to prepare well for "more serious floods and disasters" as some of the country's major rivers surpassed their warning levels.Wen said China was at a "crucial stage" for flood control during an inspection tour in Hubei Province that began July 23.
