SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test.The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says.Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County. SAN DIEGO (KGTV) - On Normal Street in Hillcrest Friday, things were anything but normal.   Tim Henderson and his colleagues were checking email in the street."Just a minute ago, we had a meeting out here," he says while pointing to an assortment of chairs.    He and his co-workers at KTUA, a landscape architecture and planning firm, set up a little home office in a spot usually occupied by 3 to 4 parked cars.   The space was decorated with plants and patio furniture.Welcome to “Park(ing) Day 2017,” billed as a worldwide event where artists and designers transform metered parking spots into temporary public parks.    The event ran Friday from 9AM – 3PM, with several downtown businesses also taking park."We're in a ‘car-centric’ world, we always have to supply places for cars,” Tim explained.  “We're making a statement: during some part of the year, you can come out into a space not  being used for cars -- and have a park!"Henderson and his work buddies barbecued in the parking spots and even roasted s’mores.Parking is at a premium in Hillcrest, but Henderson said nobody seemed to mind them taking up the spots.    In fact, he said drivers had been slowing down to catch a glimpse at the “front yard” they created on the street.“They love it,” he said. 1351

SAN DIEGO (KGTV) - Officials with the California Department of Corrections and Rehabilitation say Donovan State Prison officials confiscated a cell phone Tuesday from an inmate who was allegedly using the phone to harass and threaten a woman in New York.According to Christina Neal, 37-year-old Brandon Baker, a prisoner serving 75 years to life at Donovan in South San Diego County, contacted her nearly two weeks ago.“I started getting messages from someone named Brandon Baker, but I had never heard of him before,” Neal said. Neal says Baker found her on Facebook through mutual friends and family members and then began sending her inappropriate messages through Facebook messenger.“He put ‘ma, what’s up, you looking really good. I’d like to get to know you,’” Neal said. “and he was like, ‘you're really sexy.’ And I didn't respond. So then a couple of days later, I got another message from him, and he's talking about my daughter.” “So I was just like ‘I don't know who you are. I don't know how you got pictures of me and my daughter, but please leave me alone, I'm married, and I don't want to have anything to do with you,’” Neal added.Neal says the tone of the messages escalated and Baker told her he would be getting out next month.“He said he was gonna come to my house and said he was gonna rape me,” she said. “I’m very nervous, just because hearing what (he) did, (he) doesn’t seem like (he’s) that nice of a person.”CDCR says they are investigating the case, and Baker could face more punishment depending on what they find on the phone they seized.They released the following statement:“Contraband cellphones are often used to in criminal and illicit activities, conduct drug trafficking, enable gang communication, and harass and intimidate victims and witnesses. Their presence affects safety and security in state prisons and California’s communities. The California Department of Corrections and Rehabilitation uses a multi-layered approach to detect and find contraband cellphones. SAN DIEGO (KGTV) - On Monday afternoon, two brothers were sentenced in connection to the deadly freeway shooting of a Navy sailor who stopped to be a good Samaritan.Edson Acuna and Brandon Acuna learned their sentences following the 2018 shooting death of Navy sailor Curtis Adams. Edson Acuna was given a term of life without the possibility of parole plus 25 years to life plus 27 years and four months. He was ordered to pay ,000 in restitution and pay for associated fines. “He's going to be in prison for the rest of his life until he takes his last breath and I think that will give him time to pay these from prison wages,” the judge told the courtroom.Edson Acuna was convicted by jury of first degree murder while Brandon Acuna pleaded guilty to voluntary manslaughter. On Monday, Brandon Acuna was sentenced to 13 years in prison.Prosecutors argued that they burglarized a car outside of a Mount Hope home which led to a shootout with the homeowner. They tried to get away but a blown-out tire caused them to stall on the freeway. Adams stopped to help but Edson Acuna shot him after thinking that he was the homeowner from the shootout earlier in the night.Harvey Liberato and Susana Galvan were also in the brothers’ car and have entered plea agreements.The judge concluded the hearing by telling the courtroom that he hopes both men reflect in the years to come on the magnitude of the loss that their actions caused. 1441

SAN DIEGO (KGTV) - Police are investigating the death of a child at a Tierrasanta home Tuesday.San Diego Police responded to the 3100 Block of Minuteman St. just before 11 a.m. to reports of a four-month-old child not breathing. When paramedics arrived, they began CPR on the infant.First responders were not able to revive the child.Police do not suspect the death to be criminal in nature at this point. However, police said since they are still not sure what led to the baby's death, they are investigating.The child died in a home in a military housing neighborhood.  624
