BEIJING, Nov. 3 (Xinhua) -- Senior Communist Party of China (CPC) official Zhou Yongkang on Tuesday concluded a visit to India that helped promote development of mutual trust and bilateral cooperation between the two Asian nations.Zhou, member of the Standing Committee of the Political Bureau of the CPC Central Committee and also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee, met Monday with Indian Prime Minister Manmohan Singh in New Delhi, India's capital.During the meeting, Zhou said strengthening political mutual trust with India was the key to deeper cooperation with the country and that the leaders of the two countries should often exchange views in great depth and with great frankness on major issues of mutual concern.Zhou said China and India had a combined population of 2.5 billion and there existed a great space for developing cooperation in the economy and trade, and people-to-people and cultural exchanges.He said both China and India faced the heavy task of developing their own economy, improving people's living standards and safeguarding social stability.Zhou said, while China was making its 12th five-year plan for socioeconomic development in the 2011-2015 period and India making its 11th five-year plan, China wished to increase political trust with India, expand cooperation of mutual benefit, and deepen the strategic cooperative partnership with India.Prime Minister Singh said the friendly relations between India and China played an extremely important role in promoting peace, stability and development in Asia and even in the whole world.Zhou also met on Monday with ruling Indian National Congress party President Sonia Gandhi and party General Secretary Rahul Gandhi.During the meeting, Zhou said the development of China and India provided opportunities rather than posed challenges to each other.Both China and India believed the world was big enough to accommodate the common development of China and India, Zhou said, adding the Chinese side was happy for every achievement that India made in its development.As for the China-India trade, which is expected to reach 60 billion U.S. dollars this year, Zhou said there was still great potential for the two big emerging powers to tap.He hoped both sides could deepen the strategic cooperative partnership further, strengthen practical cooperation in various fields, and increase personnel exchanges at different levels.Sonia Gandhi said India had always paid great attention to China's development and welcomed the improvement in the living standard of the Chinese people.She said India's and China's development had speeded up the recovery of the world economy in the face of the international financial crisis and she hoped both sides could strengthen coordination and cooperation further and tackle various global issues in a better way and maintain the favorable momentum of development.Zhou also met with Indian Minister of External Affairs S. BEIJING, Nov. 1 (Xinhua) -- China launched an association on Monday to evaluate the quality of the nation's higher education."The association, as a non-government organization, is designed to evaluate and supervise the quality of higher education," said Lin Huiqing, an official with the Ministry of Education, at the launching ceremony held in Beijing.The association is composed of over 200 educational institutions as members, including the Higher Education Evaluation Center of the Ministry of Education, Shanghai Educational Evaluation Institute, Peking University, Beijing Normal University, and others.China's higher education has been blamed for a decline in quality since 1999 when the government started to expand college enrollment."Therefore, we should establish a nation-wide network to evaluate the teaching methods, development of each discipline and curriculum designs of each school," Lin said.According to Ji Ping, a senior official in charge of the evaluation of educational quality with the Ministry of Education, China started to implement higher education quality evaluations in the 1980s, and decided to carry out evaluation once every five years since 2003."It is time for us to start a new round of higher education evaluations," Ji said, noting that the priority of China's higher education is to improve its quality."We have required the local schools to make regular evaluations themselves, and invite experts to carry out independent assessments," Ji said.

BEIJING, Nov. 2 (Xinhua) -- Chinese companies' overseas investment rose 10.4 percent year on year in the first nine months even as global investment as a whole dropped sharply over the period, a senior Chinese official said Tuesday.Chinese companies invested 36.3 billion U.S. dollars overseas in the first three quarters, excluding investments in financial sectors, as other other companies, hit by the global downturn, reduced overseas investment, Zhang Xiaoqiang, vice chairman of the National Development and Reform Commission, China's top economic planning agency, said at the opening of the 2nd China Overseas Investment Fair in Beijing.China has emerged as a major source of foreign direct investment (FDI) outflows.Although global FDI outflows dropped 40 percent year on year in 2009, China's overseas investments rose 14.2 percent year on year to 47.8 billion U.S. dollars, said Zhang.By the end of 2009, more than 12,000 Chinese firms had set up 13,000 overseas enterprises in 170 countries and regions, he said.The National Development and Reform Commission approved the two-day Second China Overseas Investment Fair, which the China Industrial Overseas Development and Planning Association (CIODPA) and China Development Bank are co-hosting.Representatives of government, multinational companies, international organizations and financial institutions from more than 120 countries gathered at the trade fair to persuade Chinese investors to invest overseas.

BEIJING, Sept. 19 (Xinhua) -- Chinese Vice Foreign Minister Wang Guangya made solemn representations to Japanese ambassador to China Uichiro Niwa on Sunday evening to express strong indignation and protest against Japan's prolonged detention of a Chinese skipper."The incident created by the Japanese side has severely damaged China-Japan relations," said Wang, stressing how the situation develops completely depends on what choices the Japanese side will make.The Japanese authorities on Sunday afternoon extended the detention of the captain to Sept. 29.Two Japan Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands on Sept. 7. The Japanese side illegally seized the Chinese trawler and fishermen, and continued to illegally hold the Chinese captain despite firm protests by the Chinese side.Wang warned China will take strong counter measures if the Japanese side fails to release the Chinese captain immediately and unconditionally."Japan shall bear all the consequences that arise," he noted.Sources with the Foreign Ministry said earlier Sunday China had already suspended bilateral exchanges at and above the provincial or ministerial levels, halted contact with Japan on the issues of increasing civil flights and expanding aviation rights between the two countries.A bilateral meeting on coal has also been postponed.In the mean time, the number of Chinese citizens traveling to Japan as tourists has already declined.
