CLEVELAND — The family of a 75-year-old woman is fighting for more information after they say she received a letter from the Social Security Administration stating that she needed to repay nearly ,000. Teresa Licate of Stow, Ohio, is a two-time cancer survivor that suffers from a heart condition. She recently received a letter from Social Security, dated Oct. 17, 2018, that said she had been mistakenly overpaid ,796 and needed to pay that money back. Teresa's son, David, said she was in considerable distress when she received the letter. "Almost to tears. What am I going to do?” David Licate said of his mother's reaction. A trip to the Social Security offices in nearby Akron weren't of much help. David Licate claims an agent told him that she "didn't have any idea what the problem was." Since October, Social Security has withheld more than 0 a month from Licate's check. But David Licate said his mom's paperwork tells a different story. "We were able to go back and illustrate that they lost the data that the dollar amount was mistaken,” David Licate said. Beyond Social Security's mistake, the Licates are frustrated that Social Security couldn't see an issue coming with Licate's account. “The threshold for a flag to kind of check this out, to make sure this is accurate doesn't have to be ,000,” said David. “I would say a thousand dollars maybe." The Social Security Administration that it could not comment on Licate’s case until the appeals process is complete. "If a bank did this, they would be regulated out of business,” David Licate said. “They wouldn't be able to survive." The Licates also claim that Social Security promised it would send an emergency payment by Feb. 4, but they have not received anything as of Feb. 22. "So it was on our receipt and we did pay for it."Another day, she was billed for Red Bull energy drink."Just recently, on the 8th, a Red Bull was added at the end of the shopping cart," she said. "I guess they were thirsty and needed energy and decided to add on a Red Bull."She wonders how many others she's missed.Angel is executive director of a collection of group homes for the disabled, and orders groceries for them several times a week.It's those disabled clients, she says, who are being ripped off.Complaints increase as orders surgeA recent report in USA Today claims a growing number of customers accuse Instacart shoppers of stealing their groceries.Instacart's Facebook page has a number of complaints of similar mystery charges.It was pretty much inevitable that during a pandemic, with so many shoppers now ordering online and so many more people having to be hired to fulfill those orders, that we would see an increase in complaints.Instacart says orders have surged 300% this year, and it has hired tens of thousands of new shoppers to handle the load.It says each are thoroughly checked out before being hired, but says occasional errors and problems do happen. But It notes that "in these rare instances ... customers should contact Instacart care to have their order refunded."Terri Angel has one other piece of advice: Go over your receipt every time."Absolutely," she said. "Check your bill. Paycheck Protection Program funds helped keep more than 5 million American small businesses alive through the first half of 2020, but one woman has a warning for anyone applying for aid.Kelleye Thomas, who runs a home daycare, had to shut down for three months due to the pandemic.Her income dropped to zero during the shutdown, but like so many small business and independent workers, she was saved by the government's Paycheck Protection Program."I applied for that through the Small Business Administration, and I was granted a forgivable loan for ,500," she said.That lifeline turned into a financial nightmare because of where she deposited the funds. MILLVILLE, N.J. -- It doesn’t take much to get Hansel going. His greatest asset is his nose, which comes in handy, as the first pit bull in the country to ever become a certified arson detection dog. “He's my boy 100 percent,” said arson investigator Tyler Van Leer of the Millville Fire Department in New Jersey and Hansel’s handler. “He's certified to detect 14 ignited a liquid odors, meaning anything that you could buy from a hardware store, that you can set a house on fire with, ignite the liquids, he's trained to sniff out.” Hansel’s path getting there wasn’t easy. The 4-year-old was rescued from an alleged dog fighting ring in Canada. Authorities there wanted to euthanize all of the dogs, but rescue groups stepped in.
