BEIJING, Aug. 12 (Xinhua) -- China's top economic planner, the National Development and Reform Commission, unveiled Wednesday a draft regulation on monopoly prices.     The regulation applies to cases of monopoly prices both inside and outside the country, when monopoly prices outside the country impact the domestic market, according to the regulation posted on the commission's Web site.     Other than deals reached among more than two parties for the purpose of monopolizing prices, power abuse of government agencies to eliminate or limit competition is also regarded as violation of the regulation.     Those who violate the regulation would be punished according to stipulations in the country's anti-monopoly law, according to the commission.     Individual retailers or producers may face confiscation of illegal earnings and a fine of up to 10 percent of last year's sales, while industry associations are subject to a fine of no more than 500,000 yuan (73,529.4 U.S. dollars) or could be dismissed as an association.     Government agencies that violate the regulation would be ordered by their superiors to correct their actions, and officials held responsible would be disciplined according to relevant laws.     The commission said the regulation was aimed to prevent monopoly prices and to endorse fair competition so as to safeguard the interests of consumers and the public.     The commission is soliciting public opinion for the regulation until Sept. 6

BEIJING, Oct. 14 (Xinhua) -- China on Wednesday proposed closer cooperation among members of a regional security group to tackle the world economic recession.     "Confronted with the global financial crisis and aiming at a steady economic growth, member states of Shanghai Cooperation Organization (SCO) should work together and seek mutual benefit," Chinese Vice Premier Li Keqiang told a SCO business forum in Beijing.     The SCO was founded in 2001 to enhance security cooperation among its six member states, namely, China, Russia, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan. Mongolia, India, Iran and Pakistan are observers to the regional group. Instead, it offered more opportunities for them to work together," Li said, citing the fact that SCO members are complementary in economies and have an increasingly-connected market.     Although the total population and territories of SCO member states amounted to a quarter and one fifth of the world's total, their overall economic scale and trade volume made up only the world's 11 percent or 10 percent respectively, Li said.     "Thus, there is a huge potential for SCO member states to expand economic and technology cooperation," Li said.     He called for SCO member states to carry out the joint actions to deal with the global slump and accelerate the process of trade and investment liberalization.     He proposed promoting the projects that involved and benefited multiple parties, building infrastructure networks of transportation, communications and energy.     It was necessary to step up cooperation in modern agriculture, emerging industries, high-tech and social welfare so as to benefit the people, Li said.     He vowed that China will unswervingly pursue the path of peaceful development, take a more active part in SCO affairs, fully participate in regional economic and regional cooperation in a bid to work for the welfare of 1.5 billion people within the SCO member states.     The business forum was an important event under the framework of the eighth SCO prime ministers' meeting, which took place on Wednesday.

ISLAMABAD, Oct. 2 (Xinhua) -- Pakistani President Asif Ali Zardari said here Friday that he is proud of Pakistan's brotherly relationship with China and wishes the Chinese around the world well.     Zardari was the chief guest at the National Day reception hosted by Chinese Ambassador Luo Zhaohui at the Chinese embassy.     Replying a question by Xinhua on his arrival, Zardari said, "For the Chinese around the world, I wish them well. I wish them their independence and I applaud the success."     He also said, "I'm proud of the friendship which we have with China. And I'm proud of our brotherly relationship. And I'm with them in this moment of happiness. The people of Pakistan share the moments of happiness with the people of China."     Chairman Joint Chiefs of Staff Committee General Tariq Majid, Chief of Army Staff General Ashfaq Parvez Kayani, Chief of Naval Staff Admiral Noman Bashir, Chief of Air Staff, Air Chief Marshal Rao Qamar Suleman, government officials and senior diplomats from other embassies based in Islamabad were present at the reception.     The guests watched dances, songs and acrobatics performed by Chinese troops. At the end of the performance, chief guests and the Chinese ambassador went on the stage to greet the performers and had a group photo with them. 

  

BEIJING, Oct. 12 (Xinhua) -- Chinese Premier Wen Jiabao on Monday stressed the growing of autumn and winter crops at an executive meeting of the State Council.     The Central Committee of the Communist Party of China and the State Council would continue to strengthen the fundamental status of agriculture and boost the support for agriculture and grain output, according to the meeting.     All provincial areas and departments should put into practice the central government's policies, especially policies for the benefits of farmers, according to the meeting.     Despite uncommon droughts and the global economic recession, China was expected to have a big harvest this year, underpinning the country's stable and fast economic growth, according to the meeting.     Although China reported grain output increase for continuous years, the relationship between grain demand and supply would be strained in the long run as China's infrastructure for grain output was not stable, the grain planting efficiency was relatively low and natural disasters were frequent, according to the meeting.     Autumn and winter planting was key to next summer's harvest and even next year's harvest and measures should be taken to promote grain output, according to the meeting.     The measures should include promoting subsidy policies and stabilizing autumn and winter planting acreage, stabilizing market prices to protect farmers' interests and promoting technology services for farmers, according to the meeting.
