SAN DIEGO (KGTV) — A man convicted of killing a San Diego Police officer in 1978 in the city's Skyline neighborhood has been granted parole by a review board.Jesus Cecena was convicted of killing SDPD officer Archie Buggs on Nov. 4, 1978, during a traffic stop. He was sentenced to life in prison without the possibility of parole after shooting the 30-year-old officer four times before killing him with a final shot at point-blank range, according to the San Diego District Attorney's office.According to Deputy District Attorney Richard Sachs on Wednesday, the parole board feels Cecena is no longer a risk to society. The San Diego District Attorney's office believes he should remain in prison."He hasn't come to grips with the crime. He doesn't own the causative factors of this offense. He does not accept his true motivation behind committing this crime," Sachs told 10News anchor Lindsey Pena on Tuesday.The former gang member was 17-years-old at the time of the slaying. His prison term was later modified to seven years-to-life due to his age, making him eligible for Youth Offender Parole.Since then, Cecena has been denied parole at least 14 times, the latest being 2019, 2017, 2016, and 2014. Each time, the seriousness of his crime was cited. The DA's office told 10News last year that Cecena has had an unstable social history in prison, receiving more than 10 violation reports for misconduct.Last year, Gov. Gavin Newsom denied Cecena parole.Tuesday, Pena spoke with Buggs' former partner, Jesse Navarro. Navarro was there the day he and his partner made the traffic stop and remembers the day vividly."It was a planned execution by gang members in the area. They'd been talking about killing a police officer in the area for a number of months," Navarro recalls.Buggs died right in Navarro's arms. Buggs was laid to rest just a month before he was supposed to get married."Not only we became partners but Archie and I became very good friends," said Navarro. 1985

SAN DIEGO (KGTV) - A hot air balloon with 14 passengers and a pilot on board made an unplanned landing in Rancho Pe?asquitos Sunday night.The balloon set down on a hillside at Pe?asquitos Drive and Del Diablo Way west of Interstate 15 about 7:15 p.m.The community jumped in to help, keeping the basket stable and helping the passengers exit safely, according to the San Diego Police Department.RELATED: Hot air balloon pilot talks to 10News about landing in Sabre Springs parkWitnesses helped the pilot bring the basket down to the street where it could be picked up by the owner, police said. The owner's name was not released.No one was injured.The NTSB said they are not investigating the incident. SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235

San Diego (KGTV) - A San Diego man claims San Diego County Sheriff deputies roughed him up in jail and the incident was caught on camera.He’s calling the deputies' actions an abuse of power.“I’m actually pissed,” said Joshua Strode. “I’m actually very angry.”San Diego State University police arrested Strode back in June for being drunk in public, something he denies.Strode was taken to San Diego Central Jail. He claimed he was inside the first-floor intake area when deputies came at him from all directions.“I kept on trying to tell them, 'You’re hurting me badly, please stop," he said.A video given to Team 10 from inside the jail shows Strode’s encounter with law enforcement. 692

SAN DIEGO (KGTV) -- A local organization is raising money for a good Samaritan that died in February in Pine Valley. Sunday, the It's All About the Kids Foundation hosted the "Be Like Bob" art show to raise money for a scholarship in Bob Bruno's honor. Bruno died in February when he stopped to help a driver on the I-8 in Pine Valley. While helping, there was another accident and to avoid being hit, Bruno jumped over the side of the guardrail, falling into the canyon below. "I think he would be really honored to know that we were memorializing him this way," said Gwendolyn Sneed, Bruno's long-time partner.
