BEIJING (AP) — The prospects for a preliminary breakthrough in the U.S.-China trade war improved Thursday after the two sides agreed to reduce some punitive tariffs on each other's goods, though the full extent of the rollback wasn't clear.A Chinese spokesman announced the development Thursday as talks on ending the trade war progressed, and it triggered a rally in U.S. stock markets.A U.S. private sector analyst with knowledge of the talks said there are still deliberations in the White House about how far to roll back the duties and what steps China must take before the reductions would occur. BROKEN ARROW, Okla. — An Oklahoma woman's post on social media is going viral after she said she took her dog to a PetSmart store to get groomed only to learn it suffered a broken jaw."I'm very emotional," Tania Lara, the owner of the dog, said. "I feel scared."Lara says in her Facebook post that about an hour after she dropped off her dog Susie to get groomed at PetSmart on Hillside Drive in Broken Arrow, Oklahoma, she received a phone call from a store employee who said the dog was not doing well."Something really bad was going on," Lara said. The dog owner said when she arrived at the store, the dog was bleeding and was unable to close her mouth. "She was in a lot of pain," Lara said. "She was touching her face and she was crying."The woman said she was told employees attempted to take Susie to the in-store vet, but the vet was busy. She adds they also told her Susie had dental problems.Lara said she immediately took her dog to the veterinarian, who said the dog's jaw had been broken in two places."She [had] to be hospitalized during the weekend," Lara said. "She has a feeding tube in."The dog underwent surgery on Monday. BORREGO SPRINGS (CNS) - San Diego Gas & Electric will use a .5 million federal grant to upgrade the Borrego Springs microgrid with new technology so it can operate on completely clean energy, the utility announced Friday.The grant, from the U.S. Department of Energy's Solar Energy Technologies Office, will provide funds to purchase smart power inverters, controls and an energy management system. The new devices will improve energy reliability, stabilize the microgrid and help it become 100% renewable.A microgrid is a mini power grid and may include a power source like solar energy, an energy storage component and controls and switches that allow it to operate independent of or parallel to the larger grid. (KGTV) -- The United States Geological Survey is reporting that an earthquake with a preliminary magnitude of 3.9 hit near Borrego Springs Wednesday night.The earthquake struck roughly 10 miles north northeast of Borrego Springs just after 6:30 p.m. Residents in the area report feeling brief shaking during the earthquake.  366
