Jerry Brown is leaving office Jan. 7 after signing more than 1,000 laws in his last year, further positioning the state as a bastion of liberal activism and goad to President Donald Trump.The laws, most of which take effect Tuesday, ease criminal sentences, tighten gun restrictions and address climate change, gender discrimination and sexual harassment.The Democratic governor approved 1,016 laws, the most in any of his last eight years in office. His 201 vetoes also were the most during his final two terms, as lawmakers passed a record number of measures.Counting his two terms from 1975 to 1983, the state's longest-serving governor vetoed 1,829 bills and saw 17,851 become law.Here are some of the laws taking effect with the new year:CRIMINAL JUSTICESweeping new laws bar juveniles younger than 16 from being tried as adults, even for murder, and keep children under 12 out of the criminal justice system unless they are charged with murder or rape.Other laws allow many defendants to ask judges to dismiss their charges if they show mental illness played a major role in their crime and limit the state's felony murder rule, which holds accomplices to the same standard as the person who carried out the killing.A new law responding to police shootings of young black men broadens public access to officers' personnel records. A police union is challenging whether the law is retroactive.Repeat drunken drivers and first-time offenders involved in injury crashes must install an ignition interlock device, which blocks their vehicle from starting if the driver isn't sober.GUNSSpurred by mass shootings, lawmakers further tightened California's already tough gun laws.Anyone convicted of certain domestic violence misdemeanors will be barred for life from possessing a firearm, while those under age 21 will be banned from purchasing a rifle or shotgun unless they are members of law enforcement or the military or have a hunting license.Several other laws already took effect, including measures explicitly banning rapid-fire bump stocks that attach to guns; requiring eight hours of training for concealed carry applicants; and allowing police to seize ammunition and magazines under domestic violence restraining orders.A lifetime firearm ban goes into effect in 2020 for anyone who has been hospitalized for a mental health issue more than once in a year.WILDFIRESUtilities may bill customers for future legal damages and for settlements from the deadly 2017 wildfires that caused more than billion in insured losses, even if the companies' mismanagement caused the blazes.The measure is among more than two dozen wildfire-related laws.Others make it easier to log trees, build firebreaks and conduct controlled burns of vegetation that would fuel wildfires; require investor-owned utilities to upgrade equipment so it's less likely to cause fires; safeguard residents' insurance coverage following disasters; and improve emergency notifications.GENDER DISCRIMINATION AND SEXUAL HARASSMENTCalifornia becomes the first state to require publicly held corporations to have at least one woman on their boards of directors by the end of 2019 and two or more by 2021.Spurred by the #MeToo movement, another new law bans private and public employers, including the state Legislature, from reaching secret settlements over sexual assault, harassment or discrimination. RIVERSIDE, Calif. (KGTV) -- Video shows the moment shots were fired during a shootout in Riverside that killed one CHP officer and left two more hospitalized. The video appears to be filmed by a woman pulled over onto the side of the road near the 215 freeway, where the shooting took place. Three officers were shot and one died as a result of the shooting. The suspect was also killed in the shootout. Retailers pulled some name brand dog food from store shelves after a euthanasia drug was found in several products."I was a little surprised, but at the same time you hear all sorts of stuff about what is and what isn't in dog food," said Sam Porach, pet owner.The FDA started an investigation after a TV station tested several cans of Gravy Train dog food and found 60 percent contained pentobarbital, a drug used to euthanize animals, found in some products."It's a tranquilizing drug that is sometimes used by veterinarians in animal shelters to reduce anxiety in animals and ultimately put them to sleep," said Jackie Bowen, the executive director of Clean Label Project.The Clean Label Project is a non-profit aimed at educating people about toxins in products, including pet food."This industry needs to do a lot more testing and be a lot more critical of the ingredients used in its products," said Bowen.The J.M. Smucker Co. owns the brands in question including Gravy Train, Kibble 'N Bits, Skippy and Ol' Roy.  The company is investigating how pentobarbital got into the supply chain."One possible way is through contaminated ingredients," Bowen said.Between recalls and reading labels, pet owners are left trying to navigate what's really safe."Try to go all natural type yah know baked treats and stuff," pet owner Ryan Searle said."I feel like there's been a pretty big movement lately on knowing what's in your dogs' food and having higher quality foods," Porach said.Smucker's said the low level of the drug found in the food does not pose a threat to pets, but admit it's not acceptable. Russia is threatening action against U.S. media outlets operating there as soon as next week.On Thursday Russian Foreign Ministry Spokeswoman Maria Zakharova said in an interview on Russian television that Russia is working on practical steps in response to U.S. government pressure on Russian-government owned media operating in the U.S."I think that our patience that is nearly run out will take some legal shape. I don't rule out it will be done next week," she said in the interview according to the state-run news wire TASS. "As of today, there is understanding