Li Keqiang made an inspection tour in Henen on Oct. 8-9.Li said, to achieve China's industrialization and urbanization it is important for regions to develop their own economy according to their characteristics and advantages and to form a modern industrial structure.The moves are also essential to expanding the country's domestic consumption and transforming the economic growth pattern, he noted.After visiting the Costar Group, a high-tech precision optical instrument manufacturer in Nanyang, the vice premier praised the company's efforts in indigenous innovation, saying China's industrialization and corporate development must count on scientific and technological innovation.Further, China should speed up technological progress and innovation and seize a more competitive position in the global race for future development, Li said.As Henan is China' s largest grain producer, the vice premier sent instructions on agricultural production during his inspection tour, stressing to ensure food security for the country.To lay a solid foundation for China's industrialization and urbanization and guarantee food security, Li said, the country must further implement policies that benefit agriculture and farmers, and promote industrial management of agriculture according to local conditions.Li also visited local farmers and instructed local officials to improve people's standards of living.During the country's industrialization and urbanization drive, he noted, more efforts are needed in adjusting the national income distribution system to raise the income levels for farmers, residents living in the underdeveloped central and west regions, and those medium- and low-income groups.

The Shenzhen Component Index rose 65.64 points, or 0.57 percent, to end at 11,530.99.Combined turnover stood at 257.19 billion yuan (38.03 billion U.S. dollars) from 297.99 billion yuan on the previous trading day.Gainers outnumbered losers by 506 to 344 in Shanghai and by 634 to 390 in Shenzhen.

His famous works including the article Democracy Is A Good Thing, which has been widely circulated and sparked heated discussions home and abroad.By exercising democracy in elections, decision-making, management and supervision and guaranteeing the people's rights to be informed, to participate, to be heard and to oversee, the ruling party and the government are emancipating themselves and stepping up governance reform for good governance, Yu said.Observers believe the 12th five-year program will go beyond plans of economic and social development to involve administrative, political, social and cultural restructuring.Wang Yukai, a professor at the Beijing-based Chinese Academy of Governance, said the country's next five-year program will become a major step on the road to build an effective and accountable government."Good governance is a guarantee for CPC to remain in power," Wang said.Hu Angang, director of the Center for China Studies, a top think tank for policy-making under the Chinese Academy of Sciences and Tsinghua University, said the Scientific Outlook on Development would be carried out in an all-round way in the next five years.The Scientific Outlook on Development was proposed by the CPC in 2003, against the backdrop of rapid economic growth and a series of problems including excessive consumption of resources, damages to the environment and a widening gap between the rich and poor. It was inscribed in the CPC Constitution in 2007 at the 17th CPC national congress.

  

BRUSSELS, Oct. 4 (Xinhua) -- Chinese Premier Wen Jiabao said on Monday that ASEM members should work together and take solid steps to advance Asia-Europe cooperation.In an address at the opening ceremony of the eighth Asia-Europe Meeting (ASEM) Summit in Brussels, Wen made a five-point proposal on advancing Asia-Europe cooperation from a strategic and long-term perspective."With the joining of Australia, New Zealand and Russia, ASEM partners have formed a close-knit community of interests, covering the entire Eurasian continent from east to west," Wen said.Chinese Premier Wen Jiabao attends the opening ceremony of the eighth Asia-Europe Meeting (ASEM) in Brussels, Belgium, Oct. 4, 2010. BEIJING, Sept. 6 (Xinhua) -- Chinese Vice President Xi Jinping has urged authorities of a southeastern province to press ahead with its reforms and opening-up, and to embrace innovations in its economic development.In his four-day inspection tour in Fujian Province that began Friday, Xi spent time visiting high-tech enterprises, inquiring about villagers' incomes and held talks with university students.Efforts should be made to improve people's livelihood and solve practical difficulties for them with regard to employment, medical care, housing and children's schooling, Xi said during his visit to villages and urban communities.When visiting areas hit by June's torrential rains and massive floods, Xi urged local authorities to continue with disaster-relief work, rebuild damaged homes and agricultural infrastructures, as well as increase support for enterprises.In the coastal city of Xiamen, Xi urged government administrations in Fujian to take proactive measures to offer services to, and create "better conditions", for people from Taiwan.Further, efforts should be made to expand the scope and upgrade the level of cross-Strait exchanges and cooperation, he said.
