These military working dogs are trained and trusted to protect service members and civilians overseas and at home."The bond between handler and K-9 is indescribable. When I was assigned a dog, I could look at my dog and know what it needed before it could tell me, and vice versa," said Lt. Kristopher Evers, part of the military police force at Camp Pendleton. All military dogs begin their journey at Lackland Air Force Base in Texas, selected for their willingness to work. After basic training, they're sent to a new post and assigned a handler. K-9's trained in the Military Working Dog Program at Camp Pendleton go on to either serve alongside military police on the base or in conflicts overseas. The Marine Corps has nearly 300 working dogs; the entire military has about 2,700, according to the United States War Dogs Association, Inc. Handlers use the Agility Course at Camp Pendleton to train K-9 Marines to perform outside their comfort zone, giving them the confidence to do the job. Dogs are tasked with jobs like detecting explosives, narcotics, and apprehending suspects."Training is consistent, it's every day, and it's all the time," said Evers. Evers says the dogs are very much Marines and an important part of their military family. One of the most famous K-9 heroes is Lucca, remembered for leading 400 patrols with no human casualties on her watch. Lucca retired after losing her leg to an IED and passed away in 2018."They're special, in my mind, they're special. They love to work, they love coming to work, they love seeing their handler, they love getting in that patrol car, they love putting that collar on - and they're just always happy, these dogs live in the moment," said Evers. SAN DIEGO (KGTV) - Some local Uber customers got a major case of sticker shock when they see just how much they were being charged for their rides.On Wednesday afternoon, Kelley Rowe and two others were trying to get from the airport to the convention center to get her Comic-Con badges. Rowe, who flew in from Wisconsin, clicked and approved an Uber ride for .08. Not long after, she got an alarming message. "I got a text from my credit card company asking if it was fraud. Uber tried to charge ,308 to my credit car," said Rowe.The pending charge on her credit card was 100 times the actual cost. "It was huge sticker shock. I'm sure I swore immediately," said Rowe.Her bank put a hold on the charge and the ride never happened. Her credit card was now suspended during a week she needed to use it. "I'm very lucky I had credit card attached and not a debit card," said Rowe. Others may not have been so lucky. Some customers tweeted the ride drained their accounts. According to the Washington Post, an unknown amount of riders in San Diego and Washington D.C. experienced what Uber calls a glitch from a 'known' issue.Uber called it a system error in a message sent to Rowe. The company saying the overcharges will be reversed, but Rowe says needs to be more forthcoming and apologize. "They should be explicit about what the problem was, the scope and what they're doing to prevent it in the future. SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop. SAN DIEGO (KGTV) -- San Diego State University says 400 students have confirmed and probable cases of coronavirus.The university said Tuesday that, since August 24, 396 students have tested positive for COVID-19. Four other students have probable cases of the virus.The update comes one day after the school extended its stay-at-home order for on-campus residents through September 14.