that a practical phase of these response measures (in respect of US media in Russia over demands the RT broadcaster register itself as a foreign agent in the US) will begin next week."Zakharova did not specify which outlets would be targeted or what the actions would be. But last month, Russian officials sent letters to news organizations in Russia that are backed by the U.S. government, warning them of possible "restrictions."The comments are the latest in the increasing saber rattling from the Russian government regarding American media operations in Russia. Russian officials say it is in reaction to a request from the Justice Department that the Russian state-funded outlets RT and Sputnik register under the Foreign Agents Registration Act (FARA) in the United States.RT's network is available on cable in the United States and Sputnik has an FM radio station in the U.S. Both have websites that are accessible in the U.S. Though the United States funds news organizations in Russia such as Radio Free Europe and Current, those outlets are not available on radio or on cable but are normally accessed via the internet.According to RT, the DOJ initially gave it an October deadline to register. RT has said it purposely missed that deadline as it tried to fight against the forced registration. Individuals or organizations that register under FARA are asked to disclose their funding, operations and other information, but are allowed to continue their work. Other state-sponsored news organizations like Japan's NHK and The China Daily are already registered under FARA.RT reported on Thursday that the DOJ has given it a new deadline of November 13 and that it plans to register, but will challenge the DOJ's request in court. Editor-in-Chief Margarita Simonyan said in an article on the Russian version of RT's website that the "DOJ left us no choice" and that RT's lawyers have said that the head of its American operations could be arrested and company accounts seized if it does not comply."We believe this requirement is not just contrary to the law, and we intend to prove it in court. This requirement is discriminatory, it contradicts both the principles of democracy and freedom of speech," she said, according to a translation by the AP.Convictions of people or organizations which fail to register under FARA are rare. According to the DOJ, there have only been seven FARA-related criminal cases in the past 50 years. FARA experts told CNN in October that though jail and asset seizure is rare, it can happen in certain cases.RT America was singled out in a January intelligence community report for the impact it may have had on the 2016 election. The report said RT "conducts strategic messaging for [the] Russian government" and "seeks to influence politics, [and] fuel discontent in the U.S." The report also mentioned Sputnik as "another government-funded outlet producing pro-Kremlin radio and online content."Federal investigators are also reportedly looking into whether Russian government-funded outlets such as RT and Sputnik were part of Russia's influence campaign aimed at the 2016 presidential election. Yahoo News has separately reported that the FBI interviewed a former Sputnik correspondent about his work at the website.The Russian Embassy in the United States blasted the DOJ's move in a Facebook post."Blatant pressure on the Russian mass media confirms that the United States pursues the course of deliberately hurting our relations. We consider its demand as a wish to eliminate an alternative source of information, which is an unacceptable violation of the international norms of free press," the post said.The DOJ declined to comment. Rudy Giuliani said Wednesday that President Donald Trump's legal team has responded to the special counsel, the latest effort in ongoing negotiations over a possible interview."We have now given him an answer. Obviously, he should take a few days to consider it, but we should get this resolved," Giuliani said during an interview on the radio show of fellow Trump attorney Jay Sekulow."We do not want to run into the November elections. So back up from that, this should be over by September 1," Giuliani said.Sekulow confirmed in a statement that the legal team "responded in writing to the latest proposal" from the special counsel, but declined to comment on the substance of the response.Giuliani had previously told CNN that the team planned to send its counteroffer to special counsel Robert Mueller regarding a potential interview on Wednesday."It is a good faith attempt to reach an agreement," Giuliani, one of Trump's lawyers on the Russia investigation, told CNN.The former New York City mayor similarly would not describe the contents of the counteroffer, except to say that "there is an area where we could agree, if they agree."Giuliani wouldn't say if that area has to do with collusion or obstruction.The President has previously said that he wants to speak with the special counsel and has insisted there was no collusion or obstruction, while deriding the investigation as a "witch hunt."But Trump's public attacks on the Russia probe have sparked questions over whether his actions could constitute obstruction of justice. Those questions intensified earlier this month when the President called on Attorney General Jeff Sessions to shut down the investigation, an escalation that Giuliani attempted to downplay as Trump merely expressing an opinion.The President's team has sought to limit any potential interview to questions about collusion. But Giuliani told CNN they would be willing to consider questions relating to any obstruction of justice inquiry as long as they are not "perjury traps," a phrase favored by the Trump legal team as a way to raise questions about the fairness of the special counsel, though it also speaks to the risks of having the President sit down for an interview."For example: 'What did you say about Flynn?'
