They have met the qualifications to refinance their mortgages at record-low interest rates.Home sellers have thrived in many housing markets, as home prices have risen despite surging unemployment, an unusual combination. Home resale prices were up 3.5% in June, compared with a year before, according to the National Association of Realtors. One reason for the increase in prices: Fewer homes were for sale because of social distancing. The reduced supply of for-sale houses led to increased competition among buyers, pushing prices upward.Homeowners must catch up on missed paymentsBut the COVID-19 recession may end up harming more homeowners than it helps.In late July, 3.9 million homeowners were using mortgage relief plans that allow borrowers to miss payments or make partial payments if they have been affected by COVID-19, according to the Mortgage Bankers Association. Eventually, those homeowners will be expected to catch up on their missed payments. Some homeowners’ incomes were permanently reduced. They may find it difficult to make good on their past-due payments.Renters could be out in the coldRenters could end up suffering the most. According to the U.S. Census Bureau’s Household Pulse Survey, 18% of renters, or 13.3 million households, didn’t pay their full rent in June. And in mid-July, one-third of renters surveyed, representing 23.8 million households, told the bureau that they had no confidence or slight confidence that they would make their next rent payment.Congress, along with state and local governments, imposed limits on evictions early in the pandemic, but some of those protections have expired. On top of that, 0 extra weekly unemployment insurance payments were set to expire at the end of July, and as the clock ticked down to the August recess, Congress was still negotiating an extension.Even with tenant protections in place, about 4% of renters have received an eviction notice or have been threatened with eviction since March, according to data from the Urban Institute’s Coronavirus Tracking Survey.When eviction bans expire, tenants have few options:Apply for emergency rental assistance, if the state or city offers it and still has money.Reach a repayment agreement with the landlord. Under such an agreement, tenants pay extra each month until they catch up with the past-due rent. But a repayment plan requires the tenant to have the money and the landlord to be willing to make a deal. Neither of those is a sure thing.If it’s not swamped with similar requests, the local legal aid service might be able to step in and help negotiate a deal with the landlord.? Milwaukee is seeing an unexpected spike in cases of HIV and other sexually transmitted diseases, according to health officials.There are high incidence rates in communities with larger vulnerable populations, including men who have sex with men, ethnic minorities, injection drug users and women, especially those who have been trafficked or who work in the sex trade, city Health Commissioner Dr. Patricia McManus said this week.Three Milwaukee children born with syphilis were identified in 2017, McManus said. "It rarely occurs," she said, and "the last known single case was in 2012." This "sentinel event" -- an unexpected and dramatic occurrence -- is a cause for concern, she said.Syphilis is the most serious bacterial STD. Left untreated, it can affect the brain, heart and other organs, ultimately leading to death.Angela Hagy, director of Disease Control and Environmental Health for the City of Milwaukee Health Department, reported the preliminary number of new diagnoses of sexually transmitted disease in 2017 for the Wisconsin city: 117 cases of HIV, 53 cases of syphilis, 4,401 cases of gonorrhea and 9,725 cases of chlamydia.The numbers represent a 13% increase in new cases of HIV compared with 2016, a 29% increase in syphilis, a 12% increase in gonorrhea and a 0.5% increase in chlamydia, according to Clarene Mitchell, a spokeswoman for the department of health.Gonorrhea and chlamydia are both bacterial infections. Gonorrhea can cause severe and permanent health problems, including long-term pain and infertility, and chlamydia can lead to pelvic inflammatory disease, which can affect fertility in women and cause testicular pain and swelling in men.For 2016, the Milwaukee metropolitan statistical area was already ranked first in the nation for gonorrhea and fourth for chlamydia, she said.The US Centers for Disease Control and Prevention, which is not involved in the Milwaukee investigation, reported the highest-ever number of sexually transmitted diseases in America in September in its annual Sexually Transmitted Disease Surveillance Report.Americans were infected with more than 2 million new cases of gonorrhea, syphilis and chlamydia in 2016, the most recent data available, the CDC reported.Syphilis has been out of the spotlight for decades, and many physicians don't have it on their radar, according to the CDC. It is also likely that many doctors have not been trained in STDs since medical school.Additionally, in recent years, more than half of state and local STD programs have experienced budget cuts, resulting in staff layoffs, reduced STD clinic hours and increased patient copays, according to the CDC, all of which could be contributing factors to the rise in STDs.Another concern in Milwaukee: Late last year, the city health department identified 76 connected people who tested positive for HIV, syphilis or both, Hagy reported. 2890

Games in Cleveland, Minneapolis, Kansas City and Chicago were postponed. Also, a slated day-night doubleheader in Detroit was also wiped. The Cincinnati Reds were slated to get underway at 3:45 p.m. local time, more than 2.5 hours after the scheduled first pitch. Of the MLB cities affected by this weekend's storm, Minneapolis was hit the hardest. NASHVILLE, Tenn. - When it comes to time off, managers can ask questions to an extent in order to confirm an employee is following CDC and local health mandates.Businesses are legally allowed to ask employees about potential exposure to COVID-19 if it helps keep the workplace or customers safe. Attorney Rebecca Demaree said if an employer does not treat every employee the same way, they may find themselves in hot water."Should you ask 'well, if you're going to that protest activity, we're going to make your self isolate for 14 days because we know there are going to be a large number of individuals,' and then you take a similarly situated employee who says 'at Christmas I'll be with 20 of my relatives,' and you don't treat them the same way, the question could be are you doing that because you're trying to stifle a protest or a First Amendment activity?" said Rebecca Demaree.Demaree counsels companies on labor and employment law. She said health screenings when employees return to work after time off make sense in most high-contact industries."That's going to be important for the employers to keep customers and fellow employees safe," Demaree said. Demaree advises a good questionnaire doesn't include questions that can make an employee feel singled out."They're not questions about 'who were you with?' 'Where were you?' What were you doing exactly?' But they are more designed to lead to those questions if more information is warranted," she said.Additionally, friends and families should not compare their return to work processes because different industries are doing it differently. New questions are also likely to be asked in 2021 when vaccines are available.
